HomeMy WebLinkAbout1981 11.23 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Arizona REGULAR MEETING November 23, 1981 A regular meeting of the Apache Junction Parks and Recreation Commission was held on November 23, 1981 at 7:00 p.m. at the Apache Junction City Hall Complex pursuant to notice as prescribed by law. PRESENT:ABSENT: Lois Broman, Chairman DeDe Scheff, Secretary Phil Richardson, Vice Chairman Margaret Carlin Hedy Hall Janice Palson Ronald Staples Michael Carden Harvey Long STAFF:Jeff Bell, Community Services Superintendent Sharon Seder, Community Services Coordinator Marie Shanks, Council Liaison CALL TO ORDER: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: SUPERINTENDENT'S COMMENTS: Lois Broman, Chairman, called the meeting to order at 7:00 p.m.,and led the Pledge of Allegiance. Ronald Staples made a motion to accept the agenda as presented.Motion seconded by Harvey Long, and carried unanimously. Harvey Long stated he had a question concerning the minutes of the October 23, 1931 meeting.He stated he had made a motion to have a float for the Lost Dutchman Parade, and named a theme for the float. Harvey Long made a motion to accept the minutes of October 23, 1981 amended by adding the words "the float will be an athletlic type float following the Lost Dutchman Days theme with Parks and Re- creation Planning for Your Future on a banner, to be done white paper with water colors".Hedy Hall seconded the motion to include the amendment.Motion carried unanimously. Jeff Bell stated the Mayor had recently awarded a commission member a certificate of appreciation for his service.The Commissioner was Harvey Long. Harvey Long spoke on the status of the monthly movies being shown at the Com- munity Christian Church.He told the Commission that over the Past three months, it had cost approximately $350 to Provide the movies.This did not in- clude staff time.Only $67.00 had been taken in to off -set the costs.Harvey said he felt the movies should be dis- continued. General discussion was held on why the movie program was not working.The P & R Commission Regular Meeting November 23, 1981 page 2 Commission agreed with staff decision to discontinue the program. The Commission asked a news release be published stating it was discontinued because of a lack of public interest. This would tell if there was interest in the movie program. Jeff Bell briefed the Commission on current activities, including the volley- ball league due to start on November 30 which has eight teams signed up. The Commission was informed that the Community Services Department was taking applications for Christmas baskets for the Salvation Army. Play ground equipment was being installed in the mini -park on the complex. Jeff stated one of the most successful programs was the pre-school program.One session had twenty-two 4 -year olds signed up, with the second session having thir- teen 3 -year olds. A second semister is to begin in January. Jeff told the Commission the monthly bus trip to Florence/Coolidge was being dis- continued because of lack of interest. A driver had to be paid to wait for riders, which were not showing up.An- other costly Program which is a burden on our budget. DeDe Scheff had bought a banner for the float with the words "Apache Junction Parks & Recreation". Sharon Seder briefed the Commission on the results of the Welcome Winter Visitor Day.The afternoon went very well, with many good comments.The square dancers and musicians did an outstanding per- formance.A lot was learned from this first year which will benefit us next year. OLD BUSINESS: A.Halloween Review: Ron Staples briefed.the CoMmiSsion, on.the costume party held on Halloween.He stated we had a good turnout for the first time, with new ideas gathered for next year. B.BLM Review: The pie and coffee sales did not go as well as expected.Only $6.00 was made. Jeff brieffed the Commission on the BUM status for the benefit of those who were unable to attend the luncheon Work Session which the consultant attended.Jeff stated he went to her, office after the Work Session to review the final draft she had prepared.It looked good to Jeff so she was to finalize everything, prepare the final application for BLM.She hopes to have that completed by the end of the P & R Commission Regular Meeting November 23, 1981 page 3 month.Her plans are to come back to the Commission and make her presentation. Jeff stated this would take a Special Meeting, which would probably take place the following Monday. It was pointed out to Jeff that a con- flict of schedules would arise if the Special Meeting was held on Monday. Jeff also stated the Commission should have the Special Meeting a joint meeting with the Planning &• Zoning Commission so they could also review the plans. Ron Staples asked if the meeting could be scheduled on December 1, which was a Tuesday. Lois Broman asked if once the plan was presented to the Commission and they approved it, then was it submitted to the City Council for approval. Jeff explained the Council would be in- volved, but they had already approved going with the project.The next step would be to submit the application to BLM, which the consultant was Preparing. Jeff explained at least one representative from 'the Planning & Zoning Commission should be present at the Special Meeting as they needed to know what was being planned for the 276 acres. C. Transit Review:Jeff told the Commission the Ttransit Grant submitted by the City of Apache Junction had tentative approval at the state level, and was now at the federal level for review.At this point, he had not heard anything else.He said he had hopes of starting this transportation service by the first of the year. D.APRA Conf. Rev.Harvey Long spoke on the conference he had attended with Jeff in Flagstaff (The Arizona Parks & Recreation Conference). Harvey had been asked by the State Pre- sident to serve on the State Commission, but he was forced to decline the offer due to the time involved in serving. E.Christmas Plans: Sharon Seder related to the Commission the plans being made with the Chamber of Commerce for "Santa is Coming to Town" to held in the Complex parking lot on Decem- ber 11th.Plans are for the Mayor and Chamber President to speak a few words with the Desert Sounds (grade school choir) and the Young Spirits (high school choir) to sing.A tree will be decorated, and a tree lighting ceremony will correspond with Santa's arrival on a fire truck. While Santa is talking with the children, cookies, punch and coffee will be served. Jeff, along with other city employees, is planning to cut a tree in Heber on Friday December 4th. Sharon Seder told the Commission that the Republican Women were having a Fashion Show and Luncheon on December 10 at 12:00.All proceeds are to go to the swimming pool fund.Everyone was urged to try to attend if they were in town that day.Tickets were $3.00. There was general board discussion on Plans for the Lost Dutchman Days float. The Commission is to have ideas for further discussion at the next regular meeting. Ronald Staples made a motion to schedule the next regular meeting of December 28 at 6:00 p.m. instead of 7:00 D.M.to avoid a conflict in schedules.Michael Carden seconded the motion, which carried unanimously. Sharon Seder told the Commission the F.O.P. Lodge #45 was collecting old toys for repairs and food items to be given away for Christmas, and that any donation would be appreciated. Harvey Long made a motion to adjourn which was seconded by Michael Carden Motion carried unanimously.
