SPECIAL MEETING
January 9,1984
A special meeting of the Apache Junction Parks and Recreation Commission was
held on January 9,1984 at 7:00 p.m.at the Apache Junction Community Services
building pursuant to notice as prescribed by law.

STAFF PRESENT:Jeff Bell,Community Services Superintendent
Robin Backer,Secretary
CALL TO ORDER:Michael Carden,Chairman,called the meeting
to order at 7:00 p.m.
ACCEPTANCE OF AGENDA:Chuck Heermans,Vice-chairman,made a motion
to accept the agenda as presented.Janice
Palson seconded the motion which passed
unanimously.
OLD BUSINESS
A.Lost Dutchman Days:Staff told the Commission that plans were
being finalized for the Lost Dutchman Days
celebration.The Community Services Department
will provide the Community Services bus for
shuttling local dignitaries to and from
the parade site.The city -sponsored
Youth Soccer League has been asked to
march in the parade.Staff noted
that the exposure would be beneficial in
promoting the youth soccer program as well
as the youth of Apache Junction.
Registration is being taken in the Community
Services Department for those individuals
interested in participating in the Lost
Dutchman Days Tennis Tournament.
Flyers containing information on activities
scheduled during the Lost Dutchman Days
festivities will be distributed by a local
boyscout troop.

NEW BUSINESS
A.Discussion of the One-
Time Budget Override:
BOARD DISCUSSION:
Michael Carden,Chairman,briefed the
Commission on the purpose of the discussion.
Mr.Carden explained that the City Council
would be preparing a prioritized list
of projects requesting allocation of funds
from a One -Time Budget Override.Examples
of major projects requesting funds include,
street improvement,city -owned sewage system,
and park development.
The Commission discussed the need to inform
the City Council of their views on park
development.
Staff asked that Mr.Carden,Chairman,attend
the January 16 City Council work session,
and recommend,on behalf of the Parks,
Commission,that the Commission is in favor
of a one-time budget override.Consideration
was given to submitting a prioritized list
of park equipment to the City Council.
The Commission held a lengthy discussion
concerning the various aspects of the
budget override,and its relationship
to the development of Prospector Park.
Chuck Heermans,Vice-chairman,suggested
that the Commissioners contact the City
Council members on an individual basis,
and express their recommendation of the
budget override.
Chuck Heermans,Vice-chairman,made a motion
stated as follows:"Be i t resolved by the
Parks and Recreation Commission,of the
City of Apache Junction,that we would
strongly recommend and are in favor of
the attainment •of capital budget funds
utilizing a One -Time Budget Override."
"Be i t further resolved,that we request
that Staff prepare and submit a proposal
to the City Council,expressing the Commissions
desire to use funds attained through a
one-time budget override to develop
Prospector Park,and include in said proposal
the need for recreation facilities in
Apache Junction,and the possible availability
of matching monies through the federal
Land and Water Conservation fund.Janice Palson
seconded the motion which passed unanimously.
Staff told the Commission that the pool portion
of the Swimming Pool Project has been approved
by the City Council.

Michael Carden,Chairman,questioned the
security lighting at the pool.Staff told
Mr.Carden that two lights were being used
due to previous incidents of vandalism at
the pool site.
