HomeMy WebLinkAbout1985 11.25 PRC Minutes273 CITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Arizona 85219 REGULAR MEETING November 25, 1985 A regular meeting of the Apache Junction Parks and Recreation Commission was held on November 25, 1985 at 7:00 P.M. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT John Granillo Jr. Chairman Michael Carden Vice -Chairman Lois Broman Secretary Chuck Heermans James Appler Paul Miller Janice'PaIson Deanene Weber Judd Williams STAFF PRESENT:Jeff Bell, Community Services Superintendent Mary March, Secretary OTHERS PRESENT: City Council Liaison, Vice -Mayor Jim Bakkedahl CALL TO ORDER: PLEDGE OF ALLEGIANCE: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: SUPERINTENDENTS COMMENTS: John Granillo Jr.,chairman called the meeting to oder at 7:00 P.M. John Granillo Jr:, lead the Commission in the Pledge of Allegiance James Appler made a motion to accept the Agenda as presented.Lois Broman seconded this motion which passed unanimously. Jeff Bell, informed the Commission that City Council did not approve the purchase of New/Used Transit Bus for Community Services, their concerns with the age and no warranties led the City Council to express their wishes to use the money to upgrade the existing Community Services Bus. Jeff Bell continued on to inform the Commission that Prospector Park develbpment Phase I is still on projected time schedule, they have the fence posts, parking lot and parking lot lights completed.Contractors have begun installing the irrigation systems and the lights are ready to go in. Further more within 30 days we will be going out for bid on the Restroom/Concession Facility. Jeff Bell, also informed the Commission, that the City has received request for 27 5 P & R Commission Regular Meeting 11/25/85 Page 2 proposal from the B.L.M. on the Hohokam site investigation.Chuck Newcomer, Director of Planning and the City Manager are reviewing this and will make any needed additions.Then we will solicit an archaeologist within 30 days.The request proposal is set up on an hourly fee basis and hopefully we will be able to retain the archaeologist to continue on the next Phase. Jeff Bell, has not heard from Dr. Wright from the Apache Junction School District or Grace Fullenwider in reference to heating the Community/School Pool. Briefly Jeff Bell summarized the Community Services Department Programs and Activities with the Halloween Carnival being very successful, the Haunted House was open for 3 days and the Drama and Creative Arts Clubs earned between 300 and 400 dollars.Co-ed Softball and Volleyball Leagues are in their 4th week of play. On November 16 we held our 5th Annual 5-K Steeple Run, there was a low turn- out with appoxlmately 35 participants, this was mainly due to three other runs that day.Chuck Baker, Recreation Supervisor took the Senior Citizens to the Fiesta Mall on the Community Services Bus, November 23, and next month they are tentatively scheduled to go to Arco Santi.The Little Rec irs program concluded its 8 week session November 22 and the Community Services Activity Room has been converted to office space. Jeff Bell informed the Commission that Engineering Consultants have been contacted and are submitting proposals on Prospector Park Phase II and a master site plan and proposal on the City Complex Park by December 18.Also, he would like a member of the Commission to volunteer to review these proposals.Michael Carden, Vice -Chairman volunteered. Jeff Bell, informed the Commission that he made presentations on Prospector Park Phase II and The City Hall Complex Park to the State Parks Board/Outdoor Recreation Commission. There was 2 -million dollars requested and 1.1 million dollars available in comparison to last years 4 million dollars requested and 1.1 million dollars available.The Commission asked for a prioritization of projects and Jeff prioritized Prospector Park as it is in 5 Years Parks Improvement Plan. The City has received the information back from B.L.M. on Jaycees Park, 3 copies of the application for transfer to the City's name have been completed and submitted.It will take 30 to 45 days before it's in the City's name. We are also in the process of taking Talent Bank applications for 8 adult members to 277 P & R Commission Regular Meeting 11/25/85 Page 3 appoint to the newly formed City Council Youth Advisory Board.The 12 youth members will be recommended by the School District We have one adult Talent Bank application at this time. In conclusion Jeff Bell, would like a volunteer from the Commission to meet with him, the City Manager and a Representative from the LDS Church to talk about the proposed LDS Church Recreation Facility. John Granillo Jr. Chairman volunteered. OLD BUSINESS: A. Five Year Parks Improvement Discussion:Discussion entailed familiarizing the new Commission Members with the philo- sophies and prioritizations that were initially fundamental in developing the Five -Year Parks Improvement Program. John Granillo Jr was concerned with acquisition of small areas for vestpocket or neighbor- hood parks.Jeff Bell, answered there will be no funds available for land acquisition until after July 1986. James Appler suggested developing 5 acre parcel we already have, finding out from the surrounding community their needs, this would take care of one quadrant.Chuck Heermans suggested the possibility of developers developing a major league park in the Apache Junction area to generate revenue to help develop Prospector Park with request for monies being cut in half and give community park development a boost.Jeff will investigate the possibility of John Schoeph, Economical Development Specialist, approaching the proper people on the feasibility of a Major League Park in the Apache Junction Area. B. Facility Reservation Policy Discussion: NEW BUSINESS A. Request for Upcoming Agenda Items: Jeff Bell distributed a packet containing ordinance, resolutions and facility policies to Commission members in a form similar to how it will be presented to the City Council. Jeff Bell informed the Commission that general liability has to be provided for all classes with the exception of class I. He is waiting to Here from the City Attorney and Insurance Company as to a fair dollar amount to be required.After City Council approval ordinance goes into City Code as general law and facility policies will be reviewed on an annual basis.Also, the pool fees should be reviewed on an annual basis preferrably prior to the fiscal year rather than the calendar year.
