HomeMy WebLinkAbout1982 08.23 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction,AZ 85220 REGULAR MEETING August 23,1982 A regular meeting of the Apache Junction Parks and Recreation Commission was held on August 23,1982 at 7:00 p.m.at the Apache Junction Community Services building pursuant to notice as prescribed by law. PRESENT ABSENT Harvey Long,Chairman Michael Carden,Vice-chairman Janice Palson,Secretary Lois Broman Hedy Hall Chuck Heermans Ronald Staples Irene Wernett Margaret Carlin (excused) STAFF PRESENT:Jeff Bell,Community Services Superintendent Joe Gero,Director of Planning Robin Backer,Clerk/Receptionist CALL TO ORDER:Michael Carden,Vice-chairman,called the meeting to order in the absence of chairman Harvey Long. ACCEPTANCE OF AGENDA:Ronald Staples made a motion to accept the agenda as presented.Motion seconded by Hedy Hall and passed unanimously. ACCEPTANCE OF MINUTES:Lois Broman made a motion to accept the minutes of the July 26 regular meeting as corrected.Hedy Hall seconded the motion which passed unanimously. SUPERINTENDENT'S COMMENTS: Lois Broman made a motion to accept the minutes of the August 10 special meeting as presented.Irene Wernett seconded the motion which passed unanimously. Jeff Bell presented Committee members with a copy of a letter from Young,Smith and Peacock Consulting firm.The letter concerned the processing schedule for General Obligation bonds.The information was in reference to the July 26 Commission meeting,presentation, on pool funding by Jim Tuvell,City Manager. Jeff Bell briefed the Commission on the Adult Mixed Softball league.The second half of the season begins September 7. Jeff Bell told the Commission that Edy Ruoho, of Desert Sage Playhouse,is interested in organizing Saturday morning special interest classes for youth. Jeff Bell has been contacted by the Chamber of Commerce concerning planning for the Welcome Back Winter Visitors Day. Jeff Bell announced that the Veterans Memorial Park will be available for political rallys. A survey of surrounding community policies on park usage was evaluated before reaching this decision. P &R Commission Regular Meeting August 23,1982 page 2 OLD BUSINESS: A.Recreation Coordinator: B.BLM Land Status: C.Swimming Pool: NEW BUSINESS: A.Pre-school Program: Jeff Bell told the Commission that due to the end of the Summer Ceta program,a Maricopa County probationer has taken over ballfield maintenance. Jeff Bell explained the interviewing process and subsequent selection of a recreation coordinator.Chuck Baker,currently with Tempe Parks and Recreation,has been selected for the position.Mr.Baker was introduced to the Commission.He will join the Community Services department.staff on September 7. Joe Gero,Director of Planning,briefed the Commission on BLM Land status.Mr.Gero requested the Commission send a letter to the BLM approving the application for Recreation and Public Proposal land.The requested 1600 acres would be leased to the City.276 of the proposed 1600 acres would be utilized for open -recreation development.Ronald Staples made a motion that a letter be typed and attached to the approved plan application.Michael Carden seconded the motion which passed unanimously. Jeff Bell reported on a Swimming Pool Feasibility study completed for the City of Kingman. The pool is comparable in size to the proposed City of Apache Junction pool.Estimates were given for revenue,maintenance and cost projections.Jeff Bell told the Com- mission he would be recieving letters from various consulting firms confirming their ability to do such studies. Michael Carden made a motion that staff send a letter to the school administrator request- ing they send a representative to express the schools position on site selection.The motion was seconded by Janice Palson and carried unanimously. Michael Carden made a motion that staff place notification of the swimming pool site discussion in the local papers.Motion seconded by Ronald Staples and passed unanimously. Hedy Hall suggested publishing a cookbook of recipies submitted by local residents.The cookbook,sold by the Parks and Recreation Commission,would be used as a swimming pool fund raiser. Jeff Bell briefed the Commission on the Status of the pre-school program.Titled "Little Rec'rs"the parent -participation oriented program will serve 80 children. The program begins September 20 and will conclude December 3. Michael Carden suggested letters of apprecia- tion be sent to major pool fund contributors. Jeff Bell informed the Commission that letters are being send to all contributors through the City Managers office. Ronald Staples,Commission member,requested his -resignation'.Mr.Staples was asked to submit a letter of resignation for consideration of approval by the City Council. Harvey Long requested that consideration of Ronald Staples resignation and new member recommendation be added to next months agenda. Ronald Staples made a motion to adjourn. Michael Carden seconded the motion which passed unanimously. P &R Commission Regular Meeting August 23,1982 page 3 B.Special Interest Classes:General information concerning possible adult special interest classes was discussed. Lois Broman suggested classes be based on public request and interest.Chuck Baker volunteered to investigate into program possibilities. C.Halloween:Jeff Bell proposed contacting the Moose, VFW,and Elks Lodge for a combined community program. Lois Broman made a motion requesting staff send a letter to community social organ- izations suggesting a possible joint program on October 30.Motion seconded by Irene Wernett and passed unanimously. D.Next Months Agenda Items:The Commission requested that the agenda for the September 27 regular meeting include the following:Swimming Pool,Halloween, Special Interest Classes,Christmas, Consideration of Ronald Staples Resignation, and New Member Recommendation.
