HomeMy WebLinkAbout1985 10.28 PRC Minutes267 CITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Arizona 85219 REGULAR MEETING October 28, 1985 A regular meeting of the Apache Junction Parks and Recreation Commission was held on October 28, 1985 at 7:00 P.M. at the Apache Junction City Hall pursuant to notice as prescribed by law. John Granillo Jr. Michael Carden Judd Williams Chuck Heermans James Appler Janice Palson PRESENT - Chairman - Vice Chairman ABSENT Deanene Weber Lois Broman - Secretary STAFF PRESENT:Jeff Bell, Community Services Superintendent Mary March, Secretary OTHERS PRESENT: Vice -Mayor James Bakkedahl, City Council Liaison Mr. John Alanson, Executive Director, A.J. Area Community Foundation CALL TO ORDER: PLEDGE OF ALLEGIANCE: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: SUPERINTENDENTS COMMENTS: NEW BUSINESS: C. Social Service Complex B.L.M. Land: on John Granillo Jr., Chairman called the meeting to order at 7:04 P.M. John Granillo Jr., led the Commission in the Pledge of Allegiance. Janice Palson moved to accept the agenda as presented.Michael Carden seconded the motion which passed unanimously. Janice Palson moved to accept the minutes of September 23, 1985, regular meeting as presented. Judd Williams seconded the motion which passed unanimously. Jeff Bell, briefly summarized the status of programs and activities offered to the community. John Granillo Jr., chairman moved this item up on agenda. John Alanson, Executive Director, A.J. Area Community Foundation present his request to the Commission to us 10 acres of B.L.M. land for a Human Services Complex. After lengthy discussion two motions were made in regards to this proposal.These motions were stated in the form of a recommendation to the City Council. 1) appoint a committee consist- ing of a City Council Member, Community Services Superintendent and a representative from the Community Foundation to investigate alternative sites including the existing and proposed City Hall Complex Site.This recommendation was approved 6-0.2) opposition to the idea of a Human Services Complex being located on this land and recommend the City Council consider an alternate site. This recommendation was approved 5-1. 259 P & R Commission Regular Meeting 10/28/85 Page 2 OLD BUSINESS: A. Community Services Bus Status:Jeff Bell, informed the Commission that Arizona Bus submitted low bid of $7800.00 and $2,000.00 trade-in allowance total cost is $6,148.00, before next Tuesday's City Council meeting we are planning to do road inspection prior to final award of bid. B. Prospector Park Status: C. Halloween Carnival: D. Five -Year Parks Improvement Discussion: E. Discussion on Facility Reservation and Use Policy: F. Discussion of Hohokam Site Improvements: NEW BUSINESS: A. Discussion on Little League Organization Request: Jeff Bell, relayed to Commission that lighting is up in parking area, located and poured slabs for ramadas.Only problem is concrete testing 3000 PSI is is required dig out and limit. required after 27 days 2700 PSI if doesn't pass test will have to repour.But, still within time Jeff Bell, informed Commission that the Apache Junction High School Creative Arts and Drama Club opened the Haunted House at the Swimming Pool Bathhouse October 28, 1985 and will be open through Halloween night.Will have usual food and game booths and costume and jack -o- lantern carving contest at the High School Cafetorium.Eventually hope to get big enough to hold outdoors. Jeff Bell, suggested to Commission that this discussion be postponed until all grant infor- mation has been received. Jeff Bell, conveyed to the Commission that the City Attorney and Insurance Co have concerns with individual insurance coverage.The City Attorney is going to contact other City Attorneys in regards to insurance requirements and get back to him.Has nothing further to report at this time. Jeff Bell, informed the Commission the B.L.M. is putting together a request for proposal to send to various qualified archaeologists.This proposal includes what we need to fulfill their requirements.Will know something by the end of this week. Vice -Mayor Bakkedahl liaison to Parks and Recreation Commission and Past Vice -President of Little League Board presented two requests to the Commission 1) to set aside facilities at Prospector Park for use by Little League 2) the possibility of an Umpire Clinic through the Community Services Department. Jeff Bell, in reply to Vice -Mayor Bakkedahl's request stated that it has always been the staffs full intention for Little League to have use of facilities at Prospector Park.Also that and Umpire Clinis would be okay with our staff, Chuck Baker is good at this, maybe to include certification. B. Swimming Pool Discussion:After lengthy discussion on this matter Michael Carden, Vice -Chairman made a motion recommending 27 1 P & R Commission Regular Meeting 10/28/85 Page 3 D. Request for Future Agenda Items: PUBLIC COMMENT: BOARD DISCUSSION: ADJOURNMENT: APPROVED: that Jeff Bell contact the individuals that initially contacted them and go over cost figures, also see if School District is willing to share cost.Judd Williams seconded the motion. Five -Year Parks Improvement Discussion and Discussion of Facility Reservation and Use Policy. NONE NONE There being no further business Janice Palson motioned to adjourn and James Appler seconded this motion which passed unanimously.
