Parks and Recreation Commission

A regular meeting of the Apache Junction Parks and Recreation Commission was held on
April 6,2005 at 6:00 p.m.at the Apache Junction City Hall pursuant to notice as
prescribed by law.

CALL T0 ORDER:Chairman Nesser,called the meeting to order and led the
Commission in the Pledge of Allegiance.
ACCEPTANCE OF AGENDA: •Conrad Pisinski made a motion to accept the agenda as
presented.Richard Anderson seconded the motion passed
unanimously.
ACCEPTANCE OF MIKTES:Patricia Richmond made a motion to accept the minutes of
February 3,2005 as presented.Vincent Barr seconded and
the motion passed unanimously.
STAFF COMMENTS Mr.Bell relayed to the Commission,staff is busy with
renovations and relocating our department staff,while
training new recreation assistants and recruiting:for
Customer Services Representative,Parks Worker,Park
Rangers and summer Aquatic and Recreation Leaders.
OLD BUSINESS:
A.Park Project Update:Mr.Bell relayed to the Commission that Prospector Park
Parking Lot Improvement.Project is out for bid.The_shade
•structures are being added at Prospector Park Maintenance
Facility.This project is being done in house by our Shop
Technician.Parks Crew has installed granite access way
along the southwest side of Goldminers:Rark allOwing
access to the Concession Building.The gates -nave been
installed at Superstition Shadows Park Aquatic Center and
are being locked during school hours.

B.Heritage Fund Update:Mr.Bell informed the Commission that funds remain
available and the heritage fund is being fully funded and
lottery dollars are up.
C.Open Space Update:Mr.Bell relayed to the Commission that the City Manager
has determined to submit the Arizona Land Preservation
Application.Application is being completed,still
checking on legal descriptions of surrounding areas.
D.Vandalism Report:Mr.Bell distributed to the Commission a copy of a recent
press release that was' submitted to the newpapers,
emphasizing the positive impact the City's Park Ranger
Program has had on vandalism.to City facilities.We have
been concerned for sometime how to get information on park
facility vandalism out to the community in a positive
manner.This article has seemed to accomplish our intent.
Mr.Bell also relayed to the Commission that three,5°
graders have been charged in the arson to the playground
at Superstition Shadows Park.A $200 reward was posted at
the Park,motivating a young individual to go to a.school.
counselor and tell them he knew of someone who was
involved.
NEW BUSINESS:
A.Discussion on Multi generati onal Center:
MN Bell relayed to the Commission:that he is schedule to
make a.presentation to-the.City Council on April in
regards to operation and policy issues related to the
Multi Generational Center.Mr.Bell distributed a draft
of information to be presented ,including proposed hours
of operation,amenities,fee structure with applicable
breakdown,
An issue needing to be addressed will. be the clear wording
in membership contract in regardsto refunds,other City's
have expressed they have had problems in'this area.Other
issues will include television programs in game room;what
food items to vend in machines,instructor fees fitting
within what is budgeted -.
Our strategy in opening this facility is a very simple
approach -.Having -a simple basic -fee structure,:simple
programming and hours of. operation set in place initially.
We do not want to put a program into place that is not
going. to be successful: We would like:to take the time to
see what people would like to have offered.It's easier
to add then to take away.

We our out for bid for all the fitness equipment
currently.Age requirements are going to be based on the
manufacturers recommendation.
Mr.Bell relayed to the commission that the contractor is
talking about June I completion date,which will most
likely not include punch list completion.The Recreation
software training for the system going into the center
will not take place until the third week of June.We are
entering our summer program and opening the swimming pool
at this time.We also have a lot of seasonal/part time
staff that are very qualified to work at the center,who
are working the summer program,they can't do both.As
you can see the timing is not good but,very important.We
feel once we are ready to move in,training is complete
and the software program is up and running i t would be
nice to do a soft opening,conduct some tours and plan for
a grand opening sometime around the first of September for
the Center and City Hall.
