PARKS AND RECREATION COMMISSION

A regular meeting of the Apache Junction Parks and Recreation
Commission was held on January 24, 1994 at 7:00 p.m. at the Apache
Junction City Hall pursuant to notice as prescribed by law.

Councilwoman Pat Richmond, City Council Liaison
Chairman McVicker, called the meeting to
order at 7:05 p.m. and led the Commission
in the Pledge of Allegiance.
Lois Broman made a motion to accept the
agenda as presented.J.R.Palmer
seconded this motion which passed
unanimously.
ACCEPTANCE OF MINUTES:Lois Broman made a motion to accepted the
minutes of September 27,1993,regular
meeting and October 18,1993,special
meeting as presented.Gary Mulholland
seconded this motion which passed
unanimously.
STAFF COMMENTS:Mr.Bell updated the Commission on
department activities since last meeting.
The Chamber of Commerce sponsored an Old
West Festival,December 2-5,1993 at
Prospector Park, even though the park was
not their first choice nor was it
designed to accomodate this type of
activity,everything went well and the
Chamber is planning on making this an
annual event.
We are in the process of doing off season
repairs at the Community/School Pool.

painting the bathhouse and replacing all
the partitions.The new partitions cost
approximately $1300,the Parks
Maintenance Workers are doing the
installation.
At our last special meeting on October
18,1993 the Commission approved a
concept,presented by Bob Debow Sr.
representing Main Street.The concept
was for the improvement of the median
area along the Apache Trail.With the
commission's approval of this concept,
they went to the City Council and have
received some funding to do the entry way
sign, which was designed by Nick Blake,
Parks Superintendent.They have also
contracted with a landscaping architect
firm out of Tucson, to provide them with
conceptual drawings, for the median area
from Meridian to Tomahawk.
Another project that was held in
conjunction with Main Street was our
Christmas program tree lighting ceremony
which was held at Norwest Bank and
included the lighting of 30 trees in the
median for the holiday season.
We recently received approval from the
City Managers office to fill our vacant
Parks Worker position.Nick Blake our
Parks Superintendent has been restricted
to the office with his workload and we
are concerned with productivity in the
field.So,the City Manager approved
changing this position to a field
foreman,the job title is Parks
Maintenance Coordinator. We are in the
process of recruiting for this position
at the present time.
OLD BUSINESS:
A.Rodeo Park Update:Mr. Bell relayed to the Commission that
on December 21st the City Council
allocated $100,000 of the Facilities
Revenue Bonds for the development of the
Rodeo Park.
At last Tuesdays, City Council meeting a
bid was awarded to American Fence Company

in the amount of $51,000 for the rodeo
arena. This work is to be done in time
for the Lost Dutchman Days Rodeo.The
balance is to be used for the electric
and anything after that will be used to
purchase bleachers.
We also received $3400 from the City
Insurance provider to rebuild the
announcers stand.We are currently
soliciting bids for this purpose.
Mr.Bell relayed that are request of
$225,000.00 for Prospector Park Phase III
was approved December 8, 1993.We were
ranked sixth in the state and received
the highest amount of funding.The funds
have not been released from the Treasury,
there is no definite time this will
happen but,we do know it will be
released no later than April 1st.
Mr.Bell,distributed the current Five
Year Prioritized Project List, for annual
update and review.Further advising that
staff will submit a press release to the
local papers requesting public input at
our March 28, regular meeting.
Mr. Bell, distributed current manuals to
the Commission,for review in order to
perform annual update.Several things
need to be considered: A. Southwest Risk,
the City Insurance Provider,has
requested we develop a Loss Control
Manual for the Parks Department,this
would best be included as part of our
procedures manual; B. We need to included
fees for bleacher rentals; C. the Park
Attendant position needs to be added into
the part time classification. D. Current
fees need to be evaluated and new fees
developed for the Rodeo Park.
Mr.Bell will compile fee information
from surrounding communities to provide
at next regular meeting.
