HomeMy WebLinkAbout1995 02.27 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Az. 85219 A regular meeting of the Apache Junction Parks and Recreation Commission was held on February 27, 1995 at 7:00 p.m. at the Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT Nick McVicker, Chairman Kristi Moyle, Vice Chairman Lois Broman, Secretary Carolyn Clay Gary Mulholland STAFF PRESENT: Nanette McGinnis Chuck Baker, Recreation Superintendent Nick Blake, Parks Superintendent Mary D. March, Secretary OTHERS PRESENT:City Council Liaison, Pat Richmond CALL TO ORDER:Chairman McVicker, called the meeting to order at 7:05 p.m.and the led the Commission in the Pledge of Allegiance. ACCEPTANCE OF AGENDA:Gary Mulholland made a motion to accept the agenda as presented.Kristi Moyle seconded this motion which passed unanimously. ACCEPTANCE OF MINUTES:Lois Broman motioned to accept the minutes of January 23,1995,regular meeting which was seconded by Gary Mulholland and passed unanimously. STAFF COMMENTS:Chuck Baker,Recreation Superintendent and Parks Superintendent,Nick Blake briefed the Commission on the Department's activity. Mr. Baker distributed the March, April, May issue of the Citizen brochure which catalogues all activities and programs offered currently.He also distributed the 1994 Year End Report which highlights our departments accomplishments and future goals one of which is to do a better job of informing the public on whats available. OLD BUSINESS: A. Report on Park Projects: Mr. Baker further informed the Commission that all Department employees have undergone Drug Testing Policy Training. Mr.Blake informed the Commission that Lead Worker,Charles Gabb resigned his position, February 27,1995. Lost Dutchman Days was held this last weekend and was very successful outside of expected parking problems. Gary Mulholland commended not only the Parks and Recreation Department but also the Public Works Department for all their efforts and support in making this Lost Dutchman Days a success. Mr. Blake reported the perimeter fencing at the Rodeo Grounds was completed February 17th, by American Fence Company. Who did an excellent job of install 2800 feet of fence in less then 2 weeks. The Chamber is utilizing a research team consisting of 6 A.S.U. student, who will compile information for a Master Plan for expansion of the rodeo facility as a special events center.You may be contacted in the next couple of weeks to complete a questionnaire to this effect. Report should be complete by the end of the A.S.U. semester, sometime in May. Mr.Blake informed the Commission that the bids for Phase III of Prospector Park were rejected because they were over the budgeted amount.The plans will be revised to bid the upper ballfield lighting and restroom building as separate package.Project will be rebid the end of March. Mr. Blake relayed that on March 6 staff will be meeting with BLM representatives and the local archaeological group to, discuss BLM requirements for archaeological sites on city leased properties. B. Neighborhood Park Discussion/Action (Palm Springs): C. Nick Blake relayed to the Commission that based on public opposition from last months public hearing,limited size of property,concerns with traffic and expense of perimeter wall and loss associated with tentative lease staff recommends against utilizing the site for a neighborhood park. After some discussion Gary Mulholland made a motion recommending the City Council not consider the Linda Avenue site for a neighborhood park.Kristi Moyle seconded this motion which passed 4 in favor and 1 opposed. Discussion on Meeting Dates and Times:After some discussion Gary Mulholland made a motion to keep the meeting dates and times the same.Carolyn Clay seconded this motion which passed unanimously. NEW BUSINESS: A. Discussion of Summer Recreation Program: B. Request for Future Agenda Items: C. Selection of Next Meeting Date: PUBLIC COMMENT: BOARD DISCUSSION: Chuck Baker distributed last years Summer Brochure and report.This years brochure will go out by the week of May 15th and the summer program will begin the week of June 19th and run for six weeks except for Pool programs. Gary Mulholland asked why the program ends at the end of July, first of August. Chuck Baker replied the program ends due to budget limitation and the fact that participation levels drops off significantly in August. March 27, 1995 at 7:00 p.m. Councilwoman Richmond asked staff what it would take to get ashtrays at City Hall playground.Staff will check into this. NONE ADJOURNMENT: APPROVED: There being no further business Gary Mulholland made a motion to adjourn. Kristi Moyle seconded the motion and the meeting was adjourned unanimously.
