REGULAR MEETING
September 27, 1993
A regular meeting of the Apache Junction Parks and Recreation
Commission was held on September 27,1993 at 7:00 p.m.at the
Apache Junction City Hall pursuant to notice as prescribed by law.

STAFF COMMENTS:
Chairman McVicker, called the meeting to
order at 7:02 p.m. and led the Commission
in the Pledge of Allegiance.
Gary Mulholland made a motion to accept
the Agenda as presented.Judd Williams
seconded this motion which passed
unanimously.
Judd Williams made a motion to accept the
minutes of June 28, 1993 regular meeting
as presented.Kristi Moyle seconded this
motion which passed unanimously.
Mr. Bell relayed to the Commission that
the last activity on our Heritage Grant
application was a preliminary inspection
of our facilities by State Parks Grants
Team on August 13.The grants team
seemed to be please with our application
and operations but,wasted no time
letting us know that 3.5 million dollars
are available and 8 million dollars have
been requested.
Mr. Bell reminded the Commission members
of the Volunteer appreciation picnic
Friday, October 8, from 5:00 - 9:00 p.m.
at Prospector Park.

OLD BUSINESS:
A. Rodeo Park Update:
Mr.Bell updated staff changes Bob
Bowman, Parks Worker I resigned and Pete
Morgan from Public Works has transferred
back to Parks to fill that position.
Henry Arias, Parks Worker II resigned to
go home to Amarillo Texas, we filled his
position with Todd Ormiston who has since
resigned.We have a part time Park
Attendant position, that we have recently
filled,we believe this individual is
interested in a full time position.We
are going to recommend offering him the
full time Parks Worker I position and
selecting an applicant from the current
eligibility list to fill Park Attendant
position.The City Manager's office due
to poor economic times has been
recommending full time position being
filled with part time individuals.
Multi Use Trail System nomination was
approved,enabling us to apply for
Heritage Grant funds as part of the State
Trails System.
Mr.Bell informed the Commission on
upcoming projects.December 4th the
Chamber of Commerce will be having an
"Old West Festival" at Prospector Park
starting at 8:00 a.m.They're planning a
carnival, petting zoo, entertainment all
day and Old West Celebrities like Jane
Russell, etc...
Annual Veterans' Day Parade is scheduled
for Saturday, November 13, 1993 efforts
are being made to stir up more community
involvement with a BBQ being held at
Prospector Park after the parade,a
Patriot essay &coloring contest
coordinated with the school, and we are
encouraging youths involved in our
current sports leagues to participate in
the parade.
Mr. Bell informed the Commission that no
funding was given to the Rodeo Park in
this years budget.The announcers stand
has burned it is being investigated for

B. 1993/94 Budget
Report:
C. Superstition Park
Update:
arson.Superstition Mountain Promotional
Corporation has develop as a result of
the equestrian study committee.
Gary Mulholland informed the Commission
that the SMPC is incorporated as a non
profit group in Arizona.Their purpose
is to promote the development of this
facility and it is being promoted as
"special events center".The group has
been meeting regularly and gathering
information from other organizations on
development possibilities, requirements,
costs,necessities,etc...A final
report is going to be presented to the
City Council at the October 4, 1993 work
session,making them aware of the
community support and revenues that can
be generated by this type of facility.
Mr.Bell distributed the department's
approved budget for the Commission's
information,adding their are no other
capital improvements budgeted outside of
the matching grant funds for Prospector
Park.
Mr. Bell informed the Commission that he
meet with County Supervisor Sandie Smith
to let her know that the City is very
interested in the County Park but, at the
present time we have no money budgeted or
personnel available to maintain this
facility.Current City Parks Rules and
Regulations were provided so they could
be put into place, plus the County is to
post signage enabling enforcement power
by the City's Police Department.The
City's Engineering Department is working
with the State on an entrance turn lane
into the park from Route 88.
NEW BUSINESS:
A. 1993 Summer Recreation
Report:Mr. Bell distributed Recreation Division
report on the summer program and
clarified the total # of participants in
the 1992 Learn to Swim program should be

1,013 and 1,053 for 1993.This year's
program was very successful citing the
use of teachers in our program as being a
benefit.This is reflected in the very
popular International Travel Series, by
Mrs. Burke.

After discussion about the holidays it
was decided the Commission would meet
October 25,1993 and November 22,1993
regular meeting dates and would have no
meeting in December.

there being no further business and Judd
Williams seconded the motion which passed
unanimously.
