Call to Order Chairperson Wilson called the meeting to order at 6:02 p.m. B. Agenda Items 1. 22-507 Approval of the meeting minutes of June 21, 2022. Boardmember Evans made a motion to approve the meeting minutes of June 21,2022. Boardmember Schroeder seconded the motion. Yes: 7- Chairperson Wilson,Vice Chair Rizzi, Boardmember Evans, Boardmember Heck, Boardmember Johnson, Boardmember Nesser and Boardmember Schroeder No: 0 2. 22-508 Discussion, presentation and consideration of Resolution No. 2022-008 authorizing the submission of a grant application for the Bureau of Reclamation's WaterSMART grant program. Boardmember Johnson made a motion that Resolution No.2022-008,a resolution of the Board of Directors of the Water Utilities Community Facilities District(City of Apache Junction,Arizona) authorizing the submission of a grant application for the Bureau of Reclamation's WaterSMART Grant Program be approved.Boardmember Evans seconded the motion. District Director Mike Loggins presented an overview of a water conservation grant with the Bureau of Reclamation's WaterSMART Grant Program.The grant will help pay for an automated meter infrastructure project. The money from the grant will be used to replace City of Apache Junction,Arizona Pagel Water Utilities Community Facilities Meeting Minutes August 16,2022 District existing meters with radio read meters which will enable the District to detect leaking meters sooner.Along with replacing existing meters,the grant will pay for three towers that will be located throughout the city and will enable the District to get meter reads automatically. The grant has been submitted and the Bureau of Reclamation requires the District to receive board approval of the grant application.The Bureau of Reclamation will let District know if they are one of the candidates in January 2023 and if selected the money would be available in May 2023. 3. 22-512 Discussion, presentation and consideration of a material and delivery agreement between Water Utilities Community Facilities District and Balar Equipment, Inc. for the procurement of one (1) Standard LX Diesel-VMT Single Turner Valve Maintenance Trailer and accessories budgeted for the current fiscal year utilizing the Purchasing Agreement No. 155454--0 between the City of Phoenix and Balar Holding Corporation in an amount not to exceed $102,442.00. Boardmember Schroeder made a motion that the material and delivery agreement for the purchase of one(1)standard LX Diesel-VMY Single Turner Valve Maintenance Trailer and accessories from Balar Equipment,Inc.through the purchasing agreement No.155464-0 between the City of Phoenx and Balar Corp.for a total amount not to exceed$102,442.00 be approved.Boardmember Rizzi seconded the motion. Mr. Loggins presented an overview of the purchase of a new valve maintenance trailer.The valve turning trailer is used for turning valves in the field.The District will use the valve turner for maintaining the valves in the system to ensure they will close when there is a leak in the system. 4. 22-524 Discussion, presentation, and consideration of the procurement of fleet vehicles and accessories consisting of one(1) new replacement 2023 Ford F-250 regular cab truck and two(2) new 2023 Ford F-250 regular cab trucks, budgeted for the current fiscal year utilizing the cooperative contract with the State of Arizona Contract Numbers CTRO59322 and CTR060664 and the Mohave Contract#21 D-ASH2-0702 in an amount not to exceed$180,000.00. Boardmember Evans made a motion that the purchase of one(1)new replacement 2023 Ford F-250 regular cab truck and two(2)new 2023 F-250 regular cab trucks through the Cooperative Arizona State Contract No.'s CTRO59322 and CTR060664 and accessories for all vehicles through the Mohave Contract#21 D-ASH2-0702 for a total amount not to exceed$180,000.00 be approved. Boardmember Johnson seconded the motion. Mr. Loggins presented an overview of the purchase of three(3) new fleet vehicles.The vehicles will be for one(1)replacement vehicle and two(2) new vehicles with accessories needed in the field. D. District Director Report- Presentation and discussion of the following items: 5. 22-526 Presentation, discussion and update on: • Water System District Director Loggins presented an overview of the water system with an update on the water treatment plant.Water production is at 2 million gallons a day for the last six months and everything is running great in the system. Mr. Loggins presented an update on the Colorado River shortage. He presented a FAQ form from the Arizona Department of Water Resources explaining the causes, affects and what can be done to conserve water.The State of Arizona requested to leave 500,000-acre feet of Colorado River water behind the dams for use with the production of electricity and not to be stored in the ground for later use.The Bureau of Reclamation requested Arizona save 592,000-acre feet, Mexico save 104,000-acre feet, Nevada save 25,000-acre feet and California must save zero-acre feet at this time.The reason for the large difference in amounts of water is because Arizona and the other states have junior rights to the water and California has senior rights.The District will be working with the Director of the Arizona Department of Water Resources and the General Manager from Central Arizona Project to try to get the Bureau of Reclamation and all the seven lower basin states to save water equally and not to put the majority of the burden on Arizona.The shortage will affect agricultural water and not municipal and industrial water.The District is working with a smaller group of municipalities to come up with different options to save the water that the Bureau of Reclamation is requiring Arizona to hold back.
