HomeMy WebLinkAbout1983 01.24 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, AZ 85220 REGULAR MEETING January 24, 1983 A regular meeting of the Apache Junction Parks and Recreation Commission was held on January 24, 1983 at 7:00 p.m. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT Harvey Long, Chairman Michael Carden, Vice-chairman this Braman Margaret Carlin Lewis Fitzwater Chuck Heermans Irene Wernett Janice Faison, Secretary (excused) Hedy Hall (unexcused) STAFF PRESENT:Jeff Bell, Community Services Superintendent Robin Backer, Secretary CALL TO ORDER:Harvey Long, Chairman, called the meeting to order at 7:01 p.m.. PLEDGE OF ALLEGIANCE:Harvey Long, Chairman, led the Commission in the pledge of allegiance. ACCEPTANCE OF AGENDA:Michael Carden, Vice -Chairman, made a motion to accept the agenda as presented. Lewis Fitzwater seconded the motion Which passed unanimously. ACCEPTANCE OF MINUTES:Chuck Heermans made a motion to accept the minutes of the DeceMber 20, 1982 regular meeting as ammended, (under Regional Park, 1,000 Sq. ft. should read 1,000 Ft. sq..) Irene Wernett seconded the motion which passed unanimously. SUPERINTENDENT'S COMMENTS:Jeff Bell told the Commission that the Little Rec ers (pre-school) program has 60 participants. Little Rec'rs continues to be one of the successful programs sponsored by the Community Services Department. Six teams are participating in the Golden Age Softball League.Staff continues to plan for the state tournament scheduled the second week in March. Promotional flyers have been sent statewide. Staff told the Commission that the Beginning Photographic Modeling class, second in the Saturday Spectacular series, is extremely successful.The program, co -sponsored with Desert Sage Playhouse has 50 students. Six teams continue to participate in the Mixed Adult Volleyball League.The league is currently in its third week of a five week schedule. P & R Commission Regular Meeting January 24, 1983 page 2 OLD BUSINESS A.Swimming Pool: The Adult Dance Aerobics class begins on February 7.This class is being repeated due to its overwhelming popularity. Staff told the Commission that the irrigation system for the High School ballfield has been installed. An Intergovernmental Agreement was prepared to cover the project's installation and maintenance. Irene Wernett questioned the possibility of sponsoring an adult softball league. Me. Bell told her that the first opportunity to form a league would be in the summer.The delay is due to planting grass on the field in mid -April. Chuck Baker, Recreation Coordinator, is now serving on the Arizona Parks and Recreation Association (APRA) Publications Committee. The magazine, published quarterly, may in the future carry articles capable of bringing Apache Junction well -deserved recognition. Mr. Baker is also serving on the Valley of the Sun Senior Olympics Events Committee. The statewide olympics is scheduled for February 1984. Staff is serving on the Human Services Advisory Committee of the Central Arizona Association of Governments (CMG).The group appropriates and distributes Title XX funds for Gila and Pinal Counties. Me. Bell told the Commission that he is preparing a Five-yPAr Capital Plan. Staff is requesting approximately one million dollars over the five-year period. Funds will be used to design and develop both the 276 acre park and a community swimming pool. Upon approval, the Five-year Capital Plan will be presented to the Parks and Recreation Board. On Tuesday, January 25, Staff will be attending an Arizona Outdoor Recreation Coordinating Commission meeting.The Commission will be evaluating Land Water Conservation Fund grant applications. Mr. Bell has been informed that five million dollars worth of applications were submitted for the one million dollars worth of available funds. Harvey Long, Chairman, questioned whether action has been taken on the recommendation by the Commission to the City Council con- cerning related pool facilities. Me. Bell told Me. Long that all such items are being considered in working drawings. Mr. Long also questioned the Inter -governmental Agreement status and was informed that all essential figures will be considered by both the City and the School District for sharing maintenance and operating costs. Park Naming Contest: Harvey Long, Chairman, questioned the status of the results of his meeting with the City Manager and two pool company representatives. Staff told Mr. Long that the City Planning Department has prepared drawings of the pool. Information from the pool company concerning state pool requirements was requested from the pool representatives.No figures have been received. Staff presented to the Commission a copy of the recreation brochure prepared by the Community Services Department.The brochure lists programs sponsored by the Department during Janaury, February, and March, as well as upcoming events. Mr. Long, Chairman, suggested that the cost of mailing the brochure to Apache Junction residents be included in the Fiscal Year 1983-84 budget.Staff told the Commission that plans are being made to print the brochure every three months. Alternative means of distributing the brochure were discussed. The Ccurdssion recommended that Staff investigate the requirements and cost of bulk rate mailing. Staff sent letters to seven planning and engineering firms soliciting their interest in active park design. Mr. Bell requested from each firm that the design work be to a construction ready state. After an initial interview, each firm will be given two weeks to submit a bid proposal. Mr. Bell explained that the submitted proposals will be prioritized, recommended by City Staff, reviewed by the Parks and Recreation Board, and submitted to the City Council for final approval. Chuck Heermans suggested a joint effort between the City and the Jaycee's when negotiating water service to the Regional park and the Jaycee's Rodeo Grounds. Margaret Carlin reported on plans for Lost Dutchman Days information booths.Tables will be set up an January 26, 28 and 29 at Bayless, Alpha Beta, and K -mart shopping areas.The tables will be manned by representatives from the Chamber of Commerce.Staff volunteered assistance by providing the necessary tables and chairs. Staff reported an the Community Services Department Tennis Tournament. Approximately 60 individuals will participate in the two day event. Matches will be played January 29 and 30 at the Apache Junction High School. Harvey Long, Chairman, briefed the Commission an the status of the Park Naming Contest.The City Council failed to approve the previously recommended park name, submitted by the Parks Commission. Bell presented to the Commission a list of 134 names submitted by the students. 1.k. Long requested that the Commission review the list and be prepared to make a suggestion for park name at the February Commission meeting. Staff briefed the Commission on the 5000 meter run.The run will be the first event scheduled at the 276 acre park and will be held on February 19.Entrants are divided by• age groups and winners in each division will be awarded trophies.Registra- tion is $3.50 or $5.00 the day of the run. Staff requested that the Commission be present at this significant event. Staff updated the Commission on BLM land. Mt. Bell was told by Joe Gero, Director of Planning, that the City's application for an additional 1,600 acres of open space has been approved by both the district and state offices.The application has been submitted to Washington for final review and approval. Harvey Long, Chairman, requested that the following items be included on next months agenda:Swimming Pool, Park Naming Contest, Easter Egg Hunt, Summer Recreation Program, Advertising Problems. Harvey Long, Chairman, questioned the possibility of having a local horseman's association sponsor trail rides, with a base camp at the designated equestrian camping site in the 276 acre park.The tides would increase the publics awareness of the park's existence. Mt. Long requested that Staff contact local horseman's associations to solicit their interest and further information. Their being no further business, Margaret Carlin made a motion to adjourn the meeting. Michael Carden seconded the motion which passed unanimously.
