HomeMy WebLinkAbout1986 03.24 PRC MinutesCITY OF APACHE JUNCTION PARKS & RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Arizona 85219 REGULAR MEETING March 24, 1986 A regular meeting of the Apache Junction Parks and Recreation Commission was held on March 24, 1986 at 7:00 P.m. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT Michael Carden Vice -Chairman Lois Broman Secretary Paul Miller Judd Williams James Appler Janice Palson John Granillo Jr. Chairman (Excused) Chuck Heermans (Excused) STAFF PRESENT:Jeff Bell, Community Services Superintendent Mary March, Secretary Chuck Baker, Recreation Supervisor Bob Young, Parks Supervisor CALL TO ORDER: PLEDGE OF ALLEGIANCE: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: SUPERINTENDENTS COMMENTS: OLD BUSINESS A. Prospector Park Update: B. L.D.S. Recreation Facility Update: Michael Carden, Vice -Chairman called the meeting to order at 7:05 P.M. Vice -Chairman Carden led the Commission in the Pledge of Allegiance. Janice Pelson made a motion to accept the Agenda as presented.James Appler seconded this motion which passed unanimously. James Appler made a motion to accept the minutes of February 24, 1986, regular meeting.Judd Williams seconded this motion which passed unanimously. Jeff Bell, distributed information on current Community Services Activities, Programs and upcoming Activities & Programs for the Commission's information. Mr. Bell informed the Commission that there are still water problems and Arizona Water Company is checking on everything from their side of the •meter & will report back as to their findings. Jeff Bell, also relayed to the Commission that we have accepted the first Phase as being substantially complete & the contractor has agreed to send some- one out to work with our Parks Division for rock removal.The lighting inspection which has to be done at night still needs to be done. Finally, Jeff Bell informed the Commission that Consumer Construction, Inc. the contractor for the Restroom/Concession Building will be in to sign contracts on March 25, 1986. Jeff Bell informed the Commission that there was no quorum for March 6, 1986, special meeting & John Granillo Jr, chairman, discussed this item at the last City Council Work Session. Consequently Vice -Mayor Bakkedahl requested it be put on Council Agenda for a yea or nay, if approved then we would iron out the details. P &R Regular Meeting March 24, 1986 Page 2 C. Hohokam Site Update: D. Complex Park Improvement Update: NEW BUSINESS: A. Summer Recreation Program Discussion: B. Request for Upcoming Agenda Items: Jeff Bell, relayed that the City Council is con- cerned with relationship between City & Church. Plus $30,000.00 to maintain this facility would cause a large increase in the budget.If it is approved b the Council Jeff Bell, informed the Commission we will make and addition of $10,000.00 per year in our 5 -Year Parks Plan. Jeff Bell, informed the Commission that we received 3 proposals for archaeological investi- gation at the Hohokam Site.The B.L.M. and State Historic Preservation Officer made a recom- mendation for Dames & Moore in the amount of $42,808.00 justified by the fact that they have more experience in this field while Recon & Scientific Archaeological Service have done little work in Arizona and are not experienced in this field.Dames & Moore have been contacted & agreed to phase the work with the $12,000 budget ed for this year covering surface work, but no actual digging & balance will be budget for fiscal year 1986/87. Jeff Bell informed the Commission that since Mr. Roundy's presentation, the drawings have been presented to the Library Board & City Council who both agreed to the concept.The next phase is engineering design services & working drawings which will be presented to City Council next Tuesday, Coe and Van Loo proposes a figure of $13,000.00 for these services.We will then be ready to go out for bid if the money is allocatec in our 5 -Year Parks Plan, if not and we have exist- ing plans this carrys more weight when applying for grants. Mr. Bell, informed the Commission that Staff has been working on the Brochure, advertised for instructors and contacted the Schools.Summer Recreation Program is basically set up the same with a lot of the same instructors. Lois Broman asked if maybe a program offering work- ing skills & how to get a job. Janice Pelson suggested the possibility of water volleyball. Jeff Bell suggested possibly incorporating this into family fitness night & offering a teen night. L.D.S.
