Junction Parks and Commission was held on June 22, 1992 at 7:00 p.m. at Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT Nick McVicker, Chairman Judd Williams Gary Mulholland Loyd Lynch Lois Broman STAFF PRESENT: Jeff Bell, Director of Parks and Recreation Mary D. March, Secretary CALL TO ORDER: PLEDGE OF ALLEGIANCE: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: STAFF COMMENTS: Recreation the Apache Chairman McVicker called the meeting to order at 7:05 p.m. and led the Commission in the Pledge of Allegiance. Lois Broman made a motion to accept the Agenda as presented.Loyd Lynch seconded this motion which passed unani- mously. Mr. Bell informed the Commission: We lost two employees in our Parks Division, one resigned and one trans- ferred to the City's Operations Division Both positions have been filled one by Greg Hanley and the other by Dan Olson. Staff is in the process the annual 4th of July Basically same program as years. "Multi -Use Trail" Master Plan Update: B. FY 92/93 Budget: C. Five Year Parks Plan: Mr. Bell relayed, beginning July 22nd Little League will be hosting the 1992 Arizona Junior Baseball State Tournament. The tournament is scheduled for 9 days and 11 teams from all over the State will participate.Games will be played at the Jr.High School,Varsity and Junior Varsity Fields.Sonic has donated $500 to sponsor tournament and an additional $1300 in advertising has been obtained to date.The District Tournament will also be played in Apache Junction the week prior. Tenative budget adoption is scheduled in two weeks.The City through the Municipal Properties Corporation has arranged for 4 millions dollars with which to build a new Police Department Building, expand the Library and $250,000.00 for park development.This will enable us to apply for matching funds during the next grant cycle.Development will probably consist of tennis, racket- ball and basketball courts and lighting the upper ballfields, because of lower maintenance costs affiliated with these facilities in comparison to turf areas. Jeff Bell,informed the Commission that preliminary plans have been reviewed, input has been provided to the W.L.B. Group and a public hearing will be held in July to finalize plans. Mr. Bell distributed budget information and informed the Commission that City Council directed the City Manager to fund the Recreation Coordinator position, we lost funding for several years ago. Budget was prepared at same funding level as previous year.Asterisks denote addi- tional requests over the amount of the original request. Request for Upcoming Agenda Items: PUBLIC COMMENT: BOARD DISCUSSION: ADJOURNMENT: Mr. Bell distributed participation figures for the summer Program.Aquatics figures are outstanding and more classes continue to be added. Lois Broman asked about the need for another pool. Jeff Bell, responded that at this point we are maintaining o.k.Mesa developed a pool at Alta Mesa for about 1.3 million dollars. Nick McVicker, commented he noticed swim team figures have dropped and would like to see this program offered on a year round basis to build and keep up participation. Mr. Bell relayed to the Commission that he hasn't followed up on the idea of quarterly meetings as of yet and since a public hearing on the "Multi -Use Trail" Master Plan is going to be needed in July would like input on whether we should call a special meeting or hold it in conjunc- tion with a regular commission meeting. Commission preferred to hold the hearing in conjunction with next regular meeting date. "Multi -Use Trail" Master Plan, FY 92/93 Budget Update NONE Gary Mulholland congratulated staff on how well run mass registration as and relayed that the Atlanta Braves are looking for a sister city with and Indian name. Jeff Bell relayed that Apache Junction Sister Cities is sending 2 delegates to Tulsa Oklahoma.Sister Cities International has a City in Italy that is interested in an affiliation with us.Also there is an U.S.? Mexico Sister Cities organization in California and we are checking into their exchange program.
