REGULAR MEETING
November 28,1983
A regular meeting of the Apache Junction Parks and Recreation Commission
was held on November 28,1983 at 7:00 p.m.,at the Apache Junction City
Hall pursuant to notice as prescribed by law.

STAFF PRESENT:Jeff Bell,Community Services Superintendent

CALL TO ORDER:Michael Carden,Chairman,called the meeting
to order at 7:01 p.m..
ACCEPTANCE OF AGENDA:Janice Palson made a motion to accept
the agenda as presented.Chuck Heermans
seconded the motion which passed unanimously.
ACCEPTANCE OF MINUTES:
SUPERINTENDENT'S COMMENTS:
Janice Palson made a motion to accept the
minutes of the October 24,1983 regular
meeting as presented.Suzanne Bartell
seconded the motion which passed unanimously.
Staff introduced Mike McNulty.Mr.McNulty
is the new City Manager,replacing Jim Tuvell.
Mr.Tuvell resigned his position in October.
Mr.McNulty briefed the Commission on his
desires for the Parks Commission and the City
as a whole.
Staff told the Commission that the Little Rec'rs
pre-school program concludes in December.
A second session of the program will begin on
January 23.
The Mixed Adult Volleyball league is going
strong.Eight teams are participating twice
weekly at the Apache Junction High School.
An organizational meeting for teams interested
in participating in the "Golden Ages"
softball league will be held on December 10.

The league,scheduled to begin in mid -January,
provides the opportunity for recreation
for individuals 50 years of age and older.
A 5,000 -meter Steeple -Run has been
scheduled for December 3 at Prospector Park.
The run will be the inagural event for the
276 acre park,recently acquired from the
Bureau of Land Management.
Staff requested the assistance of the Parks
Commissioners during the run.
Staff explained the Apache Junction Christmas
Basket Program.Mr.Bell told the Commission
that local social service organizations,
trailer parks and churches would be collecting
food and toys to be donated to the local
needy families.
Staff donated Community Services Department
personnel and vehicles to assist with
the Christmas basket distribution.Over
100 families were served during the 1982
Christmas season.
Staff reminded the Commission of the City/
Chamber of Commerce Christmas party and
distributed invitations to those interested
in attending.
Aerobics,Jazzercise,and the Mothers -To -Be
exercise classes,are in their second week
of instruction.
Mr.Bell briefed the Commission on Welcome
Winter Visitors Day.A large number of
winter visitors,as well as -local residents
participated in the annual event.A number
of local businesses provided sidewalk sales
and/or in store discounts.
The Adult Winter Softball league will begin
in January.The Community Services Department
will sponsor both a seperate men's and women's
league.
Saturday,December 10 has been scheduled for
the 3rd Annual Toy Run.Motorcycle riders,
last year totaling over 120,meet at a local
bar having biked from as far away as Phoenix
carrying a toy.The toys are delivered to
The Apache Junction Police Department,and
distributed along with the Christmas food
baskets.
Staff thanked the Commission for assisting
at the Halloween Carnival.Mr.Bell told
the Commission that the Apache Junction Youth
Soccer Program raised $200.00 by sponsoring
three game booths.
The Chamber of Commerce has agreed to organize
the Lost Dutchman Days information booths.
Staff has been named chairman of the Golf,
Tennis,Horseshoe,and Shuffleboard Tournaments.

OLD BUSINESS
A.Swimming Pool Update:Despite numerous delays,construction continues
at the swimming pool site.Electric service
is being supplied to the bathhouse portion
of the project.Mr.Bell was told that a
December 16 completion date is still being
anticipated.
The Commission discussed numerous dates for
the swimming pool dedication ceremony.One
date considered was January 28 or 29,1984,
to coincide with Lost Dutchman Days.
Staff suggested waiting until landscaping
and the building of a front sidewalk area
were completed,before deciding on a date for
the dedication ceremony.Michael Carden,Chairman,
suggested distributing a "gift list"of
additional items needed at the pool.The
list would be distributed to the walk-through
participants in hopes of soliciting donations
from local residents and businesses.
B.Status of BLM Land
Acquisition (Green Belt):Staff updated the Commission on the status
of the BLM "Green Belt",located adjacent
to the Prospector Park land.The land,
being obtained through the Recreation and
Public Purpose Act,has been under application
for 10 months.Delays in processing the
application have been caused by private
land owner mineral rights,and the majority
of the land being located under power lines.

The City Council tabled the topic of Superior
Training School until the December 20
City Council meeting.Mike McNulty,City
Manager,told the Commission that he would
review the Superior Training School proposal
and its relation to the Contingency Fund.
The contingency fund was earmarked as the
fund for a number of city projects,including
Superior Training School.Mr.McNulty
expressed his desire to implement a capital
budget during the fiscal year 1984/85 for
Prospector Park development.Mr.McNulty
also recommended avoiding reliance on the
contingency fund,preferring to utilize
other forms of financing e.g.,one-time
budget override and bonding.
Staff told the Commission that 140 kids
are participating in the Youth Soccer Program.
The Soccer League will sponsor an officials
clinic on November 30.Arrangements have been
made for representatives from the Phoenix
Pride,professional soccer team,to sponsor
a youth soccer clinic on December 18.
The annual Christmas Tree Lighting ceremony
has been scheduled for December 2.The
ceremony will open with comments by Mayor
Wendell Clarke,followed by dancers from
Kim's Youth Dance Company,and Santa's
arrival via firetruck.
