HomeMy WebLinkAbout1995 01.23 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Az. 85219 A regular meeting of the Apache Junction Parks and Recreation Commission was held on January 23, 1995 at 7:00 p.m. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT Kristi Moyle, Vice Chairman Lois Broman, Secretary Carolyn Clay Nanette McGinnis STAFF PRESENT: OTHERS PRESENT: ABSENT Nick McVicker (Excused) Gary Mulholland (Excused) Jeff Bell, Director of Parks and Recreation Mary D. March, Secretary City Council Liaison, Pat Richmond Councilwoman, Anne Surra Councilman, Doug Coleman Councilman, Keith Hendricks CALL TO ORDER: ACCEPTANCE OF AGENDA: ACCEPTANCE OF MINUTES: STAFF COMMENTS: Vice -Chairman Moyle called the meeting to order at 7:02 p.m. and led the Pledge of Allegiance. Carolyn Clay made a motion to accept the agenda as presented.Lois Broman seconded, motion passed all in favor. On December 15,at a Private Industry Council meeting our department was awarded "Outstanding Agency in Pinal County",for our participation in the JTPA (summer youth employment training) program. Greg Hanley, was promoted permanently to the Parks Maintenance Coordinator position the end of December. In mid -December staff attended a Student Town Hall meeting at the School. Among the items on the agenda was "What type of activities would you like to see offered." The list was quite impressive and included either what we currently offer or activities we have offered in the past.Which exemplifies to me that we need to do a better job of advertising these activities. The City Council awarded certificates to the 15 students who nominated Goldminers Park as the name for the LDS Church Park on 16th Ave,which was approved.The winners will also be treated to a Pizza Party at the newly named park on February 2. OLD BUSINESS: A. Neighborhood Park Discussion Public Hearing (Palm Springs) Mr. Bell explained that this is a public hearing to receive input for a neighborhood park at the proposed site, which is the 3rd and 4th lot on the south side of Linda Avenue east of Royal Palm. Residents who would have immediate impact by the park were mailed notices of this hearing, soliciting their input. At this time Vice Chairman Moyle opened the discussion for public comment and asked that everyone state their name and address for the record first. Mr. Bell read into the record two letters opposing the park one received from Naomi Grams 926 E. Linda Ave received January 16th and the other from Marc Burgess, Jay and Kyle Lovett children who live on Mesquite, received January 23, 1995. Reasons listed opposing the park were increased vandalism & property damage, higher risk of burglaries,graffiti, hangout for kids at night, unsupervised children,drugs,noise,increase in traffic (both pedestrian & vehicular). Children in the area do not need a park they have plenty of room in their own yards and friends to play with.Planned developments have an area designated for a park so you know this when you buy your house, not as an after fact.Produces an B. Discussion on Meeting Dates & Times: NEW BUSINESS: A. Report on Park Projects: unsafe environment for children living in this area.Residents in opposition of proposed neighborhood park are as follows: Gerald Messenger - 908 E. Mesquite Kent Slocum - 1100 E. Linda (& Cactus) Marcia Lovett - 950 E. Mesquite Ralph Weinberg - 961 E. Mesquite Jim Lovett - 950 E. Mesquite James Mauer - 905 E. Mesquite Ron LeDuc - 884 E. Linda Florence Lane - 944 E. Linda Jerry Burgess - 926 E. Mesquite Deborah Evans - 612 E. Desert spoke in favor of the park.She lives over by the Youth Center and they have not experience any of the problems cited above.She feels it would be a benefit to the children of the area. The Commission decided they would postponed making a recommendation on this issue until the next meeting due to the absence of Commission members. Those who are in attendance and have signed in will be notified of the meeting. This item was postponed for discussion until the next regular meeting. We are currently out for bid on Prospector Park Phase III.Phase III includes the development of 3 tennis courts, 4 racquetball courts, 6 ramadas, 2 basketball courts, restroom facility, access roads,additional lighting.The project is broken down into a base bid which includes the lights,restroom building and ramadas,each additional facility will be bid as an alternate. Bid opening is February 8, at 10:00 a.m. At the last City Council meeting staff was directed to enter into an agreement for the purchase and installation of perimeter fencing at the Rodeo grounds. The bid was awarded to American Fence Co. for approximately $28,000.The Chamber of Commerce and the Antique Tractor Association have agreed to contribute B. Report on Lost Dutchman Days: C. Request for Future Agenda Items: $6,000 each towards the fencing in exchange for extended use of the facility.In the Chamber of Commerce's case this agreement will be for 5 years and the Antique Tractor Association's agreement will be for 10 years. Mr. Bell informed the Commission that he attended a LDD Safety meeting on January 11,1995,our departments main responsibility is getting the rodeo grounds ready for the upcoming festivities, all of which will be held at the rodeo grounds this year with the exception of the parade.
