HomeMy WebLinkAbout1982 11.22 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, AZ 85220 Regular Meeting November 22, 1982 A regular meeting of the Apache Junction Parks and Recreation Commission was held on November 22, 1982 at 7:00 p.m. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT Harvey Long, Chairman Michael Carden, Vice-chairman Janice Palson, Secretary Lois Braman Lewis Fitzwater Chuck Heermans Margaret Carlin (unexcused) Hedy Hall (unexcused) Irene Wernett (unexcused) STAFF PRESENT:Jeff Bell, Community Services Superintendent Rabin Backer, Secretary CALL TO ORDER:Harvey Long, Chairman, call the meeting to order. PLEDGE OF ALLEGIANCE:Harvey Long, Chairman, led the Commission in the pledge of allegiance. ACCEPTANCE OF AGENDA:Lois Braman made a motion to accept the agenda as presented. Michael Carden seconded the motion which passed unanimously. ACCEPTANCE OF MINUTES: SUPERINTENDENT'S COMMENTS: Chuck Heermans made a motion to accept the minutes of the October 25 regular meeting as presented. Lois Braman seconded the motion which passed unanimausly. Jeff Bell reported on the Halloween Carnival. Approximately two thousand dollars was divided among the various service organizations. Jeff Bell told the Commission that many local citizens and winter visitors took advantage of the Welcome Winter Visitors Day celebration.Sidewalk sales and entertainment was provided at various locations throughout the City. Mixed Adult Softball League concluded an November 16.Preparations are being made to install an irrigation system at the field. Jeff Bell told the Commission that Little Rec trs (pre-school) will conclude on December 3. Due to the positive response and requests to continue, a second session will begin in mid -January. Staff told the Commission that approximately 20 children are participating in the Saturday Spectacular (Youth Cultural Arts Program). Plans are being made to co-sponsor future programs with Desert Sage Playhouse.Program fees would go directly to Desert Sage Playhouse. Mr. Bell told the Commission that the Adult Dance Aerobics class is continuing. Approxi- mately 18 women are enrolled in the class. P & R Commission Regular Meeting November 22, 1982 page 2 OLD BUSINESS A.Swimming Pool: Flag Football League begins on November 30. Seven teams will participate in the adult mans league. Staff told the Commission that an organizational meeting was held for Women's Volleyball. Due to lack of interested teams, the league has been cancelled. Staff has collected six applications for the Salvation Army Christmas Baskets. Applications will be taken until November 30. M±. Bell told the Commission that Staff attended a meeting between Community Services and various social service providers.The meeting was held to coordinate services provided to needy families during the Christmas season.The main objective of the organization is to prevent duplication of donations to eligible families. Staff attended the annual A.P.R.A. (Arizona Parks and Recreation Association) Conference on November 17, 18 and 19. Mr. Bell said lectures were given by local parks and recreation departments and universities. Jeff Bell told the Commission that a Toy Run will be held an December 4. Local bikers will be collecting toys.The toys will be given to the Police Department and then distributed to Apache Junction children. Jeff Bell invited the Commission to the City/Chamber of Commerce Christmas Party. Harvey Long, Chairman, briefed the Commission on the status of the swimming pool. Mr. Long told the Commission that Jeff Anderson, a local resident, spoke at the November 16 City Council meeting. Mr. Anderson stated what he felt was the public opinion, on the need for a community swimming pool. Mr. Anderson repeated his opinion for the Parks and Recreation Commission. He cited community growth and lack of recreational facilities as the basis for his opinion. Mr. Anderson questioned financing the pool through a local bank. Mr. Anderson was told that a bonding agency is usually responsible for underwriting bands. Mr. Long explained to Mr. Anderson that the City has applied for grant money from the Land Water Conservation Fund, for the purpose of financing the pool. A discussion on the advantages of both funding options followed. The Commission discussed sales tax revenues verses property tax, bonding options.Overall, support was given to the sales tax option. Staff explained to the Commission the reason no presentation was given by a pool company respresentative.The presentation was requested during the October 25 regular meeting. Mr. Bell felt it inappropriate to discuss the bond issue with a pool company representative present. P & R Commission Regular Meeting November 22, 1982 page 3 B. Lost Dutchman Days: C. Park Naming Contest: D.BIN Update: E. Pop Concert: Bell phoned the two Arizona pool companys qualified to build municipal pools. He asked each what type of facility they could build for $100,000.00.Both estimates were similar, i.e., e.g. 75' x 42', 3 to 5 foot depth and 10 feet minimum cool decking.Neither estimate included a diving area or showers. Michael Carden made a motion, stated as follows: "Be it resolved by the Parks and Recreation Commission, of the City of Apache Junction, Arizona, that the statements made by Mr. Jeff Anderson regarding a community swimming pool, at the November 16, 1982 Regular City Council meeting, are hereby supported by the Commission." "Be it further resolved that this Commission highly recommends that the City Council thoroughly investigate the possibility of funding the proposed community swimming facility through a bond issue using sales tax revenues." Janice Palson seconded the motion which carried unanimously. Jeff Bell told the Commission that plans are being finalized for the diutual Tennis and Racquetball Tournaments. The Commission reviewed a list of park naming contest entries. Due to the small number of entries submitted, no decision was made. Lois Braman suggested the park be made a memorial park. Lewis Fitzwater suggested that after park development has been com- pleted, a section of the park be merroralized. Lewis Fitzwater suggested the contest be extended and the winner be recognized at the Lost Dutchman Days celebration. Michael Carden made a motion to extend the park naming contest to the December Parks and Recreation Commission meeting. Lewis Fitzwater seconded the motion which passed unanimously. Staff met with Willdan Associates concerning park development planning.Jeff Bell suggested investigating the possibility of planning active park sites.These sites would include the Family Picnic area and the Sports areas. The first phase of park development had originally been designated for a Botanical Preserve. The change in site development was based on the need to provide a usable facility for the public. Mr. Bell also noted the excessive cost of developing a Botanical Preserve. A general discussion followed. Lois Braman questioned the current status of the BLM land.Staff told her that no further information was available. Staff briefed the Ganmission on a pop concert co -sponsored by the City and the Apache Junction Kids Club. P & R Commission Regular Meeting November 22, 1982 page 4 NEW BUSINESS A. Mixed Adult Volleyball League: B.Christmas Ceremonies: C.Next Months Agenda Items: BOARD DISCUSSION: ADJOURNMENT: APPROVED: The concert will be held on December 2, at Four Peaks Elementary School. Mr. Bell requested that the CoMmission volunteer to serve as chaperones and at the admission table. Jeff Bell told the Commission that an organizational meeting will be held for co-ed volleyball.The meeting is scheduled for December 7.Games will be played on Tuesday and Thursday evenings, for a fee of $50.00, per team. A Christmas tree lighting ceremony, including a visit from Santa, will be held on December 3 at the City Hall Complex.Entertainment will include Four Peaks Elementary School choir and the Apache Junction "Young Spirits", High School choir. Mr. Bell requested volunteers from the Commission to serve at the refreshment tables. Harvey Long, Chairman, requested that the following items be included on next months agenda:Swimming Pool, Park Naming Contest, Lost Dutchman Days, BIN Update and Little Rec'rs (pre-school). The Commission discussed changing the December Parks and Recreation Commission meeting. The change was requested to prevent scheduling conflicts during the Christmas holidays. No decision was made. There being no further business, Michael Carden made a motion to adjourn.Janice Palson seconded the motion which passed unanimously.
