HomeMy WebLinkAbout1982 10.25 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, AZ 85220 REGULAR MEETING October 25, 1982 A regular meeting of the Apache Junction Parks and Recreation Commission was held on October 25, 1982 at 7:00 p.m. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT Harvey Long, Chairman Lois Braman Lewis Fitzwater Chuck Heermans Irene Wernett ABSENT Michael Carden, Vice-chairman (excused) Janice Palson, Secretary (excused) Margaret Carlin ,(excused) Hedy Hall STAFF PRESENT:Jeff Bell, Community Services Superintendent Robin Backer, Secretary CALL TO ORDER:Harvey Long, Chairman, called the meeting to order. PLEDGE OF ALLEGIANCE:Harvey Long, Chairman, led the Commission in the pledge of allegiance. ACCEPTANCE OF AGENDA:Chuck Heermans made a motion to accept the agenda as presented. Motion seconded by Irene Wernett and passed unanimously. ACCEPTANCE OF MINUTES: SUPERINTENDENT'S COMMENTS: Lois Braman made a motion to accept the minutes of the September 27 regular meeting as corrected, (under Lost Dutchman Days Michael Carden should read Margaret Carlin.) Motion seconded by Lewis Fitzwater and passed unanimously. Jeff Bell told the Commission that four weeks are remaining in the Little Rec trs (Pre-school). Jeff Bell briefed the Commission on the Saturday Spectacular (Youth Cultural Arts program).Due to lack of interest two scheduled classeS were combined.Fifteen, eight thru ten year olds are currently enrolled in the nine week program.The students will present a play at the conclusion of the program. Jeff Bell told the Commission that an eight- week Dance Aerobics class, sponsored by the City, will begin on November 1.The class will meet for one hour, two nights a week. The program fee is $10.00. Jeff Bell explained to the Commission the following City sponsored sports. Mans Flag Football, will consist of a 6 -man team and a 15 -man roster. Games will be held on Monday and Wednesday night. A Womans Volleyball league will be held simultaneously.Class fees are $75.00 and $50.00, respectively. An organizational meeting for both events is scheduled for November 17. Jeff Bell told the Commission that the Community Services Department will assist the Salvation Army in taking applications and distributing food baskets at Christmas. P & R Commission Regular Meeting October 25, 1982 page 2 OLD BUSINESS A. Halloween: B. Swimming Pool: Jeff Bell has been contacted by Al Hall concerning a Christmas Toy Run. Mk'. Hall represents local bikers. The bikers will attempt to collect enough toys for 100 families.The event is organized with help from the Police Department and Catholic Social Services. Lois Braman briefed the Commission on the status of the Halloween Carnival.Several organizations will be participating through volunteering time and/or game booths.No admission cost will be charged except for 50 cents for the Haunted House.Game booth tickets, to be sold by the Parks and Recreation Commission are 25 cents each.The Parks and Recreation Department will sponsor the Pumpkin Carving Contest and the Costume Judging Contest.The Halloween Carnival will be held on October 30 from 4:00 p.m. to 9:00 pm. at the Apache Junction High School. As requested, Chuck Heermans investigated, unsuccessfully, the possibility of having the Phoenix Inferno Soccer Team mascot as entertainment. Jeff Bell arranged to have the City Manager and the Mayor as judges for the Pumpkin Carving and Costume contests. A general discussion followed. Jeff Bell read a letter to the Commission concerning their application to the Land Water Conservation Fund.The letter stated that Congress had recessed and that consideration of grants would be postponed.One -hundred million dollars will be made available for nation wide distribution. More information will be available after the Appropriation Subcommittee reconvenes in mid -November. Jeff Bell told the Commission that the City must provide $250,000.00 in order to be appropriated a matching $250,000.00 grant. Currently, the City has $30,000.00 in funds as well as a possible $75,000.00 set aside by the School District, leaving a defecit of $175,000.00 -Harvey Long questioned the feasibility of a bond election for the $175,000.00 balance. Staff explained that due to the relatively small anount, the uuney could possibly be appropriated from the City budget, through the State Spending Limitations Act. Jeff Bell told the Commission that they would need to resubmit an application for funds. Mr. Bell assured the Commission that resubmitting an application would have no effect an the initial applications second place ranking. A total of $100,000,000.00 in grant money will be divided among the 50 states.The determination on funds the Commission will receive, will be based an the total number of applications submitted. Lost Dutchman Days: D.Park Naming Contest: Jeff Bell told the Commission that the Mayor will be writing an article, to be placed in local newspapers, explaining to the public alternative funding for the swimming pool. Lois Braman questioned contacting a consulting firm.Jeff Bell told her that without funds a pool consultation would provide only general information. Jeff Bell explained "Scope" bidding for pool designs.Pool companies submit, to the interested party, copies of pool plans and bids.The pool plans are then inspected by an independent party.Scope bidding reduces pool cost by eliminating the necessity for an architect. Mr. Bell told the Commission that two pool companies in Arizona build public municipal pools. Chuck Heermans questioned arranging to have a representative from each pool company speak to the Commission. After a general discussion, Chuck Heermans made a motion to invite a pool company representative to the November board meeting.The presentation is to include information on pool costs and designs.Irene Wernett seconded the motion which passed unanimously. Irene Wernett questioned who had the authority to decide an pool site selection.Staff told her that the Parks and Recreation Commission would made a recommendation and that the final site selection would be made by the City Council. Staff said the Park and Recreation Department will be holding Tennis and Racquetball tournaments. Commission mothers agreed not to provide a Parks and Recreation information booth, as suggested at the September 27 regular meeting. Jeff Bell suggested that flyers with activity information be printed and placed at other established information booths. Jeff Bell said that a "Bucket Brigade" will be held during the Lost Dutchman Days parade. A bucket will be passed along the parade route with donations collected going to the swimming pool fund. Staff told the Commission that eight entries for park names have been submitted.Deadline for entries is November 19. Harvey Long requested a list of park name entries be attached to the November 22 agenda. P & R Commission Regular Meeting October 25, 1982 page 4 E. Moto -cross: F. Welcome Winter Visitors Day: NEW BUSINESS A.BLM Land Survey: Chuck Heermans suggested that the schools be informed about the contest to provide children the opportunity to name the park. Jeff Bell has been in contact with a group of local citizens interested in building a moto-cross track an the Citys 276 acre park. The group had petitions, containing 750 signatures, of citizens in support of the moto-cross course.The suggestion was rejected because of the groups proposal to use motorized bikes.The City felt that this would cause to much undesirable noise. Staff recommended the &Loup investigate alternative BLM sites. Staff sent letters to local merchants, to be followed up by a phone call, asking about their intended participation.Enter- tainment arrangements are being finalized. Local trailer parks have been asked to donate cookies for refreshments and volunteers are being sought to man the refreshment tables. The event will be held an November 20 from 2:00 p.m. until 5:00 p.m. Local newspapers are informing winter visitors of the event. Jeff Bell told the Commission that the survey of the 276 acre regional park has been colupleted.Don Riddle, of the Mesa Land Survey Company, completed the survey for $500.00.A balance of $13,000.00 remains in the current years budget for park development. Jeff Bell and Jim TUvell, City Manager, met with Wildan Associates, Wednesday, October 27 for consultation an future park development plans.Particular consideration will be given to the financing and specifications of park designs.Completion of the park survey was previously designated as Phase 1 of the park development plan. A general discussion on the plans for initial park preparation followed. Jeff Bell will be attending a conference in November concerning general park development. Representatives from the Army Corp of Engineers will discuss their means of aiding cities in park development. Staff visited the Desert Botanical Park in Phoenix. Mr. Bell told the Commission that consideration of developing a botanical preserve, has been postponed due to expensive development and personnel costs. Staff was given a tour of the perimeters of the 276 acre park. Harvey Long asked that Staff give the Parks and Recreation Commission a tour of the BLM park land. A tour was scheduled for Saturday, November 6. P & R Commission Regular Meeting October 25, 1982 page 5 G. Pop Concert: H.Next Months Agenda Items: ADJOURNMENT: APPROVED: Aft,/ larman Chuck Heermans questioned grading the peri- meter of the 276 acre park.Staff told Mr. Heermans that grading would not be feasible due to obstacles (trees, cactus, etc.) in the path of the survey perimeter. Staff has been contacted by Jay Mitchell concerning sponsoring a pop concert. A group consisting of local residents, would perform a concert at Four Peaks Elementary School on December 2. Mr-. Mitchell will also perform.The admission charge will be donated to the swimming pool fund.The concert is co -sponsored by the Apache Junction Kids Club. Irene Wernett suggested that a can of food be added to the admission charge.The food would be donated to the Salvation Army for Christmas baskets. Harvey Long, Chairman, requested that the following items be inchided on next months agenda:Swimming Pool. Lost Dutchman Days, Park Naming Contest, Mixed Adult Winter Volleyball "[Pogue, Christmas Ceremonies, and BIN Land Update. There being no further business, Irene Wernett made a notion to adjourn. Lois Braman seconded the motion which passed unanimously.
