2. 22-736 Presentation, discussion and consideration of an agreement between Water
Utilities Community Facilities District and Carollo Engineers, Inc.for Phase 1
Non-Potable Water Reservoir and Booster Pump Station construction
administration and inspection services using the City of Apache Junction's
PW2022 Public Works On Call Services which has cooperative agreement
language for a total not to exceed$1,187,193.00.
Boardmember Evans made a motion that an Agreement between Water Utilities Community
Facilities District and Carollo Engineers,Inc.for Phase 1 Non-Potable Water Reservoir and
Booster Pump Station construction administration and inspection services using the City of
Apache Junction's PW2022 Public Works On Call Services for a total not to exceed$1,187,193.00
be approved.Boardmember Nesser seconded.

District Director Mike Loggins presented an overview of an Agreement between Water Utilities
Community Facilities District and Carollo Engineers, Inc. for Phase 1 Non-Potable Water
Reservoir and Booster Pump Station construction administration and inspection services. This
will be for effluent water delivered from the Superstition Mountain Community Facilities District
to our new water tank and booster pump and pumped to the new development to the south.
Part of the fees will be used for submittals, request for information and for change orders. They
will also be doing inspections that the Water District does not typically do. These special
inspections will include rebar,concrete, large diameter pipes and electrical,which the District
currently hires a consultant to complete.The District will be using the City of Apache Junction's
PW2022 Public Works On Call Services,which has cooperative agreement language for a total
not to exceed$1,187,193.00. This will be a direct reimbursement from the developer.
3. 22-737 Presentation, discussion and consideration of an agreement between Water
Utilities Community Facilities District and Carollo Engineers, Inc. for Phase 1
Superstition Area Water Plant expansion from 2 million gallons a day(mgd)
to 4 mgd capacity construction administration and inspection services using
the City of Apache Junction's PW2022 Public Works On Call Services which
has cooperative agreement language for a total not to exceed $2,311,271.00.
Boardmember Schroeder made a motion that an Agreement between Water Utilities Community
Facilities District and Carollo Engineers,Inc.for Phase 1 Superstition Area Water Plant expansion
from 2 million gallons a day(mgd)to 4 mgd capacity construction administration and inspection
services using the City of Apache Junction's PW2022 Public Works On Call Services which has

Plant expansion from 2 million gallons a day(mgd)to 4 mgd capacity construction
administration and inspection services. This project will include installation of raw water
impound, raw water pumps and strainers, new filters along with other items included for the
expansion. Part of the fees will be used for submittals, request for information, change orders,
pay apps and other items required for managing the construction project. They will also be
doing inspections that the Water District does not typically do.These special inspections will
include large diameter pipes and electrical, which the District currently hires a consultant to
complete.The District will be using the City of Apache Junction's PW2022 Public Works On
Call Services,which has cooperative agreement language for a total not to exceed
$2,311,271.00.The construction portion of this project,without Administrative fees, is about
$25 million and the developer is.paying the full cost.

4. 22-712 Presentation, discussion, and update on Water System
Mr. Loggins presented an update on Central Arizona Project(CAP)water.The District has
some reduction in our CAP water currently, but our Municipal M&I water will not be affected in
2023.The District currently has 817 acre feet of non-Indian Agricultural water which will be
reduced by 25 percent before calendar year 2023.This is a slight reduction based on what is
happening with the Colorado River, but at this point it does not have much affect on our water
supplies for CAP.
Superstition Vistas subdivision update:
One of DR Horton's subdivisions located at Meridian Road and Ray Road is completely paved.
At the Water Campus 3,the new well was test pumped and 2,000 gallons a minute were
pumped for 48 hours.This well is a large producer.The District's current wells only produce
500 gallons a minute. Water quality samples were taken, and the results should be back in six
to eight weeks.A pump will be designed at 2000 gpm or less, depending on water quality and
what zones the water is pumped from. Foundations and walls for the storage tank are being
poured at this time
On Ironwood Drive, large diameter mains will start being installed in December and portions of
the road have been shut down to accommodate the construction. Water main transmission and
distribution line installations will begin in December and will continue until June of 2023.
Non-potable water mains installation is expected to start in early 2023 through the fall of 2023.
The work on Ironwood Drive will take approximately 18 months to complete.
At Ray Road, underground infrastructure is being installed and is crossing Ironwood Drive.
Lane closures have been posted to accommodate the construction.
