HomeMy WebLinkAbout1991 09.23 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Arizona 85219 REGULAR MEETING September 23, 1991 A regular meeting of the Apache Junction Parks and Recreation Commission was held on September 23, 1991 at 7:00 p.m. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT Nick McVicker-Chairman Judd Williams -Vice Chairman Lois Broman Loyd Lynch Gary Mulholland Paul Miller STAFF PRESENT:Jeff Bell Director of Parks & Recreation Mary D. March, Secretary OTHERS PRESENT:Robin Barker, City Council Liaison CALL TO ORDER:Chairman McVicker called the meeting to order at 7:00 p.m.and led the PLEDGE OF ALLEGIANCE:Commission in the Pledge of Allegiance. ACCEPTANCE OF AGENDA:Lois Broman made a motion to accept the agenda as presented.Loyd Lynch seconded this motion which passed unani- mously. ACCEPTANCE OF MINUTES: STAFF COMMENTS: Loyd Lynch made a motion to accept the minutes from February 25,March 25, April 22 and June 24, 1991, regular meetings, as presented.Gary Mulholland seconded this motion which passed unani- mously. Mr. Bell distributed "Citizen" brochures, using a new format and printing company, World Publishing, a local company located in the Bayless Plaza. Mr. Bell, also distributed Summer Recrea- tion Program statistics and a memorandum from Glenn Gimbut, the City's new full time Attorney on Open Meeting Laws. Mr.Bell relayed,the Little League hosted the district tournament at the new Little League Facility.A lot of positive feedback was received about the quality of the facility and its maintenance. P & R Minutes 9/23/91 Page 2 OLD BUSINESS: A. Fiscal Year 1991/92 Budget Discussion: B. Update on Sister Cities Program: Mr. Bell informed the Commission that we have not lost any full time personnel but have a high turn over in field supervisors. Upcoming events include the annual Police Department versus Fire Department fundraising softball tournament on October 11th,Parks and Recreation is co -sponsoring a fundraising Over- the -Line tournament on October 26 at Prospector Park, tournament is coordi- nated by City Engineer, Gordon Grandy. The Chamber of Commerce businessman's showcase is October 26 and the City's annual Halloween Carnival is Thursday, October 31.On the 9th of November the Veterans Day Parade is scheduled and includes the display of an Apache Helicopter at City Hall. Nick McVicker relayed he had received some positive comments on the "Citizen" brochures new format. Gary Mulholland commented on the Recrea- tion Scholarship Program and the need for more funds.Suggesting more involve- ment in generating revenues from the Parks & Recreation Commission. Mr.Bell presented the departments budget to the Commission and commented on 3 areas;1)$40,000 budgeted for the "Multi -Use Trail"master plan; 2)$15,000 for a Parks Maintenance Facility,which is out for bid with October 10th being the opening date on a 24'x36' metal building and 3) $12,000 for the operation of the concession at Prospector Park, a $12,000 increase in revenues needs to be realized to justify this endeavor. Mr. Bell informed the Commission that six cities in Mexico have been identified through the international office,the process is very slow when dealing with South American countries.The associa- tion is soliciting european interest, primarily in France & Germany, parti- cularly Oberschwandorf,Germany, Jacob Waltz's birthplace. Also,on January 18,1992 the state workshop will be hosted by our local association at Gold Canyon and is to include a golf tournament, social and workshop. Discussion on Operating and Procedures Manual: Mr.Bell relayed to the Commission that he met with the W.L.B.Group, Inc., a consulting firm selected during the city wide selection process,in order to get research started.Public hearings soliciting input are anticipated for November and December. Mr.Bell relayed to the Commission that due to the fact that part-time seasonal personnel are not included in the city code employee classification plan, he would like to include a policy for this purpose.Also a policy state- ment governing fees & charges assessed on department programs.Statement to include expenditure ratio, exception of socially beneficial or economically disadvantaged geared programs.etc... Further, due to the inclusion of these policies a title change to Parks and Recreation Department Operating and Procedures Manual (deleting facility) would be necessitated. After some discussion regarding resident vs.non-resident fees and residency requirements for softball, basketball, etc...teams,the above mentioned changes will be made and presented to the Commission for recommendation to the City Council. C. Request for Upcoming Agenda Items:"Multi -Use Trail" Master Plan, Operating and Procedures Manual,Sister Cities Update. PUBLIC COMMENT:NONE BOARD DISCUSSION:Robin Barker, expressed her pleasure in the allotment of funds to master plan the "multi -use trail" system and feels if progress is shown the City Council will look favorably upon this project. Ms.Barker,also expressed concern on resident vs. non-resident fees being assessed at this time due to the impend- ing hospitality tax,siting confusion of the issues. Gary Mulholland suggested utilizing the Adopt- a -Trail program from the beginning to defray maintenance cost of the multi -use trail. P & R Minutes 9/23/91 Page 4 ADJOURNMENT: APPROVED: C AIRMAN SECRETARY Mr. Mulholland also relayed that the Chamber of Commerce has enlisted the services of a professional promotion company for this coming years Lost Dutchman Days Celebration. Their being no further business, Gary Mulholland made a motion to adjourn and Judd Willliams seconded this motion which passed unanimously.
