HomeMy WebLinkAbout1984 01.23 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction,Arizona 85220 REGULAR MEETING January 23,1984 A regular meeting of the Apache Junction Parks and Recreation Commission was held on January 23,1984 at 7:00 p.m.at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT Michael Carden,Chairman Lois Broman,Secretary Jennie Bennett Redena Bilotti Ted Millspaugh STAFF PRESENT:Jeff Bell, CALL TO ORDER: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: SUPERINTENDENT'S COMMENTS: ABSENT Suzanne Bartell Chuck Heermans Janice Palson Irene Wernett Community Services Superintendent Michael Carden,Chairman,called the meeting to order at 7:12 p.m. Lois Broman made a motion to accept the agenda as presented.Ted Millspaugh seconded the motion which passed unanimously. Jennie Bennett made a motion to accept the minutes of the November 28,1983 regular meeting,December 26,1983 regular meeting, and the January 9,1984 special meeting as presented.Redena Bilotti seconded the motion which carried unanimously. Adult Jazzercise and Dance Aerobics continue. Sixty-five 3,4,and 5 year olds are partici- pating in the Little Rec'rs pre-school program. Seven teams are participating in the second annual "Golden Age"Softball League. Registration continues for the second annual 5,000 Meter Steeple Run. The race has been scheduled for February 19 at Prospector Park.Staff expects a number of first run returnee's as well as a large number of additional entrants. A Bicycle Rodeo has been planned to instruct area youth on bicycle safety and correct operating procedures.The rodeo will be held in the City Hall parking lot on Saturday, February 25. The Community Services Superintendent and Re- creation Coordinator assisted the Apache Junction Food Bank by delivering food commodities pro- vided by the federal government. P &R Commission Regular Meeting 1/23/84 page 2 OLD BUSINESS: LOST DUTCHMAN DAYS: DISCUSSION OF THE ONE-TIME BUDGET OVERRIDE: On Tuesday,January 17,the City Council gave approval for final payment to Bob DeBow Jr. Construction Company for construction of the swimming pool bathhouse.The swimming pool portion of the project was approved on January 3.Staff told the Commission that landscaping and the building of an entrance sidewalk would be constructed by the City. Staff purchased safety signs for the pool area. Michael Carden,Chairman,questioned the scheduling of a Park's Commission walk-through. Staff explained that he would like to finish landscaping and walk -way construction prior to holding the walkthrough. Staff told the Commission that the $4,000.00 in interest collected from the swimming pool lease arrangement would be used for financing landscaping as well as purchase clothes baskets and storage cabinets. Staff briefed the Commission on the status of Lost Dutchman Days activities.The local girl scouts distributed 2,000 information flyers at the park and swap and local shopping plazas. The Community Services Department is providing the bus for transporation to the V.I.P.break- fast,and staff is preparing the drawing for the approximately 30 entrants to the Tennis Tournament.The Lost Dutchman Days Softball Tournament currently has nine teams registered with additional teams expected to register prior to Wednesday's deadline. Staff told the Commission that the Youth Soccer League games will begin at 12:00 on January 27 to allow those attending and participating in the parade to view the games. The final Lost Dutchman Days committee meeting is scheduled for January 24. Michael Carden,Chairman,questioned the need to identify and prioritize specific projects within the frame work of Prospector Park de- velopment.Mr.Carden also questioned the grading costs. Staff explained that the City Council gave their approval to their intentions of considering the one-time budget override. Mr.Bell said that the Council discussion did not include a time frame for discussing specific dollar amounts.The Council's initial responsi- bility will be to listen to the project requests being made. Staff will be meeting with Carter Associates to request documented figures for specific park projects,e.g.grading,etc. P &R Commission Regular Meeting 1/23/84 page 3 YOUTH SOCCER PROGRAM UPDATE: Michael Carden,Chairman,suggested proceeding with preparing a prioritized list of projects, including finance costs,to better exemplify the Commission's request. Lois Broman,Secretary,questioned the flood control in relation to Propsector Park.Staff told her this information would be requested at his discussion with Carter Associates. Following the discussion,staff will meet with the City Manager to present to him Carter's recommendation based on their hydrology report for Prospector Park development. Staff will compile the information from these meetings for future presentation to the City Council. Staff told the C6mmission that the Youth Soccer League arranged to divide operating costs and profits of a concession stand with the Little League.The Soccer League realized a profit of $70.00 during the first week of this arrangement.A balance of $700.00 exists in the League's savings account.Mr. Bell noted the relatively small expense of operating the League and the large continuing participation of both the youth and their families.The initial goal of the Soccer League was to accomplish both of these ob- jectives.The League's regular season will continue for four weeks,followed by two weeks of tournament play. Staff commented on his goal of increased parent participation in the administration of the program during the League's second season. The Community Services Department is sponsoring a trip to the Phoenix Pride Professional Soccer League game on February 25 for both the youth and their families. NEW BUSINESS: A.Review of 1983 Commission activities:Staff reviewed with the Commission the activities they participated in during 1983.Those acti- vities included a Bicycle Rodeo,Easter Egg Hunt,Summer Recreation Program registration, Fourth of July celebration,Pinal County Needs Assessment Workshop and the Halloween Carnival. Staff expressed his desire to utilize the Commission's assistance to a greater extent during 1984.Additional activities will include projects involving both Prospector Park and the Apache Junction Community Swimming Pool. P &R Commission Regular Meeting 1/23/84 page 4 B.Discussion of Capital Improvements: BOARD DISCUSSION: ADJOURNMENT: APPROVAL: th.-t44.,*; CH IRMAN Staff suggested that the Commission discuss and make suggestions on projects separate from Prospector Park development and the One Time Budget Override. Staff told the Commission that no changes had been made in the status of the BLM "green belt"acquisition. Michael Carden,chairman,requested that the following items be included on next month's agenda:One-time Budget Override,Capital Improvement Considerations,and Swimming Pool Fees. The Commission discussed the upcoming 5K Steeple Run. There being no further business,Lois Broman made a motion to adjourn.Redina Bilotti seconded the motion which passed unanimously.
