Call to Order Chairperson Wilson called the meeting to order at 6:00 p.m. B. Agenda Items 1. 22-230 Approval of meeting minutes of March 15, 2022. Boardmember Evans made a motion to approve the minutes of the meeting of March 15,2022. Boardmember Nasser seconded. Yes: 5- Chairperson Wilson, Boardmember Schroeder, Boardmember Nasser, Boardmember Evans and Boardmember Gremmel No: 0 Excused: I - Vice Chair Rizzi City or Apache Junction,Arizona page 1 Water Utilities Community Facilities Meeting Minutes April 19,2022 District 2. 22-231 Presentation, discussion, and consideration of Resolution No.2022-001, declaring a portion of the public utility easement located at 1930 East 2nd Avenue,Apache Junction,Arizona, is no longer necessary for public use as a public utility easement and is hereby extinguished. Boardmember Evans made a motion that Resolution No.2022.001,a resolution of the Board of Directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona) declaring a portion of the public utility easement located at 1930 East 2nd Avenue,Apache Junction,Arizona is no longer necessary for public use and is hereby extinguished,be approved. Boardmember Schroeder seconded. District Clerk Pena called for a roll call vote and the motion was approved. Yes: 5- Chairperson Wilson, Boardmember Schroeder, Boardmember Nesser, Boardmember Evans and Boardmember Gremmel No: 0 Excused: I - Vice Chair Rizzi District Director Mike Loggins presented an overview of Resolution No.2022-001, a request to extinguish the water utility easement and declaring a portion of the public utility easement located at 1930 East 2nd Avenue,Apache Junction,Arizona is no longer necessary for public use as public utility easements. Mr. Loggins of the Water District advised that the district currently has no facilities in the area, and it is not in our service area, so it is recommended that the public utility easement be extinguished. 3. 22-232 Presentation, discussion, and consideration of Resolution No. 2022-002, declaring portions of the public utility easement located at 181 North Winchester Road,Apache Junction,Arizona, are no longer necessary for public use as a public utility easement and are hereby extinguished. Boardmember Nasser made a motion that Resolution No.2021-001,a resolution of the Board of Directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona) declaring a portion of the public utility easement located at 1930 East 2nd Avenue,Apache Junction,Arizona is no longer necessary for public use and is hereby extinguished,be approved. Boardmember Evans seconded. District Clerk Pena clarified that the resolution number is 2022-001,called for a roll call vote and the motion was approved. District Director Mike Loggins presented an overview of Resolution No. 2022-002, a request to extinguish the water utility easement and declaring portions of the public utility easements located at 181 North Winchester Road,Apache Junction,Arizona are no longer necessary for public use as public utility easements. The two easements are part of the development at Sunset Vista Estates, an approximate 85-unit apartment complex.The easements are no longer necessary, and the district recommends they be extinguished. Boardmember Evans made a motion to select the following dates,times and locations for Fiscal Year 2022.2023;special meeting for budget work session(s)on Tuesday,May 3,2022 at 6:00 p.m. in the City Council chambers,regular meeting and public hearing for adoption of class and compensation and tentative budget on Tuesday,May 17,2022 at 6:00 p.m.in the City Council chambers;and regular meeting for public hearing and final budget adoption on Tuesday,June 14,2022 at 6:00 p.m.in the City Council chambers.Boardmember Schroeder seconded. District Clerk Pena clarified the correct date for the regular meeting for public hearing and final budget adoption is Tuesday,June 21,2022,at 6:00 p.m.in the City Council chambers. Boardmember Evans added a correction and re-read the portion listing the regular meeting for public hearing and final budget adoption on Tuesday,June 21,2022,at 6:00 p.m.in the City Council chambers.Boardmember Schroeder re-seconded. District Clerk Pena called for a roll call vote and the motion was approved. District Director Mike Loggins presented the proposed dates,times and locations for the budget work sessions, tentative budget adoption, and final budget adoption for Fiscal Year 2022-2023. S. 22-239 Presentation of Non-Indian Agricultural ("NIA") priority water validation process. District Legal Counsel Joel Stern presented an overview of the Non-Indian Agricultural ("NIA") priority validation process. NIA water is a name assigned to Colorado River water delivered by the Central Arizona Project(CAP)that was originally bought by agricultural water users in Maricopa, Pinal and Pima Counties and has become a valuable resource for our cities. D. District Manager Report No report. E. District Director Report - Presentation and discussion of the following items: 6. 22-234 Presentation, discussion and update on: Water Festival District Director Loggins gave an update on the upcoming waterline construction on Ironwood Road proposed to start in August 2022. Traffic flow will be interrupted, and Ironwood Road will be closed to one line in each direction to do the work necessary.The construction will be between Ray Road and Elliot Road and will last about two to three years. Mr. Loggins presented a Water Festival update. The date of the festival is Thursday, May 5, 2022, at Prospector Park from 7:30 a.m. to 1:30 p.m.Volunteer training is on Tuesday, May 3, 2022, at the Multi-Generational Center from 11:00 a.m. to 1:00 p.m. G.
