HomeMy WebLinkAbout1983 09.26 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction,AZ 85220 REGULAR MEETING September 26,1983 A regular meeting of the Apache Junction Parks and Recreation Commission was held on September 26,1983 a t 7:00 p.m.at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT Michael Carden,Chairman Chuck Heermans,Vice-chairman Lois Broman,Secretary Suzanne Bartell Redina Bilotti Ted Millspaugh Janice Palson Jennie Bennett Irene Wernett OTHERS PRESENT:Jeff Bell,Community Services Superintendent Robin Backer,Secretary CALL TO ORDER:Michael Carden,Chairman,called the meeting to order a t 7:00 p.m. ACCEPTANCE OF AGENDA:Janice Palson made a motion to accept the agenda as presented.Redina Bilotti seconded the motion which passed unanimously. ACCEPTANCE OF MINUTES: SUPERINTENDENT'S COMMENTS: Lois Broman made a motion to accept the minutes of the August 22,1983 regular meeting as presented.Chuck Heermans seconded the mottonnwNtdh passed unanimously. Staff introduced the new commissioner Ted Millspaugh.Mr.Millspaugh will be completing the term of Sandra Renz. Mrs.Renz moved out of state.Mr. Millspaugh i s the father of two,and an employee of the Arizona Water Company. Staff told the Commisssion that the Community Services Department has hired Howard Wright as a full-time Parks Maintenance Laborer.Among other duties, Mr.Wright will be responsible for ballfield and swimming pool maintenance. Women's Softball concluded on September 21.The all women's league was the first offered i n the City.Another softball league will be offered i n January The Men's Softball league will conclude play i n three weeks.The league will be followed by a championship tournament. P &R Commission Regular Meeting September 26,1983 page 2 Staff hopes to eliminate the problem of reduced participation,by reducing the length of the season in subsequent leagues. The Little Rec'rs (pre-school)program continues to prosper.Sixty children are enrolled in the three -session program.Wating lists are being taken for all classes.A second term of the program will begin in approximately in the middle of January. A fall session of Adult Dance Aerobics and Jazzercise classes began on October 22. As in the past,each class will meet twice a week for 8 -weeks. A new program,aimed specifically at our senior citizens,will begin on November 1.Senior Dance Aerobics is geared to individuals over 50 years of age and is a less strenuous version of the popular dance class. Staff updated the Commission on the status of the Cake Decorating class. Registration although slow continues to be taken. Staff presented tbpibsr,6rVtbe.PY(. 1983/84 Community Services Department budget to the Commission.Mr.Bell explained that the total capital outlay, $55,000.00,is specified for the lease purchase payments on the swimming pool. Staff answered numerous general questions concerning the Community Services Department budget. Chuck Heermans,Vice-chairman,briefed the Commission on the status of the Superior Training School.A joint meeting between Superior representatives and City Staff was conducted in regards to vehicle operations.Superior is requesting that the City reimburse them for gas used on City projects.City Staff estimated the cost for gas to develop Prospector Park to be $1,500.00 per month.A possible 50/50 split in gas bill payments between the City and Superior has been suggested. The City Council will discuss the issue at their regular City Council meeting on October 18. The Commission discussed the various ramifications of the issue,giving lengthy consideration to grading Prospector Park.As in previous discussions,the Commission voiced serious concerns about grading the park before money is available for development. P &R Commission Regular Meeting Septemeber 26,1983 page 3 OLD BUSINESS A.'Siiimming'Pool 'Update: B.Put -A -Lid -On Litter -Day: C.Halloween: D.Youth Soccer Program Update: Mike Carden,Chairman,and Chuck Heermans,Vice-chairman will present the Parks Commission's opinion of the Superior Training School issue at the City Council meeting on October 18. Staff told the Commission that shotcrete, and gunnite application has been completed on the swimming pool.Masonary work has been completed on the bathhouse. Both contractors have given a project completion date of thirty days. Staff was contacted by Hattie Babbitt, wife of Govenor Bruce Babbitt,and asked to organize a local clean-up project. The clean -Op day is part of a statewide beautification project.Staff has contacted local service organizations requesting their assistance as volunteer workers.Those volunteering will clean up an area of land east of Apache Junction.The event is scheduled for October 22.The Coca-Cola Company will provide refreshments for all volunteers. Staff held an organizational meeting for the third annual Halloween Carnival. Seven Apache Junction organizations were represented at the meeting.A second meeting for organizations interested 'in sponsoring a food or game booth will be held on October 10. Unfortunately,Staff reported that the Police Department would be unable to sponsor their extremely popular Haunted House.Mr.Bell requested suggestions for a possible haunted house sponsor. Staff requested Commission assistance for selling game tickets the day of the carnival. Staff held an organizational meeting on September 14 for parents interested in organizing a youth soccer league. Mr.Bell is investigating the cost of insurance.The program is in response to a need for activities aimed at children in the 6 through 13 year old age group. The Commission discussed necessary supplies and equipment purchases. Mr.Bell received soccer handbooks donated by the Coca Cola Company.A second meeting is scheduled for September 26. 1 P &R Commission Regular Meeting September 26,1983 page 4 E.Fall Activities: NEW BUSINESS A.Pinal County Needs Assessment Workshop: B.Lost Dutchman Days Update: C.Welcome Winter Visitors Day: D.Next Months Agenda Items: ADaURNMENT APPROVAL: In addition to Youth Soccer,Commission members were asked to recommend possible fall activities.Suggestions included hiking classes,Firearm safety,flag football,and horsemanship classes. The activities are aimed at youth in grades 4 through 6. Staff passed out copies of the results from the July 7,Needs Assessment Workshop.The workshop, attended by a number of Commission members was sponsored by the Arizona Outdoor Recreation Coordinating Committee. Results of the survey will be evaluated and used for distributing federal Land and Water Conservation Fund money. Staff told the Commission that planning is underway for Lost Dutchman Days. Staff requested a volunteer from the Commission to serve at an information booth.The purpose of the booth is to provide the public with information on the recreational opportunities available in the Apache Junction area. November 19 will be the date for the 1983 Welcome Winter Visitors Day celebratiOn.Staff has been in contact with Sandra Smith from the Chamber of Commerce.The Chamber and City will be co -sponsoring the event.Letters will be sent to local businesses asking that they conduct a sidewalk sale, or something appropriate for their business to welcome back our winter visitors The City and Chamber of Commerce will be providing entertainment,refreshments, and information booths.The activities are sponsored in conjunction with Senior Citizens Day activities,sponsored by the Apache Junction School District. Michael Carden,Chairman,requested that the following items be included on next months agenda:Swimming Pool Update, Prospector Park,Youth Soccer,Christmas.
