Call to Order Chairperson Wilson called the meeting to order at 6:03 p.m. B. Agenda Items 1. 22-814 Approval of the meeting minutes of November 15, 2022. Boardmember Heck made a motion to approve the meeting minutes of November 15,2022.Vice Chairperson Schroeder seconded the motion. D. District Manager Report No report. E. District Director Report 2. 23-014 Presentation, discussion, and update on district wide Water System. District Director Loggins welcomed the new members of the board. Mr. Loggins presented an update on Central Arizona Project(CAP)water. The District has placed its order for 2024's water supply. There will be no reductions or restrictions in Municipal and Industrial Water or the Gila Indian lease water next year.There will be a 25% reduction in City of Apache Junction,Arizona Page 1 Water Utilities Community Facilities Meeting Minutes January 17,2023 District Non-Indian Agricultural Water. Even with the reductions, the District has more than enough water to supply its customers. Superstition Vistas subdivision update:The first subdivision is complete including sidewalks, curbs, gutters, and asphalt. Waterlines have been installed in about six or seven subdivisions.A well was drilled and is producing roughly 2,000 gallons per minute and is one of the largest producing wells in the District. Installation of large diameter water mains has started on Ironwood Road. Mr. Loggins showed a video of the new Water Campus 3. He explained how the water would come into the tank and be pumped out and distributed to our customers. The tank construction is about 50%complete.An electrical building is being constructed on this site as well. Forced sewer mains are being installed next to the Water Campus across Ironwood Road along the flood channel. The installation of the sewer mains is about 50% complete. At Ray Road and Ironwood Drive, underground infrastructure including water, sewer, electric, gas and communication have been installed across Ironwood Drive. Lane closures are in place to accommodate the construction. On Ironwood Drive,water main transmission and distribution lines are being installed. The installation of the 30"transmission line should be complete in May 2023 and the 24"distribution line should be completed in June or July 2023. The work on Ironwood will take approximately 18 months to complete. The developer is expecting model homes to be constructed by the end of February 2023, and is anticpating to have homes available for sale by June 2023. Boardmember Heck asked a question about the 25% reduction in water. He asked if CAP looks at the amount not currently being used in their decision to restrict water. Mr. Loggins explained he did not feel they could do that and at this time any reductions cities have been making are voluntary. California is currently not making any reductions and he feels that at some point the federal government could step in and make it mandatory. He explained that in the next year CAP is working on a program that when the water that has been ordered is not utilized, it will be purchased back assisting with water conservation. Mr. Loggins noted, for the new board members some future updates which include the raising of the dam on the Verde River,the interconnect between CAP and SRP, and other large projects happening in Arizona. District Manager Bryant Powell thanked Arizona Water Company and everyone included in the One Water Our Water program for their hard work getting the information out to the public. Mr. Powell inquired on the water issues currently happening in Rio Verde,Arizona. Mr. Loggins explained that the area was not platted as a subdivision and did not have to get a 100-year assured water supply when the homes were built.The City of Scottsdale was providing access to water via a water standpipe used by hauling services. Two years ago, Scottsdale decided City of Apache Junction,Arizona Page 2 Water Utilities Community Facilities Meeting Minutes January 17,2023 District that due to the restrictions with CAP, all water supplies outside city limits would be cut off. Rio Verde was informed at that time that they had two years to come up with another water source to supply them with water. Rio Verde has been working these last two years to come up with a plan. On January 1, 2023, the City of Scottsdale shut down the.standpipe.After the first of the year,the Apache Junction Water District has had a few customers from Rio Verde sign up for service. Mr. Loggins stated this is a perfect example of why the Department of Water Resources has rules and policies, which need to be put into place to ensure this does not happen in our community. 3. 23-015 Presentation, discussion and update from Arizona Water Company on One Water-Our Water Initiative. Raluca Mihalcescu, Water Conservation Coordinator; Fred Schneider, President; and Terri Sue Rossi,Vice-President of Water Resources from Arizona Water Company joined the meeting for a presentation on the One Water-Our Water Joint Demand Management Partnership between the City of Apache Junction,Apache Junction Water District and Arizona Water Company.The presentation was an overview of the Demand Management program for water conservation, which focuses not only on the end user, but also includes the water utility companies in the City of Apache Junction. F. District Treasurer Report No report. G.
