HomeMy WebLinkAbout1994 10.26 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Az. 85219 A regular meeting of the Apache Junction Parks and Recreation Commission was held on October 26, 1994 at 7:00 p.m. at the Chamber of Commerce pursuant to notice as prescribed by law. PRESENT ABSENT Nick McVicker, Chairman Lois Broman Carolyn Clay Nanette McGinnis Kristi Moyle Gary Mulholland STAFF PRESENT:Jeff Bell, Director of Parks and Recreation Mary D. March, Secretary OTHERS PRESENT:Councilwoman,Pat Richmond,City Council Liaison CALL TO ORDER: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: STAFF COMMENTS: Chairman McVicker called the meeting to order at 7:05 p.m. and led the Commission in the Pledge of Allegiance. Lois Broman made a motion to accept the agenda as presented.Nanette McGinnis seconded this motion which passed unanimously. Kristi Moyle made a motion to accept the minutes of June 27,1994 as •presented.Lois Broman seconded the motion and it passed unanimously. Mr. Bell welcomed and introduced new members Nanette McGinnis and Carolyn Clay. Copies of the City Council approved 5 Year Parks Plan and Ordinance #915;Facility Use Fee Schedule, were distributed.Ordinance #915 is part of the Facility Use Manual which will be presented to the Council for approval, November 1st. Mr. Bell relayed he has been dealing with the BLM quite regularly.The BLM now requires utility companies to pay rent on easements, we found this out during the current lighting of the Rodeo Arena project. SRP does not want to pay rent and are filing an appeal, the City most likely will end up absorbing this cost. Due to the development and expressed desire to expanded the rodeo grounds and develop it as a multi event center, BLM has been contacted about combining the Prospector Park and Rodeo Ground Leases, into one lease including the Rodeo Grounds as part of Prospector Park. The City's Engineering Department is looking at 5 acres along Superstition Blvd.to use as a retention area.The 5 acres is part of Weekes Wash, leased by the City. In order for this area to be used for a retention area our lease would have to be changed from a R&PP lease to a Right of Way. Mr. Bell provide the Commission with Summer Recreation Program Report, we had approximately 1500 children participate in the summer program this year. Central Arizona Association of Governments awarded our department "outstanding"agency in Pinal County,for our understanding, administration and participation in the Summer Youth Employment Training Program. Prospector Park Phase III plans are complete and have been forwarded to the BLM, who we have R&PP lease with and Arizona State Parks, who awarded us a matching funds grant for development of the Park, for review, modification, input.Then we will be ready to bid project out. Rodeo Arena Lighting project is 99% complete,an informal lighting OLD BUSINESS: A: LDS Park Discussion: B.Neighborhood Park Discussion: ceremony by the SMPC in conjunction with a Family Equestrian Day by the 4H and Superstition Horseman's Association took place October 22nd & 23rd. City Council and Church approved Commission's recommendation to enter into a 10 year lease with the stipulation that the park be renamed. Mr. Bell suggested since the park is located near Superstition Mountain Elementary School and renaming the park in a timely fashion is recommended we solicit the help of Mr.McVicker in running a park naming contest at Superstition Mountain Elementary School. Gary Mulholland suggested naming the rodeo park at the same time and making it a community wide event. Mr.Bell reminded Mr.Mulholland that if the leases are combined the rodeo grounds will fall under Prospector Park. Gary Mulholland made a motion directing staff to coordinate park naming contest through Superstition Mountain Elementary School. Kristi Moyle seconded this motion which passed unanimously. Mr.Bell informed the Commission since it has been determined the Weekes Wash area is not suitable for a park, Nanette McGinnis and Carolyn Clay have been busy searching for another location in the Palm Springs area. Nanette McGinnis relayed to the Commission that they have put together an inventory of vacant lots in the area.The City's Engineering Department supplied names and #'s to these vacant properties.Letters have been sent to owners of these properties inquiring if there is any C.1994/95 Budget Discussion: NEW BUSINESS: A.Discussion of Retention Basins: B.Request for Upcoming Agenda Items: C.Selection of Next Meeting Date: interest in dealing with the City in this aspect. Mr.Mulholland suggested checking with the County Assessors Office, on property tax delinquencies. Mr.Bell distributed the department's approved budget for the Commission information. Jeff Bell relayed to the Commission a housing development is be built in the Apache Villa area and as part of this development their is an acre retention area that the City Council approved the City to maintain. Since the City will be maintaining these retention areas we will be working with the Engineering Department to set a policy for developers and maintenance of these areas, possibly similar to Mesa.If these areas have recreational value, 2 1/2 acres or larger the Parks and Recreation Department maintains it, if it has no recreational value it is maintained by Public Works. Boys & Girls Club Report; Update on County Park Scenic & Rte 88; Park Naming Contest;Meeting Time Discussion;Election of Officers; Park Playground Equipment. November 28th,with no,regular, meeting in December due to Christmas Holiday. PUBLIC COMMENT:None BOARD DISCUSSION: Councilwoman Richmond commented that she has received a fair amount of comments about the need for swings at the LDS Church Park. Gary Mulholland suggested we ask the City Police Department and County Sheriffs Office to Patrol the Rodeo ADJOURNMENT: APPROVED: Secretary P&RCOM\10\26\94 Facility more regularly. Gary Mulholland also expressed, strong feelings about the City Councils obligation in encouraging the Chamber of Commerce to promote the Rodeo Facility as well as themselves. Kristi Moyle asked about having a security person living at Rodeo Grounds. Jeff Bell mentioned the need for water at the site. Gary Mulholland relayed that he believes BLM has a proviso for stays no longer than 14 days. Lois Broman asked about the new Golf Course. Jeff Bell replied they are to open the front 9 in December.Chuck Baker, Recreation Superintendent met with the Pro at which time he found out they are not presently happy with the City. There being no further business Kristi Moyle made a motion to adjourn.Nannette McGinnis seconded this motion which passed unanimously.
