HomeMy WebLinkAbout1988 05.23 PRC Minutes CITY OF APACHE JUNCTION PARKS & RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Az. 85219 REGULAR MEETING May 23, 1988 A regular meeting of the Apache Junction Parks and Recreation /.14 Commission was held on April 25, 1988 at 7:00 p.m. at the Apache Junction City Hall Complex pursuant to notice as prescribed by law. PRESENT ABSENT John Granillo Jr. - Chairman Loyd Lynch (Excused) Judd Williams - Vice Chairman Lois Broman Nick McVicker Paul Miller Ramona Sleeseman STAFF PRESENT: Jeff Bell, Director of Community Services Chuck Baker, Recreation Supervisor Mary March, Secretary OTHERS PRESENT: Councilwoman, Jean Perkins CALL TO ORDER: Chairman Granillo called the meeting to order at 7:02 p.m. PLEDGE OF ALLEGIANCE: Chairman Granillo led the Commission in the Pledge of Allegiance. ACCEPTANCE OF AGENDA: Paul Miller made a motion to accept the Agenda as presented. Nick McVicker seconded this motion which passed unanimously. ACCEPTANCE OF MINUTES: Paul Miller made a motion to accept the minutes of April 25, 1988, regular meeting as presented. Nick McVicker seconded this motion which passed unanimously. STAFF COMMENTS: Mr. Bell introduced Councilwoman Jean Perkins (Action Arizona Committee) who was present to update the Commission on the Veteran's Memorial Park and future beautification projects. Councilwoman Perkins presented a design done by Julie Reid and Bob Dunne of the City's Planning Department and informed the Commission the project is almost complete except for some irrigation; 1600 ft. 3/4" P.V.C. pipe, 680 ft. 3/4" P.V.C. pipe, lawn sprinklers, A AMMEM.. P & R Commission Regular Meeting 5/23/88 Page 2 and 4 quick couplers; all the brick work around the gazebo and brick sign, cost for brick is approximately $3,000.00; grass seed, which will cost approximately $3,100.00; and approximately 12-14 benches. The Committee has relied on donations from the public and volunteer labor and time, which consists of approximately 10 people and the committee is out of money. So if there is anything the Commission or the Community Services Department can do, it would be appreciated. Councilwoman Perkins also informed the Commission that if the $10,000.00 is won by this project, the Committee wants to work on other beautification projects cooperatively with the Community Services Department and the Republican Women's Club has already donated a bird bath and roses for a rose garden located between the Planning and Build- ing Departments at City Hall. Chairman Granillo informed Councilwoman Perkins that unfortunately we are at the end of our budget and don't know at this time what funds are going to be available in the new budget. Mr. Bell informed the Commission that: The department's first budget meeting was today and the budget was reduced by $318,000.00. The largest cut was in parks development which leaves $300,000.00 to design the Little League Field and Prospector Park Phase III, $50,000, Renovation of the Little League Field, $150,000; Parks maintenance facility at Prospector Park, $50,000.00 and $50,000 for miscellaneous park equipment (bleachers, benches, play- ground equipment). The Recreation Division lost the portable stage and a vehicle, but can get a vehicle trans- ferred from another department. The Parks Division lost a dump truck. On May 6th we had our Student Election/ Education Program day at City Hall at their Council meeting they denied the increase of pool fees and approved City Council member raises, which is just the opposite of what the City Council did. P & R Commission Regular Meeting 5/23/88 Page 3 The B.L.M. was not aware of the DPS substation at the County Park they are researching their records to see how it ever got there: Final County has been contacted in reference to their maintenance yard since it is not compatible with the purpose of the facility and asked if they had On% any future plans for relocating the facility and offered an alternate site on BLM land east of the community. The BLM is also not in favor of a shoot- ing range and will contact D.P.S. with alternate locations for their consideration. The City Council has been discussing contracting professional services and hopefully will be approving this at the upcoming Council meeting. This process will be very beneficial to our department and will provide consist- ency and expediency in parks development. OLD BUSINESS: A. Prospector Park Development: Mr. Bell informed the Commission that all irrigation work is being held up by the extension of the 6" water line being installed by Miya Construction for the Flood Control Project. B. City Hall Complex Development: Mr. Bell informed the Commission that we still have problems on the shuffle- board courts. After having a construc- tion materials testing company test the courts the information was sent to the contractor and the engineer, hopefully they will agree to share the cost of replacing the _ courts. If not, on advice of the City Attorney, we are going to pursue arbitration. The City Attorney has contacted the American Arbitration Association to acquire necessary forms and fee informa- tion. It will cost $350.00 a day to arbitrate the case, the review process will be what is costly. The second playstructure is being installed, the sand, benches and swing set can be installed fairly quickly. The park naming contest is delayed until Pam Loui, Library Director is back from maternity leave. . 1 P & R Commission Regular Meeting 5/23/88 Page 4 C. Facility Use Manual: Jeff Bell informed the Commission that the City Council approved the Facility Operation and Procedure Guide as recommended. D. Five Year Parks Plan• Jeff Bell distributed chapter 2 of the comprehensive plan with the goals and objectives incorporated for the Commission's review and informed the Commission he will do a news release updating the public on the Commission's activity on the plan and hopefully, solicit or entice community interest in order to get their input. NEW BUSINESS A. 10 Year Anniversary Celebration: Mr. Bell informed the Commission that November marks the City's 10 year anniversary. The City Council is going to be appointing a steering committee to help plan a City wide celebration, utilizing the Fall Fiesta as a kick off celebration, and would like a volun- teer from the Park and Recreation Commission to help plan the many activi- ties. Ramona Sleeseman volunteered. Jeff Bell suggested that it might be a good idea for the Commission to sponsor a booth with park development informa- tion and Commission members to answer the communities questions to get input. B. Request for Upcoming Agenda Items• Summer Festival, Park Development Updates, Five Year Parks Plan, 4th of July, Fall Fiesta, FY 88/89 Budget. BOARD DISCUSSION• John Granillo pointed out that included in everyone's packet is information on rifle ranges for review and comment at a later time.
