HomeMy WebLinkAbout1985 06.24 PRC Minutes227 CITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Arizona 85220 REGULAR MEETING June 24, 1985 A regular meeting of the Apache Junction Parks and Recreation Commission was held on June 24, 1985 at 7:00 p.m. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT Lois Broman - Secretary Redena Bilotti Janice Palson Deanene Weber John Granillo Jr. Judd Williams Michael Carden - Chairman James Appler Chuck Heermans STAFF PRESENT:Jeff Bell, Community Services Superintendent Mary March, Secretary CALL TO ORDER: PLEDGE TO ALLEGIANCE: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: SUPERINTENDENTS COMMENTS: Lois Broman, Secretary, called the meeting to order at 7:05 p.m. Lois Broman, Secretary, led the Commission in the pledge of allegiance. Janice Palson made a motion to accept the agenda as presented.Redena Bilotti seconded the motion which passed un- animously. Jeff Bell, welcomed Judd Williams and Deanene Weber to the Parks and Recreation Commission. Jeff Bell, informed the Commission that Jaycees lost their lease with the B.L.M. at Jaycees Park rodeo facility.B.L.M. wants the City to acquire, City Council has approved, will be another 20 acres. Jeff recommended this to be used as equestrian facility, which will tie in with camping and existing equestrian trail plans. Also that Jaycees had con- ceptional drawings done by Hank Steelsmith and Jeff will get better copy to present to the commission so as to get a better idea of what to do with this facility. Jeff Bell, also informed commission of Community Services Departments lack of office and storage space. 229 P & R Commission Regular Meeting 6/24/85 Page 2 OLD BUSINESS: A.Summer Recreation Program Update:Jeff Bell passed out literature & briefed commission on programs with fees payable to the City of Apache Junction.Elementary Open Gym averages 65-70 children per day.Softball programs have about 100 girls, 150-175 men and 150 women participating. Swimming programs are at a maximum and we have extended classes.Family Night is averaging 15- 18 families which is ideal.We are still having difficulties with Special Interest Programs especially with the Adults. B.Status of Pool Improvements and Programs:Jeff Bell, updated the commission on status of Pool Improvements, Ramada is up, painted and half shingled.Storage area is in and concession area concrete is poured.Only thing left is concrete, kool-decking and fencing. The pool will have to be closed for one day in order to pour concrete. Janice Palson inquired into the possibility of repainting the area to match ramada.Jeff informed commission that we are working on it with School District. C.Status of Prospector Park Development: Jeff Bell, added that the pool is averaging an attendance of 400 children per day. Mary Moppets, The Salvation Army and the Day Care on Ironwood are bring their classes down to swim.Pool Staff is good this year.Swim Team is starting to take off with more meets and coach has gotten sponsorships. e.g. ($225.00 from K -Mart) Jeff Bell, informed commission that bids were opened for Development Phase I, June 6, 1985 and awarded to Southwest Grading and Paving on June 18, 1985 in the amount of $280,936.84.This includes 2 fields lit and irrigated, parking, roads paved, security lighting, sprinklers and irrigation in islands, picnic areas of 3 single table ramadas (12x12) not to in- clude restrooms or concession area.With our budget override for $300,000.00 and $102,000.00 grant we still have $121,063.16 left.Jeff estimated it would take $50,000.00 for nice restroom, concession and storage areas to include engineering fees. Lois Broman inquired on when work would start. Jeff replied that is would start in 30 days and is to be completed in 150 days.Also that all references are good on Southwest Grading and Paving. 231 P & R Commission Regular Meeting 6/24/85 Page 3 D.Park Ordinances Discussion:Jeff Bell, distributed Park Ordinances along the lines of Tempe's.After much discussion about malt beverages and spirituous beverages it was decided to set up a committe consisting of Commission, Council and Staff members for which John Granillo Jr., Deanene Weber and Janice Palson volunteered. E.Hohokam Site Update:Jeff Bell, informed commission that B.L.M. and staff archaelogist proposed a figure of $45,000.00 to mitigate and determine value of site.Also, that a figure of $60,000.00 is proposed in this years budget for this also to include signs and fencing. Jeff Bell, added that the B.L.M. and Federal Agent went to site with Police Department and updated them on legal rights. John Granillo Jr. suggested taht an area adjacent to the site be set aside for the Apache Junction Historical Society to build their Museum.Jeff Bell and John Granillo Jr. will set up an appointment to discuss this with Clay Worst and report back to commission. NEW BUSINESS: A.Discussion of 4th of July:Jeff Bell informed commission that The Chamber of Commerce is handling all activities except for; 9:00 water fight put on by The Fire Department, also at 9:00 Slip and Slide Contest, 10:00 City- Wide Swim Meet, 1:00 Co-ed Volleyball and free swimming, 5:00 Races and Games and 6:00 free watermelon offered by the Community Services Department. B.Discussion of Motorcycle & ATC Correspondence: C.Request for Upcoming Agenda: Jeff Bell, informed the commission that Robyn Hopkins of Hopkins Racing Ltd. approached him with a proposal to set aside land for development at Prospector Park and with the commissions approval would. like to invite her to July's regular meeting with her presentation.Commission agreed unanimously. Discussion of B.L.M. Leased Areas, Election of Officers, Hohokam Site Update, Fiscal Year 85/86 Budget Review, Discussion of Park Ordinances, Motorcycle and ATC Track Presentation, Status of Prospector Park Development, Community Services Bus, Usage of New Pool. Jeff Bell, informed commission that Community Services Department has already purchased net covering and will install shortly. There being no further business, Janice Palson made a motion to adjourn. John Granillo Jr. seconded motion which passed unanimously.
