HomeMy WebLinkAbout1986 01.27 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Arizona 85219 REGULAR MEETING January 27, 1986 A regular meeting of the Apache Junction Parks and Recreation Commission was held on January 27, 1986 at 7:00 P.M. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT Michael Carden - Vice-chairman James Appler Paul Miller Chuck Heermans Judd Williams Janice Palson John Granillo Jr. - Chairman (excused) Lois Broman - Secretary (excused) Deanene Weber (excused) STAFF PRESENT:Jeff Bell, Community Services Superintendent Mary March, Secretary OTHERS PRESENT: City Council Liaison, Vice -Mayor Jim Bakkedahl Councilman Frank Jimenez CALL TO ORDER: PLEDGE OF ALLEGIANCE: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: SUPERINTENDENT COMMENTS: • Michael Carden, Vice-chairman called the meeting to order at 7:07 p.m. Michael Carden led the Commission in the Pledge of Allegiance. Janice Palson made a motion to accept the agenda as presented.Judd Williams seconded this motion which passed unanimously. James Appler made a motion to accept the minutes of December 23, 1985, regular meeting as presented.Janice Palson seconded this motion which passed unanimously. Jeff Bell summarized the status of programs, activities and projects currently in progress. Little Rec irs is in the fourth week, along with Men's and Women's Winter Softball Leagues.On January 17th the Senior Citizens went on a Tr- City tour for their monthly Senior Trip.And preparations are being made for the fifth annual 5K Steeple Run to be held on Saturday, February 8th The first meeting of the Youth Advisory Board is slated for Thursday, January 30th at 6:30 p.m. in the City Council Chambers this board is made up of eight adult members and twelve youth members and they will be addressing the needs and problems of our community's youth. Mr. Bell informed the Commission that our LWCF grant applications were not funded, thirteen projects were funded and the Complex Park was ranked sixteenth while Prospector Park was ranked twenty first.Due to some confusion with their evaluation criteria we are asking for a clarifi- cation of this evaluation.Soon as we receive this I will relay this information to you. Jeff Bell, informed the Commission that final P & R Commission Regular Meeting 1/27/85 Page 2 interviews for the Recreation Coordinator position are January 28, 1986. Finally, Mr. Bell informed the Commission that proposals for archaeological work at the Hohokam Site will be opened January 29, 1986 at 10:00 a.m., B.L.M. staff archaeologist will help us review these and come to a decision on which firm's proposal would be the best choice to do the work required. At this time Michael Carden, Vice -Chairman moved Item A (City Hall Complex Park (Discussion) under New Business up with no objections. NEW BUSINESS A. City Hall Complex Park Discussion: OLD BUSINESS: A. LDS Church Recreation Facility Update: Jeff Bell informed the Commission, Library representatives, Senior Center representatives that we have $30,000.00 budgeted for this project and the area being developed consists of 2 to 21/2 acres. Newell Roundy from Coe & Van Loo is present here tonight to get some input on some of the needs and ideas the users of this facility desire, other than a playground, shade trees, picnic tables, shuffleboard and horseshoes. Jeff Bell, also mentioned that Dr. Gherchick donated fitness course equipment which has 12 stations that could be used in the Complex Park. Michael Carden, suggested the possibility of setting up a mini fitness trail versus a fitness court which already exists at the Apache Junction High School. Jeff Bell, suggested some kind of vegetation to screen around the maintenance yard. Pam Loui, inquired into the feasibility of a grassy amphitheater area, comfortably adequate for 40 to 50 children. Paul Miller inquired about the amount of develop- able land after the Library is built. Jeff Bell replied approximately an acre and half. one Lois Porter suggested fencing the horseshoe and shuffleboard courts & installing a storage shed for recreation equipment. After minimal discussion the following items were also suggested, park benches or seats should have backs on them, a preference for trees that produce shade in the summer but not in the winter, vegetation other than cactus that need little water and possibly dividing the playground area into a tot lot for younger children and blending into an older childrens playground. Jeff Bell informed everyone present that Mr. Roundy will incorporate this input into the Master Site Plan which he will in turn present back for everyone's information and perusal. Jeff Bell, informed the Commission that John Granillo Jr, Chairman, presented the Commission's recommendation to the City Council.The City Council feels more information is needed,• P & .R Commission Regular Meeting 1/27/86 Page 3 B. Five -Year Parks Improvement Program: C. Status of Additional B.L.M. Lands: D. Department Bus Status: E. Prospector Park Update: F. Lost Dutchman Days Review: consequently Vice -Mayor Bakkedahl was appointed to a committee to investigate this request along with one or two volunteers from the Parks and Recreation Commission.Chuck Heermans volunteered. After investigating this request the committee will report it's findings back to the City Council. After lengthy discussion, Jeff Bell suggested taking our existing 5 yr Parks Improvement Plan, draw up a couple of alternatives, plugging in the Rodeo Grounds, etc... presenting this back to the Commission so as to get revisions to the City Council within the next couple of months. Councilman Jimenez inquired into the possibility of the City purchasing a transformer from Fred Hiller for the Little League lights since funding by the Elks Club has failed to occur. Councilman Jimenez also informed the Commission that a gentleman had called him suggesting, Winter Visitors bring paving bricks from the native states to use for a patio area at Veteran's Memorial Park. Jeff Bell, relayed to the Commission, William Ruddick from the B.L.M. informed him that some valid claims have been found in the west portion of Section 1.Due to the fact that the geologist had to work on a high priority project Mr. Ruddick does not forsee a final date at this time. Jeff Bell informed the Commission in response to using the $12,000.00 towards a lease/purchase option for a newer bus.He has sent out letters of inquiry to several bus companies in the state as to various types of financing available and the cost of a 1980 or newer bus based on our very basic needs.There has been no response at this time. Mr. Bell informed the Commission that Southwest Paving and Grading is now in the process of paying liquidated damages at $100.00 per day.This is due to 1) a booster pump for the irrigation system that is on back order and 2) S.R.P. has not pro- vided service. After the pump and power are in, there is a three page punch list that has to be gone through.We have yet to go out and make up our punch list, even though we feel some things are not up to specifications. Jeff Bell informed the Commission that the Men's Tournament went well, the Women's Softball Teams played the Golden Ages Teams and everyone seemed to enjoy this Tournament.Although we had fewer participants in Racketball, everything seemed to be successful. Request for Upcoming Agenda Items: PUBLIC COMMENT: BOARD DISCUSSION: ADJOURNMENT: APPROVED: SECRETARY Jeff Bell relayed to the Commission that after inspecting the repairs to the pool he is not satisfied with the quality of work performed. In more detail the Kool-decking does not match there still appears to be a skimmer problem, we're concerned with the cracks in the big pool, pool facility appears to be about ten years old. Consequently a meeting at the pool is being scheduled with the President of the company and at this time we will go through and inspect the repairs and will report results of this meeting to the Commission.
