REGULAR MEETING
December 28, 1987
A regular meeting on the Apache Junction Parks and Recreation
Commission was held December 28, 1987 at 7:00 p.m. at the Apache Junc-
tion City Hall Complex pursuant to notice as prescribed by law.

CALL TO ORDER: Chairman Granillo call the meeting
to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE• Chairman Granillo led the Commission
in the Pledge of Allegiance.
ACCEPTANCE OF AGENDA: Lois Broman made a motion to accept
the Agenda as presented. Paul
Miller seconded this motion which
passed unanimously.
ACCEPTANCE OF MINUTES• Lois Broman made a motion to accept
the minutes of December 28, 1987
regular meeting as presented.
Ramona Sleeseman seconded the
motion which passed unanimously.
STAFF COMMENTS: Mr. Bell informed the Commission
that,
Parks Maintenance Supervisor,
Bob Young, is no longer with the
Community Services Department
as of 12/22/87. Dunlop Rosado,
who has been with the department
for 2 years, will be acting in
this capacity for the next three
months, so as to review his perform-
ance in this position.
The Arizona Action Committee is
still meeting regularly Council-
woman Perkins asked if anyone
from this Commission was interested
in serving on the Committee.

Royal Palm Boulevard Median and
the Apache Trail Median are the
beautification projects they are
using in competing for the $10,000.00
About $250.00 in seed money is
received from Valley National
Bank to initiate the project (e.g.
paperwork). The Planning Department
is putting together some plans
/u4 for Veteran's Memorial Park for
some grass and natural vegetation
areas and picnicking facilities.
The Committee has contacted Veterans
Organizations to stir up interest,
support, monetary and volunteer
labor support.
The Rodeo Facility Development
is moving slowly, the City has
fulfilled their obligations. The
Chamber of Commerce is talking
about leasing an arena for Lost
Dutchman Days and start development
of the arena, announcers booth,
etc. . . after Lost Dutchman Days.
Danny's Dug-out in Mesa contacted
the City for input on interest
or reponse in a driving range.
He's checking on development costs,
interest in other communities,
etc. . . and will call back at a
later date with further information.
Omt John Granillo inquired, if we
could invite bids and proposal
for facilities from interested
individuals in the private sector.
Jeff Bell replied, the problem
is where our lands are situated
and the cost of accessing water
to them. We would need to do
a feasibility study, finding out
utility costs, etc. . .
Jeff Bell expressed a concern
with the process of soliciting
architects, engineers, etc. . .
everytime we have a project.
We had a different engineer for
Phase I and II for Prospector
Park, it causes a lack of continuity,
work is duplicated & its a lengthy
& expensive process. What, we
could do is propose to the City
Council contracting an engineer
on a yearly basis with the option
of an additional year contracted
if good service is provided.

The Commission felt this would
be a good idea and directed staff
to put together the information
necessary for them to forward
a recommendation to the City Council
for next months regular meeting.
OLD BUSINESS:
A. City Hall Complex Park Update• Mr. Bell informed the Commission
that the Complex Park is approxi-
mately 75% complete, its going
according to schedule, with the
completion date being the end
of January. This week they are
forming up all concrete flatwork
e.g. sidewalks, shuffleboard courts,
etc. . . The engineer rejected
a couple of ramadas. The only
problem we have is the time of
year for seeding grass. Golf
Inc. may agree to come back and
seed the park in March. We also
received our first reimbursement
of approximately $20,000.00 from
the Land and Water Conservation
Grant that was obtained for this
project.
B. Prospector Park Update. Mr. Bell informed the Commission
that bids were opened on December
10th for the second Phase of Pros-
pector Park, 10 bids were received.
MTV General Contractors had the
lowest bid at $211,811.00 and
Triple A was the highest at
omt $421,000.00. Henry Haws & Assoc.
our engineering consultants recom-
mended MTV General Contractors,
a reference check has been completed
and all references were good.
A recommendation will be forwarded
to the City Council at the January
5th, meeting accepting the total
package, which includes 90 day main-
tenance, proposed by MTV General
Contractors. The contract will
probably be signed by the end
of January with a completion date
of 150 days from the contract date.
C. Five Year Parks Improvement
Plan• Jeff Bell distributed the final
form of the Five Year Parks Improve-
ment Plan to the Commission for
their recommendation to the City
Council for approval.
Mr. Bell suggested for the upcoming
year starting the process of

developing a more comprehensive
master plan. There is a 12 chapter
book, that includes an introduction
to the process, population analysis,
supply and demand analysis, inven-
tory of facilities, etc. . . on
a monthly basis we could go through
this process chapter by chapter,
to give the Commission, Department
Staff and the community a better
understanding of this process
and what is involved in developing
facilities.
The Commissions response was favor-
able. John Granillo felt we could
get better community response,
with the idea of going to the
public and getting them involved.
Jeff Bell suggested working with
George Hoffman, assistant to the
City Manager on getting some posi-
tive publicity.
Paul Miller made a motion recommend-
ing the Five year Parks Improvement
Plan to the City Council for
approval. Lois Broman seconded
this motion which passed unanimously.
NEW BUSINESS:
A. Playground Bids Review• Mr. Bell informed the Commission
that bids for playground equipment
were opened on December 3rd, Five
ormt firms submitted bids & 3 of those
five submitted alternative bids,
totaling 8 bids. Equipment bid
included, 2 swing sets, whirl,
3 playstructures, a four way buck-
about and spring animals The
low bidder is Recreation Design
concept, but the bid should be
rejected because of inadequate
support structures on the play-
structures. The second lowest
bid meets the required specifica-
tions but, in comparing their
proposal with the third lowest,
Don Watkins, you get a lot more
activity for the difference of
$1,000.00 more. The two small
playstructures will be installed
at the Complex Park and the large
playstructure will be installed
at Prospector Park.

Lois Broman made a motion recommend-
ing to the City Council the accept-
ance of Don Watkins bid on Play-
ground Equipment. Ramona Sleeseman
seconded this motion which passed
unanimously.
B. Summer Festival• John Granillo recommended, due
to the huge success of the Channel
Pn
3/Celebrate Apache Junction Day,
that the Community Services Depart-
ment incorporate and set in place
an activity of this kind on an
annual basis. Suggesting the
Parks & Recreation Divisions do
the organizing of the activities
with support from the community
through the Chamber of Commerce,
fraternal organizations, etc. .
Lois Broman suggested changing
the date to sometime in August
so its not so close to the 4th
of July.
Jeff Bell said he would get staff's
input and report back to the
Commission.
C. Facility Naming Policy: Mr. Bell informed the Commission
that the City Council has requested
that they draft a policy for naming
facilities for recommendation
to them for approval. Jeff Bell
suggested once this policy is
developed including the Policy
in the Facility Use Manual.
D. Request for Upcoming Agenda
Items: Facility Naming Policy, Summer
Festival Feedback, Park Development
and Bid Updates.
PUBLIC COMMENT: Salvatore, expressed his concerns
about maintaining the old flavor
of the area, before it is gone.
He expressed an interest in pre-
serving the HoHoKam archaeological
site.
John Granillo replies that there
was a lot of enthusiasm & response
to the HoHoKam site unfortunately,
nothing substantial was found,
we are checking into the possibi-
lity of implementing an ongoing
dig as a matter of interest in
the community.

ADJOURNMENT: Lois Broman made a motion to adjourn
at 8.40 p.m. Paul Miller seconded
this motion which passed unanimously.
