REGULAR MEETING
February 13, 1986
A regular meeting of the Apache Junction Youth Advisory Board was
held on February 13, 1986 at 7:00 p.m. at the Apache Junction City Hall
pursuant to notice as prescribed by law.

A. Election of Officers:
Jeff Bell called the meeting to order
at 7:07 P.M.
Mr. Bell led the Board in the Pledge of
Allegiance.
Deanene Weber made a motion to accept the
agenda as presented.Meribeth Baker seconded
this motion which passed unanimously.
Becky Winkle made a motion to accept the
minutes of January 30, 1986 regular meeting
A C presented.Rick Rundhaug seconded this
motion which passed unanimously.
Jeff Bell, asked the Board for nominees for
Chairman, Vice -Chairman and Secretary.
Sophia Gargrave nominated Deanene Weber for
Chairman.
Chrissy Smith nominated Becky Winkle for Chairman.
Rick Rundhaug nominated himself for Chairman.
Deanene Weber nominated Brian Harrington for
Vice-chairman.
Becky Winkle nominated Chrissy Smith for Vice-
Chairman.
Rick Rundhaug nominated himself for Vice-chairman.
Betty Helowizc nominated Norma Lebario for
Secretary.
Jeff Bell informed the Board that Susan Pittman
would like to be nominated for Secretary.
Jeff Bell closed the nominations and after the
votes were tallied.
Deanene Weber was elected Chairman, Brian
Harrington was elected Vice -Chairman and
Susan Pittman was elected Secretary.

C. Needs Assessment
' L Discussion:
Jeff Bell informed the 3oard that if for
some reason Susan Pittman would not be able
to serve in this position, Norma Lebario would
then become Secretary.
Deanene Weber, Chairman, introduce to the
Board Rodger Locke, with the Department of
Corrections.
Rodger Locke, informed the Board that he has
been working with Youth Advisory Groups for
approximately five years throughout the state.
Also in about two weeks his unit is going to
be absorbed into the Governors office for youth
needs.
Jeff Bell, asked what would be the most
successful way to do a needs assessment survey?
Mr. Locke replied that to get the most input
back, sending surveys through the schools has
proven to be the most successful.
Mr. Bell inquired as to what types of questions
should be on the survey?
Rodger Locke responded that needs assessment
surveys are set up according to what kind of
response you want.Very general surveys seem
to be less threatening and will yield more input.
Deanene Weber asked on how to prioritize needs?
Rodger Locke replied the prioritization of needs
is based on the reoccurence of the need on the
survey.Multiple choice question work best for
this.
Meribeth Baker inquired about the number of
questions appropriate for needs assessment survey'
Mr. Locke replied depending on how sophisticated
you want the survey, but that for John Q Public
20 questions should be sufficient so as not to
overwhelm them.
Chrissy Smith wanted to know when solving pro-
blems how do you determine which to begin with?
Rodger Locke suggested picking out one you feel
you can have the most impact on.
Mr. Locke urged that it's very important to get,
all, youth needs and as much input and interest
from parents and community as possible.
Chrissy Smith inquired about what kind of project:
small or large has he seen be successful.
Rodger Locke replied, that the Navajo Substance
Abuse Council set up by area youth, Taylor/Snow-
flake Community Awareness Agency has been very
successful with summer jobs and Winslow Advisory
Group has a successful Teen Center Program.Youni
people are very creative and don't get stymied '
like adults do.
After lengthy discussion by the Board everyone
agreed that sending a Needs Assessment Survey
out to the Community through the School District
would be the best avenue to take at this point
and time.

Deanene Weber, chairman requested every Board
member to think about questions for the Needs
Assessment Survey and at the next regular meeting
she would like to have three questions from each
member.
D. Preparation of Board Manual:Jeff Bell informed the Board that the manual
should include what the Board is about, it members
and a general statement of purpose.He also feels
that an 8:30 p.m. time limit on meetings would be
appropriate because of the youth members involved.
Everyone agreed.
E. Request for Upcoming
Agenda Items:
Jeff Bell volunteered to compile a rough draft and
present it back to the Board at the next regularly
scheduled meeting.
Preparation of Board Manual, Needs Assessment
Survey Discussion, Guest Speaker from Tempe's
Boys and Girls Club.

Jeff Bell asked the youth members of the Board
if they were asked why they didn't attend a meeting
who would make more of an impression Mr. Short or
hisself.
Becky Winkle and Chrissy Smith felt that it would
mean more coming from Mr. Short.
There being no further business brought before
this Board.Vice-chairman Brian Harrington motion-
ed to adjourn.Meribeth Baker seconded this motion
which passed unanimously.
