1. 21-650 Approval of meeting minutes September 21,2021, special meeting October 5,
2021 and October 19, 2021.
Vice Chair Rizzi made a motion to approve the minutes of the meeting of September 21,2021,
special meeting October 5,2021 and October 19,2021.Boardmember Evans seconded.

2. 21-652 Presentation, discussion and consideration of Resolution No. 2021-011 an
agreement to share costs for the feasibility study of Bartlett dam modification
alternatives among multiple partners,through a Memorandum of
Understanding, and Salt River Project Agricultural Improvement and Power
District.
Chairperson Wilson asked for a motion.
Boardmember Evans made a motion that Resolution No.2021-011,an agreement to share costs
for the Feasibility Study of Bartlett Dam modification among multiple partners and Salt River
Project Agricultural Improvement and Power District,be approved.Boardmember Schroeder
seconded.

District Director Loggins presented the agreement for the Salt River Project(SRP) Bartlett Dam
feasibility study to raise the dam for the Verde river system.Apache Junction Water District was
proposing to fund $250,000 per year, but was informed by SRP that they have enough money
from the other entities participating and they are only requesting$100,000.This amount may go
up if any of the other entities drop out of the study. The$2 trillion infrastructure budget that was
recently approved by the federal government included the other half of the funding mechanism
which was also approved.The SRP agreement should be approved December 5, 2021. It is a
historic moment getting additional water supplies for Apache Junction for future land
development.
D. District Manager Report
District Manager Powell reported on a presentation he gave to a community group about the
upcoming state land development.At the presentation he was asked where the water for this
development was coming from. Mr. Powell explained the city currently has enough water in its
portfolio to provide water for the upcoming development.The city will be working with the Bureau
of Reclamation and Salt River Project over the next three years on design work for future water
acquisition.The full design of the state land is still at least 10 years out.
Boardmember Evans expressed that we should make sure the community is told that the City
of Apache Junction is not part of the Pinal Active Management Area which is experiencing water
shortages due to the lower levels in Lake Mead. Mr. Powell agreed and explained the Phoenix
Active Management Area,which the city is a part of, consists of a different geographical area
and different water distribution and collections systems.
Vice Chair Rizzi expressed the need to have open communication with the community and
educate them on the future of water availability in Apache Junction and future land development
Mr. Powell agreed and explained that for the next 3-8 years we have enough water to supply
upcoming growth, but we have to plan where the water will come from for any development after
that time. District Director Loggins commended the water board for doing a great job preparing
for the future.
Boardmember Nesser requested a standard statement for answering any questions or

concerns. Mr. Powell requested that Mr. Loggins come up with something to provide this
information in the form of a packet including videos provided by Central Arizona Project and Salt
River Project showing where our water is coming from. If a boardmember is unable to answer a
question about the water supply, they should direct that citizen to Mr. Loggins. Mr. Loggins will
also work on putting something together for the boardmembers.
E. District Director Report
3. 21-653 Presentation, discussion and update on:
• Water system
District Director Loggins presented an update on the water system. On October 26, 2021 the
district received numerous calls about low water pressure issues in the system. He thought
there may have been a water main break, but no leaks were found. It took about 24 hours to
figure out it was a gate valve failure that was located in the system where the distribution and
transmission lines connect.The valve was replaced, no water was lost and customer water
pressure was back to normal the next day.
F. District Treasurer Report
District Leslie DeReche presented the fiscal year to date revenues and expenditures.
G. Adjournment
Chairperson Wilson adjourned the meeting at 6 38 p m.
