HomeMy WebLinkAbout1982 09.27 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, AZ 85220 REGULAR MEETING September 27, 1982 A regular meeting of the Apache Junction Parks and Recreation Commission was held on September 27, 1982 at 7:00 p.m. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT Harvey Long, Chairman Janice Palson, Secretary this Braman Margaret Carlin Chuck Heermans STAFF PRESENT:Jeff Bell, CALL TO ORDER: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: SUPERINTENDENT'S COMMENTS: ABSENT Michael Carden, Vice-chairman (excused) Hedy Hall Irene Wernett Community Services Superintendent Harvey Long, Chairman, called the meeting to order. Lois Braman made a motion to accept the agenda as presented. Motion seconded by Janice Palson and passed unanimausly. Chuck Heermans made a motion to accept the minutes of the August 23 regular meeting as presented.Janice Palson seconded the motion which passed unanimously. Jeff Bell told the Commission that the City Council accepted the resignation of Ronald Staples, board member.Talent bank applications are being accepted for one iHuu. th before a replacement will be considered. Jeff Bell briefed the Commission on the Adult Mixed Softball league. Four weeks remain in the second half of the season: Jeff Bell told the Commission that 60 children are participating in the Little Rec trs (pre-school). Jeff Bell attended a Valley of The Sun Senior Olympics committee meeting.The valley wide event, to include track and field and swimming, will be held at Arizona State University in February 1984. Mr. Bell was elected to serve on the events committee. Edye Ruoho, of Desert Sage Playhouse, will be conducting a cultural art program for youth.The program will be held on Saturday mornings for 10 weeks.Classes begin on October 16 and will end an December 18. Jeff Bell met with Richard Braman, Director of Public Works, concerning the regional BIN park.In order to reduce surveying costs Mr. Braman and Art Allen, City Engineer, will provide initial survey data. P & R Commission Regular Meeting September 27, 1982 page 2 OLD BUSINESS A.Halloween: B.Special Interest Classes: C.Swimming Pool: Staff will be meeting with representatives from Papago Park Botanical Preserve and Boyce Thompson Arboretum for advise and information an planning a botanical preserve. Jeff Bell told the Commission that he would be attending a Senior Citizen Awareness conference.The purpose of the conference is to acquaint public administrators with the problems and needs of senior citizens. Jeff Bell briefed the Commission on the success of the Cut-A-Thon.Proceeds will be donated to the swimming pool fund. Jeff Bell has been in contact with school, civic and fraternal organizations in the Apache Junction area.Plans are being made to divide responsibilities for events between organizations. Events are to include a haunted house, game booths, Jack-o- lantern and costume contest. All events will be held on October 30 at the Apache Junction High School. Harvey Long asked that Halloween be added to next 'widths agenda. Chuck Heermans volunteered to investigate the possibility of having Inferneous the Dragon, mascot for the Phoenix Inferno Soccer Team, as entertainment. Jeff Bell told the Commission that Chuck Baker, Recreation Coordinator, is investi- gating special interest classes in other communities.Precautions are being taken to avoid duplicating classes offered by Central Arizona College. Jeff Bell contacted the Apache Junction School district concerning their interest in a community pool.The school has set aside $75,000.00 for the project and would be willing to donate the land. An application is being submitted to the Land Water Conservation Fund, for a possible federal grant.The grant would pay for fifty percent of the project, providing the City could prove funds to pay the remainder of the cost. Jeff Bell told Commission members that the City of Apache Junction, in 1980, was ranked second from a total of sixty applicants, requesting federal grant money. Approximately 80 to 100 million dollars will be available from the Land Water Conservation Fund. Chuck Heermans, Commission member, made brief comments on the Jay Cees participation in the swimming pool fund drive. P & R Commission Regular Meeting September 27, 1982 Page 3 NEW BUSINESS A. Welcome Winter Visitors Day:Jeff Bell told the Commission that Welcome Winter Visitors Day is scheduled for November 20. Letters have been sent to merchants, restaurants, hair dressers, etc., asking for their participation. B. Lost Dutchman Days: C.Christmas: D. Park Naming: E. Moto -cross: Roadhaven Travel Trailer Resort purchased a 30 foot 1)c:tuner that reads "Welcome Winter Visitors, Mayor, City of Apache Junction", to publicize the occasion.Entertainment, scheduled to include dancers and musicians, will be provided.Jeff Bell asked for promotional assistance from the Parks and Recreation Board. Janice Palson suggested that a newsletter be distributed at the event containing information an current activities and future plans of the Parks and Recreation Department and Commission. Jeff Bell attended a Lost Dutchman Days meeting. Harvey Long suggested that the Commission agree to not submit a float for the Lost Dutchman Days parade. Michael Carden suggested the Commission provide a Parks and Recreation information booth. Jeff Bell said that the Commission will be assisting, as in previous Lost Dutchman Day celebrations, with obtaining parade permits, and waivers for alcohol. Jeff Bell told the Commission that he is making plans for the Annual Tennis Tournament. General discussion was held concerning Christmas activities. A tree lighting ceremony will be held an December 3 at City Hall. Harvey Long suggested to the Commission, a contest for naming the recently acquired 276 acre park.Jeff Bell suggested advertising the contest in local papers.Lois Broman made a motion that staff place notice of the park naming contest in the paper.The notice_is_to include the opeting:_aildelosing date§ of the contest. Final name selection will be submitted to the City Council for approval.Chuck Heermans seconded the motion which passed unanimously.No decision was made as to prizes. Chuck Heermans briefed the Commission on the possibility of building a moto-cross track. He also questioned the feasibility of placing such a track on a portion of the 276 acre park. Chuck Heermans made a motion for staff to investigate liability insurance costs. Margaret CArlin seconded the motion which carried unanimously.Staff will also question the legal aspects of a moto-cross track on City land and joint ownership by the City and Jaycees. There being no further business, Margaret Carlin made a motion to adjourn.Janice Palson seconded the motion which passed unanimously.
