HomeMy WebLinkAbout1992 02.24 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Az. 85219 REGULAR MEETING February 24, 1992 A regular meeting of the Apache Junction Parks and Recreation Commission was held on February 24, 1992 at 7:00 p.m. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT Nick McVicker - Chairman Loyd Lynch Judd Williams - Vice Chairman Gary Mulholland Lois Broman STAFF PRESENT: Jeff Bell, Director of Parks and Recreation Mary March, Secretary Chuck Baker, Recreation Supervisor CALL TO ORDER: PLEDGE OF ALLEGIANCE: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: STAFF COMMENTS: Chairman McVicker called the meeting to order at 7:03 p.m and led the Commission in the Pledge of Allegiance. Gary Mulholland made a motion to accept the agenda as presented.Lois Broman seconded the motion which passed unanimously. Judd Williams made a motion to accept the minutes of January 27, 1992, regular meeting as presented.Gary Mulholland seconded the motion and it passed unanimously. Mr. for the Bell distributed "Citizen" brochures March, April & May 1992 and updated Commission as follows: The Park Maintenance/Storage Building, maintenance yard area has been fenced & quotes are being solicited for electrical installation. The Little Leagues request for and additional $5000.00 for the construction of a restroom facility at the Jr. H.S. Ballfield received City Council authorization. On February 9, the Superstition Horsemen's Association, Councilwoman Barker, Mayor Damiano and myself met at Prospector Park for a ribbon cutting ceremony.Superstition Horsemen's Association provide materials for hitching post and barrier, detering motor vehicles from entering.The trail head is located in the area just east of the picnic ramadas. Update on City/School Complex Improvements: NEW BUSINESS: A. Discussion on FY 1992/93 Budget Proposal: Jeff Bell distributed prioritized project list as follows to the commission for approval recommendation: 1) Prospector Park - $1,800,000 2) Multi Use Trail - $240,000; 3) Rodeo Park - $200,000; 4) Land Acquisition - $250,000; 5) Neighborhood Parks - $500,000; 6) Veterans' Memorial Park - $40,000; 7) Library Park - $50,000; 8) Superstition Park - $50,000; 9) City/School Complex - $40,000. Lois Broman made a motion recommending approval of the Five Year Parks Plan as presented by the City Council.Gary Mulholland seconded this motion which passed unanimously. Jeff Bell informed the Commission that the first public hearing was conducted on February 19, with a turn out of approximately 50 individuals. Although the Superstition Horsemen's Association was well represented, Mr. Bell felt many individuals not associated with a particular group were also in attendance. The major concerns expressed during the public hearing were related to site security, unlawful dumping and the feasibility of linking the trail to Maricopa County, State Parks and National Park Service lands. Mr. Bell relayed that the City Clerk advised prior to presenting the ordinance to change the city code from monthly to quarterly meetings at a Council meeting, staff should probably advise and explain reason for ordinance change to council members, City manager, etc... to provide a better understanding for such change. Jeff Bell relayed that Chuck Paul at the School is getting architectural approved/stamped plans from Hank Steelsmith for submittal to the building department.All utilities, etc... have been coordinated.Once they have permit construction will take about 30 days.Completion date is unknown at this time. Mr. Bell explained that since the budget is due to the city Manager this Friday, February 28th, that discussion at this point is a little premature, but would like to inform the Commission that he will be proposing, applying for a grant - to match the 55,000 under park construction/improvements, to light the upper grassed ballfields at Prospector Park.Utilizing this as a lit, multi -purpose use area for soccer, football, etc..., cutting down on the overuse of the lower fields and attributed maintenance. Request for Upcoming Agenda Items: Mr. Bell relayed that ballfield lighting is a high priority, we haven't recieved a grant for a couple of years and we have always applied in accordance with rules. All these factors are in our favor for receiving a grant. Discussion on FY 1992/93 Budget Proposal; Multi Use Trail Master Plan Discussion; Update on City/School Complex; Update on Meeting Dates.
