HomeMy WebLinkAbout2001 03.07 PRC MinutesCITY OF APACHE JUNCTION PARKS AND RECREATION COMMISSION 1001 North Idaho Road Apache Junction, Az. 85219 A regular meeting of the Parks and Recreation Commission was held on March 7, 2001, 6:00 p.m. at the City of Apache Junction City Hall pursuant to notice as prescribed by law. PRESENT ABSENT Nick McVicker, Chairman Pat Richmond, Vice -Chairman Richard Anderson Brian Milkey Clyde Nelson Theresa A. Nesser Andrea Hinkel (Excused) Staff Present:Jeff Bell, Director of Parks and Recreation Mary March, Secretary Others Present:Mitch Pew, Renaissance Point HOA CALL TO ORDER: ACCEPTANCE OF THE AGENDA: ACCEPTANCE OF MINUTES: Chairman McVicker called the meeting to order at 6:00 p.m. and led the Commission in the Pledge of Allegiance. Theresa A. Nesser made a motion to accept the agenda as presented.Clyde Nelson seconded this motion which passed unanimously. Brian Milkey motioned to accept the minutes from February 7, regular meeting as presented.Pat Richmond seconded this motion which passed unanimously. STAFF COMMENTS:Mr. Bell updated the Commission on department activity as follows: We have made offers on the Recreation Coordinator and Customer Service Representative positions, applications for Park Attendant are currently being reviewed and we recently, lost a Parks Worker and are recruiting presently. Staff has been working with Gary Nine from the School and local competitive runners who would like to coordinate a marathon.The course they have chosen begins at the Don's Camp and ends at Prospector Park, approximately 26 miles. They presented this to the Council requesting the City's support and assistance. A lot of approvals are going to be needed; the event is to take place in January 2002. Will update Commission accordingly. Park facility use is high at this time of year, just completed Lost Dutchman Days, the Antique Tractor Show takes place this weekend followed by the Goldfield Ghostriders St. Patrick's Day Poker Ride at the Rodeo Grounds. Little League practice has started, utilizing all park grass areas. City Council authorized a compensation study, to compare where the City positions fall within the current market. Last study was performed approximately 12 years ago. OLD BUSINESS: A. Park Project Update:Jeff Bell updated Commission on Park Projects as follows: B. Senior Center Relocation Discussion: C. Multi -Use Trail Naming Discussion: NEW BUSINESS: Superstition Shadows Park design is 90% complete. We are dealing with issues in regards to utilities, but project is on schedule.Demolition work will be done in house; plans are to utilize schools spring break to bring down the racquetball courts. Expansion of Prospector Park Maintenance Facility is a little behind schedule due to time delay in ordering of metal building. Grant application was submitted to State Parks for $250,000.00 for the next phase of Superstition Shadows Park.State Parks accepted the application as complete, putting us in a good position point wise. We have contracted with TruGreen Landscape for the maintenance of the open space areas at Renaissance Point and Arroyo Verde. This is a 6 -month pilot program. Mr. Bell informed the Commission, that the Catholic Church is selling their old church, but we have met with Desert Chapel United Methodist Church who has a 5,000 sq.,ft. fellowship hall with kitchen that would serve our needs.We were budgeted $25,000.00 for improvements to the Catholic Church facility in return for 3 to 4 years of use.Since Desert Chapel's facility does not need improvements and would strictly be a lease arrangement $25,000.00 over a 4 year period comes out to about $700.00 per month. The church was thinking more along $1800.00 per month. Both parties are willing to negotiate.Will update commission accordingly. Mr. Bell informed the Commission that Superstition Horseman's Association is scheduled to present the request to name the multi -use trial "Sheep Drive Trail" at the March 19,2001 City Council work session. A. Renaissance Point Landscape Discussion: B. Establish Date of Facilities Tour: C. Multi -generational Center Discussion: Mitch Pew with the Renaissance Point HOA requested the commission's assistance in finding some creative ideas and resolve to issues dealing with the wash area on the north side of renaissance point which is natural vegetation rather than rock like the south side. Mr. Bell relayed to the commission the estimated cost to improve the north wash area to look like the south side was projected to be $60 to $65,000. Originally we tried to work out a three-way deal for the improvement with the developer, but could not.Jeff suggested maybe working on a phased approach. Staff will talk with other departments at weekly development meeting and get some ideas and explore resources, for example maybe Public Works might have some extra supplies we can obtain. We will explore a few avenues and come up with something in the next 30 days. Jeff suggested planning for May when it stays light later and asked Theresa A. Nesser about use of the county van.Theresa A. Nesser said it would be permissible. Mr. Bell distributed and reviewed a draft letter of responsibilities from the Boys and Girls Club in regards to the City's, Mesa Senior Centers and the Boys and Girls Club proposed partnership. Ownership of proposed site is unclear. The B&GC have asked for first right of refusal in regards to usage of surrounding park area, City already has generous use policy in effect. B&GC are to provide all youth and teen services, need clarification on what all consists of.B&GC to provide $100,000.00 of either inkind services or cash to be paid over a three year period of time, needs clarification.B&GC to provide computer lab, what does this consist of.The million dollars liability will need to be adjusted 2 million is now required.What upgrades or they suggesting may need to be made in the next four years that they are taking responsibility for? Equipment in the multigenerational is to be shared needs some clarification.Jeff relayed he gets the feeling that management feels things have changed since Boys and Girls Club first approached the City, by not providing what was originally represented. Brian Milkey suggested a counterdraft. Theresa A. Nesser relayed that the Gates Corporation provided the B&GC with 21 complete workstations. Jeff will draft a letter for clarification. D. Request for Upcoming Agenda Items:Park Project Update; Renaissance Point; Senior Center; Multi -generational Center Discussion. E. Establish Next Meeting Date:April 4, 2001 PUBLIC COMMENT:None ADJOURNMENT:Their being no further business Richard Anderson made a motion to adjourn, Theresa A.
