A regular meeting of the Apache Junction Parks and Recreation
Commission was held on June 27, 1994 at 7:00 p.m. at the Apache
Junction City Hall pursuant to notice as prescribed by law.

STAFF COMMENT:
Vice -Chairman Williams called the meeting
to order at 7:05 p.m.and led the
Commission in the Pledge of Allegiance.
Gary Mulholland made a motion to accept
the agenda a presented.Kristi Moyle
seconded this motion which passed
unanimously.
Gary Mulholland made a motion to accept
the minutes from March 28,1994, April
25, 1994 & May 23, 1994 regular meetings
as presented.Lois Broman seconded this
motion which passed unanimously.
Mr.Bell informed the Commission that
three Commissioners terms expire on June
30,1994, they are Judd Williams, J.R.
Palmer, & Loyd Lynch.All have chosen
not to continue serving, we would like to
express our appreciation for years of
valuable service by all.At present time
we have no Talent Bank Applications on
file to fill these vacancies.
Mr.Bell continued by bringing the
Commission up to date on department
activity.
Summer Recreation Program participation
levels were up this year.We tried a new

OLD BUSINESS:
A. Five Year Parks Plan
Discussion:
mail in registration process which went
very well and allowed us to accomodate
most everyone's requests.
Bids were opened for Rodeo Park Arena
Lighting Project today.These bids
consisted of a base bid plus 3
alternates,and range from $84,200 -
$99,500.We will be recommending
acceptance of the base bid plus alternate
#1 = $61,535.00 submitted by Apache Dee's
Electrical Services.
Annually our department participates in
C.A.A.G.'s J.T.P.A.summer employment
program for financial restricted youth in
the Apache Junction area.This year we
have been allotted 3 positions, we have
filled one of these in the parks area.
One week from tonight will be our annual
Fourth of July Celebration, our Fireworks
Company had a fire but they have assured
us there will be no impact on our
program.
We have installed an automated chemical
system at the community pool,costing
$6,000.Chemical, maintenance, and labor
cost savings will offset this initial
expense.
Mr. Bell expressed the need to prioritize
park improvement list, so staff can break
it down into years and add costs for
final approval.
After listening to input regarding the
need for neighborhood parks and the
current and continued development of the
rodeo park, Gary Mulholland made a motion
that all commissioners prioritize the
list individually based on input received
to this point, ranking them one to five,
to be tallied into one list.Lois Broman
seconded this motion which passed
unanimously.

Results of the compiled prioritized list
are as follows:1.Rodeo Park
Improvement, 2. Multi Use Trail System 3.
Pool 4. Prospector Park 5. Neighborhood
Parks.Gary Mulholland made a motion to
forward the prioritize list as voted on
by the Commission to the City Council
recommending their approval.Lois Broman
seconded this motion which passed
unanimously.
B. Operating & Procedures
Manual Review:Mr. Bell recapped proposed changes to the
Commission for their approval.
Staff recommends leaving the ordinance in
tact as the City Council approves Liquor
License which complies with the allowance
of spirituous liquors for special events,
currently.
Change Use by Non Profit Organization to
include the stipulation that regardless
of user category designation,all
fundraising activities will be required
to pay facility use fee.
Picnic Package Groups broke down to
include fees for rental of tables and
chairs by quantity used.
Facility Fee Schedule shows an increase
in Pool Rentals from $35.00 to $40.00
offsetting staff and maintenance costs.
Daily Fees increase for Youths 17 & under
to .75, Adults 18 and over $1.50; Season
passes 17 & under $35.00,18 and over
$45.00, Family $70.00.Rodeo Park Fees
add due to development of facility. Clean
up and damage fees $100.00 refundable,
operation Fee of $100.00 a day or $12.50
per hour, arena preparation fee of $25.00
per prep and $12.50 per hour for lights.
Gary Mulholland made a recommendation to
make changes as recommended by staff and
forward to the City Council for approval.
Lois Broman seconded this motion which
passed unanimously.

NEW BUSINESS:
A. 1994/95 Budget
Discussion:Mr. Bell distributed proposed budget and
informed the Commission that a position
has been added in Parks Division and more
money was budget to offset vandalism
costs.Budget basically allows for
maintenance of current levels and is
scheduled for tentative adoption on July
5th.
B. LDS Park Discussion:Mr. Bell informed the Commission that on
July 1st our 1 year trial lease of LDS
Park comes due.During this year we
expended $35,000 on the facility, $9,000
in personnel cost $20,000 in utilities
and $6,000 in supplies and services.The
facility was utilized by the Little
League Program,Golden Ages Softball
League, Scout Troops for campouts, etc...
use has increased over the last 6 mos.
Mr. Bell recommended entering into a 10
year lease,so City can reap equal
benefits to improvements.
C. Neighborhood Park
Discussion (Palm
Springs):
Gary Mulholland made a motion to continue
with lease for a time period of 10 years
with the stipulation the name be changed
as provided for in ordinance for naming
parks.Lois Broman seconded this motion
which passed unanimously.
Mr. Bell relayed to the Commission that
Nanette McGinnis met with Mayor Perkins
to discuss the development of a
neighborhood park utilizing Weekes Wash.
Since this meeting staff has researched
Weekes Wash which consist of 9 acres,
there is only 20 feet on each side of the
wash, a 40' x 40' area is need for a 4
set swing set,which this would not
accomodate, there is limited access, and
neighboring residents have called voicing
there concerns, seems as though some of
the area that appears to be part of the
Weekes Wash area is actual personal
property.

Mr. Bell suggested the Weekes Wash area
would be better suited as a walkway to
keep pedestrians off of Royal Palm.He
further expressed it would be in the
communities best interest for staff to
work with interested individuals on
avenues open to plan and develop
neighborhood parks.
Gary Mulholland made a motion
recommending staff work with citizens
identifying ways and means of acquiring
land for parks or to develop neighborhood
parks and relay to the City Council that
Weekes Wash is not a viable site to
develop a park.Lois Broman seconded
this motion and it passed unanimously.
Input was received from the Antique
Tractor and Engine Show representatives
on what they would need.They have
utilized this facility annual for several
years now.No representatives were
present from the Chamber of Commerce for
input.
Jeff Bell explained that Nick Blake,
Parks Superintendent will get a concept
done up and contact the Chamber of
Commerce and the Antique Tractor people
to get more input.

Councilwoman Richmond suggested
installing changing tables in the pool
restrooms.She felt this would be very
helpful to mothers of small children.
Gary Mulholland and Lois Broman expressed
to Judd Williams that he will be missed.
Their being no further business Lois
Broman made a motion to adjourn.Gary
