Needs Assessment Sub -committee Report: B. Board Manual Status: NEW BUSINESS: A. Guest Speaker - Mesa Youth Placement: Vice -Chairman, Brian Harrington called the meeting to order at 7:04 P.M. Brian Harrington led the Board in the Pledge of Allegiance. Meribeth Baker made a motion to accept the Agenda as presented.Dennis Hultman seconded the motion which passed unanimously. Becky Winkle made a motion to accept the minutes of the February 27, 1986, regular meeting as presented.Rick Rundhaug seconded this motion which passed unanimously. Jeff Bell informed the Board that the sub -committee did meet last week, and asked Becky Winkle to relay to the board results of this meeting. Becky Winkle reported that they did review the questions for the Needs Assessment Survey. Deanene Weber, Chairman contacted a Professor at A.S.U. who will compile the Survey over spring break which is this week and will return to Mrs. Weber for presentation to Board. Jeff Bell distributed final copies of the Youth Advisory Board Manual and informed the Board that at the City Council meeting, March 18, 1986 it will be presented for adoption. Ms. Bonner informed the Board that there Program is 8 years old.They started out with 350 youths & a budget of $3,000.They work with placing youths Youth Adyispry Boaxd Regular Meeting March 13, 1986 Page 2 1 in jobs with no charge to youths or employerd starting with 12 year olds.Twelve through fifteen year olds have to be placed in domestic work e.g. babysitting, housecleaning; sixteen year olds are placed into the work force.One important skill they try to stress is work skills & good work attitude. Ms. Bonner informed the Board that there is a lot of contact or public relations work involved as far as approaching businesses to get interest in hiring youths & what kind of positions are available.Also, contacting schools & even the library to •set up a job center & get ther involv- ment. Ms. Bonner explained as far as funding it gets to be a problem, when your small fundraising is adequate but, as you grow & need to add staff your going to have to approach possibly the County, City or Social Services for assistance.She gets funds budgeted from the United Way and since they are not non-profit another program serves as an umbrella. Jeff Bell inquired into how a youth proceeds to acquire a job. Ms. Bonner replied that job information is posted on a job board with general information at job center, e.g. library, schools, where applications are available.Posted on these job boards is the location of job, minimum age required & type of work.Student then contacts Youth Placement and in turn they are given name, address & phone number of employer.Youth then contacts employer and hope fully gets the job he will be one of four applying for the position.Youth Placement then follows up, if a problem arises youth may be interviewed by her self.Also is person is under 18 years of age a parent must sign the application. Brian Harrington wondered if the inexperience of youths is a disadvantage. Ms. Bonner replied it is, but you capitolize on your inexperience, stress good work attitude & sell the employer on the point that due to a young persons inexperience this would enable him to mold this person, to do things they way he likes to see them done. Rick Rundhaug inquired on what safeguards are taken & are jobs screened. Ms. Bonner replied that they do not screen jobs. On domestic jobs an in house interview with the employer, youth and parent is suggested. Chrissy Smith asked if they place a youth in a certian field. Ms. Bonner replied not generally, youth needs to take initiative, but they will make suggestions on what types of jobs could assist in acquire the skills needed to enter into a certain field. Elizabeth Henry, wanted to know what procedures are followed if someone is a bad worker. Ms. Bonner replied that if someone proves to be a bad worker they are called in for an interview conference, if a young person persists in this pattern e.g. not showing up for work, they are put Youth Advisory Board Regular Meeting March 13, 1986 Page 3 B. Fundraising Discussion: C. Request for Upcoming Agenda Items: D. Establish Next Meeting Date: PUBLIC COMMENT: on six weeks probations which is no job referrals for six weeks, and finally they would be told to find a job on there own.Which happens very rarely Jeff Bell asked if they were limited by Child Labor Laws. Ms. Bonner, responded rarely, new lae states that a child under 16 years of age cannot work past 9:30 p.m. if there is school the following day. Some businesses have no problem with hiring 15 year olds. Sophia Gargrave asked about wages, if they were fair. Ms Bonner feels that in most cases the youths are overpaid.Domestic work ranges from $1.50 for baby sitting to $3.50 & $5.00 for housecleaning per hour In the business community most salaries are already set, minimum wage is $3.35. Jeff Bell inquired on who was ther umbrella agency and what was ther budget. Ms. Bonner answered the Mazona Foundation which is a youth advocacy foundation and she submits their budget to them & their budget is $218,000 this includes salaries, building & utilities any monies are requested through the United Way & City Community Council which serves as their fiscal agent. Ms. Bonner concluded by offering her serves if anyone has questions or concerns. After a minimal amount of discussion it was decided to ask for volunteers for a subcommittee of 3 High School Students & 2 Junior High School Students to compile a prioritized list of 5 fundraising ideas and report back to the Board at the next regular _ meeting.Rick Rundhaug, Jason Hutchens & Becky Winkle were the High School volunteers and Sheryl Martinez and Elizabeth Henry were the Junior High School volunteers. Needs Assessment Survey, Fundraising Discussion, Community Services Programs presentation, Recom- mendation for Budgeted Funds. It was decided that since the schools would be on spring break and the needs assessment survey most likely would not be prepared yet, the next meeting date would be April 10, 1986. Councilman Jimenez expressed his concerns in refer- ence to fundraising be sanctioned, monies should come from federal block grants, city & county. Recommendations should be made to City Council & administered there after by City Administration or Social Services. Councilman Jimenez continued by adding that the Board should recommend projects for next fiscal budget and the City will allocate these monies.
