HomeMy WebLinkAbout1982 01.25 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Arizona REGULAR MEETING January 25, 1982 A regular meeting of the Apacb-e Junction Parks and Recreation Commission was held on January 25, 1982 at 7:00 p.m. at the Apache Junction City Hall Complex pursuant to notice as prescribed by law. PRESENT:ABSENT Lois Broman, Chairman Ronald Staples DeDe Scheff, Secretary Harvey Long Margaret Carlin Phil Richardson, Vice chairman Janice Palson Hedy Hall Michael Carden STAFF Present:Jeff Bell, Community Services Superintendent Sharon Seder, Community Services Coordinator Marie Shanks, Council Liaison CALL TO ORDER: ACCEPTANCT OF AGENDA: ACCEPTANCE OF MINUTES: December 28, 1982 December 28, 1982 SUPERINTENDENT'S COMMENTS: Lois Broman, Chairman, called the meeting to order and led the Pledge of Allegiance. Ron Staples made a motion to accept the agenda as presented.Harvey Long made a second to the motion which carried unanimously. Harvey Long made a motion to accept the minutes of the December 28, 1982 Spe- cial Meeting as presented.DeDe Scheff seconded the motion which carried un- animously. Ron Staples made a motion to accept the minutes of the December 28, 1982 Regu- lar Meeting as presented.Harvey Long seconded the motion which carried un- animously. Jeff Bell informed the Commission on an Arizona Parks and Recreation Admini- strative meeting which he had attended. Discussed were problems of BLM allowing drilling on BLM land.It is affecting Parks in the state.Az. P & R passed a resolution to the governor asking for this practice to discontinue.Also discussed was the proposed bill before the legislature for raising the legal drinking age.Agreement could not be reached for a resolution on that sub- ject.Feelings are too mixed. The Commission was brought up to date on the Lost Dutchman Tennis Tournament. To date, there were 35 entries.The volleyball league, three-man basket- ball, and golden age softball were also discussed.Jeff Bell told the Commission that it had grown from 4 teams to 10 teams, with interest very high along with participation. P & R Regular Meeting 1-25-82 page 2 A winter softball Iiiague will be be- ginning soon.An organizational meeting will be held on Thursday, 1-28-82 at Las Vaqueros. Jeff Bell and Harvey Long spoke on the Veterans' Memorial Park.A ground breaking is scheduled for February 15. The brick sales are going very good. Harvefr Long told the commission about the size and construction of the gazebo. Sharon Seder told the Commission about the three sessions of pre-school that had begun.She also spoke on the food bank which has been named Apache Junction Reach Out, and the plans that had been made by the organization. Jeff Bell presented each commission with a certificate of appreciation from the Mayor. OLD BUSINESS: A.Lost Dutchman Float:The Commission is working on a float that was being entered in the Lost Dutchman Days Parade.Everything was going fine. B.Lost Dutchman Info Booth: C.Bicycle Rodeo: D.Discussion on Horse Show: E.BLM Status Report: Margaret Carlin, chairman for the Info Booths, stated she had all the volun- teers to run the booths lined up. Everything was covered except Sunday morning, but by then most everything would be over, so that particular time was not so important. A bicycle rodeo is planned for February 20 at 2 p.m. in the City Complex parking lot.There would not be bike registra- tion only the events.Flyers and news releases will be going out. DeDe Scheff stated she had not been in touch with anyone regarding the horse show, therefore, there was nothing to report. Jeff Bell told the Commission the Council had approved the plans submitted.The plans and application had been mailed to BLM on today's date.He stated we would have to wait to hear from them now, and no time frame was available. Jeff stated he had gone to the BLM office and discussed the plan with them. BLM complimented the City of Apache Junction on their well prepared plan and application. The mineral rights problem was dis- cussed again.It was clarified if the land is leased, BLM has the mineral rights and can drill.If the land is owned, they cannot drill. P &R Regular Meeting 1-25-82 page 3 NEW BUSINESS A.Revenue Generator for Park Facilities I ADJOURNMENT: APPROVED: CHAIRMAN Jeff stated he would like to prepare a letter for Lois Broman as chairman for the commission to sign going to various communities throughout the country to see what fees and/or taxes they charge that go toward park faciliites It is his understanding that a per- centage of developers' and contractors' fees go toward this Program in some cities.He would like for us to investi- gate the possibility of same. Lois Broman asked how the mini -park was progressing.Jeff explained the Work Order Program and how we were using those services to clear and clean up the park area.He was waiting to hear from phone company regarding some telephone poles to be used on the volleyball courts and other areas. It was mentioned that three commissioners' terms would expire in April (Ron, Phil, and Jan).If these commissioners were not interested in serving again, we would have to advertise vacancies. There being no further business, the meeting was adjourned by a motion from Harvey Long and a second by Ron Staples. Motion carried unanimously.
