SPECIAL MEETING
September 9,1985
A special meeting of the Apache Junction Parks and Recreation
Commission was held on September 9,1985 at 7:00 P.M. at the Apache
Junction City Hall pursuant to notice as prescribed by law.

STAFF PRESENT:Jeff Bell, Community Services Superintendent
Mary March, Secretary
CALL TO ORDER:John Granillo Jr., chairman called
the meeting to order at 7:08 P.M.
PLEDGE OF ALLEGIANCE:John Granillo Jr., led the Commission
in the Pledge of Allegiance.
ACCEPTANCE OF AGENDA:James Appler motioned to accept the
agenda as presented.Michael Carden
seconded the motion which passed
unanimously.
ACCEPTANCE OF MINUTES:
SUPERINTENDENTS COMMENTS:
James Appler, motioned to accept
the minutes of July 22 and August 26
regular meetings as presented.
Michael Carden seconded the motion
which passed unanimously.
Jeff Bell, asked Deanene Weber to
brief the Commission on the City
Council approved Youth Advisory Board.
Deanene Weber,informed the Commission
that this Board is to be made up of
5 Youths and 4 Adults with the pur-
pose of receiving advise on how to
better meet the youth and family needs
in our community.The first adult
meeting is set to take place Sept-
ember 10,1985, so as to give the
school time to select 5 youths.A
regular meetin is to be held at the
end of October.
Jeff Bell, informed the Commission
that we hired a Recreation Coordina-
tor, Steve Marquez and he will be
in charge of the sports and aquatic
programs and activities
The Community Services Department
also helped the Salvation Army with
there Swim-A-Thon, August 17th, which

OLD BUSINESS:
A.Cycle Track Discussion:
B.Prospector Park Update:
was part of Salvation Army Aware-
ness Week.
The Women's Summer Softball League
is in tournament play where as the
Men's Summer Softball League is just
beginning their second half.
The Community Services Department
also transported a bus load of
Apache Junction residents to the
Phoenix Giants Game, for the Chamber
of Commerce, Apache Junction Night,
August 21,1985.
Also this upcoming Saturday, Sept-
ember 14, 1985 at 7:00 P.M. there
will be a co-ed flag football game
at the Football Stadium.The cost
is $1.00 and all proceeds go to
Epicenter.
Jeff Bell, concluded his comments
by informing the Commission that
he has submitted grants on Prospector
Park and that the City Council has
changed all terms of Commissioners
to end June 30.
Jeff Bell, informed Commission that
B.L.M. has not sent a written res-
ponse but, the initial response over
the telephone wasn't positive.
John Granillo Jr. suggested that we
wait for a decision from the B.L.M.
as to whether or not this request
is feasible or request a specific
site.
Robyn Hopkins requested 10 acres of
Jaycees land to include bleachers,
fencing, concessions stands, lights
and racing facilities.
John Granillo Jr. directed Jeff Bell
to set up meeting for them with B.L.M.
and would try to get decision by next
meeting.
Jeff Bell, informed Commission that
Southwest Paving and Grading, has
completed grubbing and grading, off-
site water in, all state required
vegetation has been relocated, septic
tank was started last week and all
electrical is'dpeing ,run.
Jeff Bell, added that he is meeting
with two architects for restroom/
concession stand tommorrow and has
a ballpark figure from a third.

John Granillo Jr. suggested water
polo and water volleyball possible
special interest classes for next
summers recreation program.
Jeff Bell, distributed information
on final results of the March 30th,
Park Ordinance Review Committee
Meeting.
Jeff Bell, went on to elaborate that
this is the first step of a packet
to go to City Council, with the
specifics in the form of resolutions
and city policies.Resolutions can
be reviewed and altered on an annual
basis.Would like to begin on poli-
cies, fees, etc... next meeting as
to have packet complete by opening
date of Prospector Park.
John Granillo Jr. suggested Commis-
sion study Ordinance as to aid in
setting up policies at next months
meeting.
Jeff Bell, conveyed to the Commission
the B.L.M. recommends the $12,000
for fencing be used for initial sur-
face surveys.
James Appler made a motion that
$12,000 for fencing be reallocated
to initial archaeological purposes
at site.Judd Williams seconded the
motion which passed unanimously.
Michael Carden, expressed concern
about storage of artifacts.
John Granillo Jr. informed Commission
that the Apache Junction Historical
Society is looking into storage for
their artifacts and we could possibly
store ours with theirs.
Jeff Bell, informed Commission,
Vice -Mayor Bakkedahl requested that
the space needs of the Community
Services Department be looked into
at the September 3rd City Council
Meeting.
The City Manager suggested the poss-
ibility of relocating Pre -School &
D.M.V. and convert activity room to
office space.He added that it would
cost $9,000.00 to set up planning
trailer.

John Granillo Jr moved Item D
to first item of New Business.
Dr. Gerchick, conveyed his desires
to donate a strip of land with
fitness equipment to the City for
use by community.His concerns with
being liable for any harm or injuries
being acquired by use of this facility.
Jeff Bell, informed Commission that
City's Finance Officer, thought that
there might be a problem with insur-
ing a public facility on private pro-
perty.But will look into this re-
quest and try and have an answer in
two weeks.
After lengthy discussion Michael
Carden made a motion
for Swimming Pool to
plan and re-classify

Discussion of this motion with con-
cerns on what to move back to the
fifth year and prioritization of
other needed facilities resulted in
withdrawal of motion by Deanene Weber
and Michael Carden no amendment was
made.
Michael Carden expressed concerns
over original philosophy on park
plan.Commission should analize and
decide on whether to alter or adhere
to original concepts.
After more discussion Jeff Bell,
suggested we continue discussion at
next meeting with more members pre-
sent.Michael Carden made the motion
and Deanene Weber seconded.

Michael Carden made a motion to ad-
journ and Judd Williams seconded the
motion which passed unanimously.
