Superstition Boulevard Apache Junction, Arizona 85119 A regular meeting of the City of Apache Junction Parks and Recreation Commission was held September 2, 2009 at the Apache Junction City Hall pursuant to notice as prescribed by law. Present Absent Theresa A. Nesser, Chairman (arrived at 6:17 pm) Conrad Pisinski, Vice -Chairman Stephen Amrhien Mona Barton John Mahony Sandra Schenone Wayne Standage Staff Present: Jeff Bell, Parks & Recreation Director Brad Steinke, Development Services Director Mary D. March, Secretary CALL TO ORDER: Vice -Chairman Pisinski called the meeting to order at 6:04 pm and led the Commission in the Pledge of Allegiance. ACCEPTANCE OF AGENDA: Sandra Schenone motioned to accept the minutes as presented.Wayne Standage seconded the motion which passed unanimously. ACCEPTANCE OF MINUTES: Wayne Standage motioned to accept the minutes of August 5, 2009, regular meeting as presented.Mona Barton seconded the motion which passed unanimously. DIRECTOR'S REPORT: Mr. Bell informed the Commission that the presentation by Judy Borey on the Apache Junction Boys & Girls Club has .been scheduled for the October 7, 2009 meeting. Mr. Bell relayed the White House Christmas Tree has been select from the Apache Sitgreaves National Forest and will be transported by truck throughout Arizona.The Nation's Christmas Tree Coordinator has made contact with different cities soliciting interest in planning something?Theywill be through our area November 13th and will a lot an hour for the tree to be here. Mr. Bell informed the Commission he has met with Roger Hacker, City's Grants Coordinator and Chrystal Sawyer, Special Interest/Events Coordinator in regards to July 4th fundraising.A letter soliciting support from the business community, utilizing the concepts developed by IEG, our marketing consultants, will be distributed. This approach should not compromise future efforts. OLD BUSINESS: Update and discussion on intergovernmental agreement between the City of Apache Junction and the Apache Junction Unified School District. Mr. Bell updated the Commission on what has transpired since he shared the challenges the City and School District are faced with, last month. The City is gathering data on exchange of services, not only facilities but permits, road projects, etc_and devising a strategy in an effort to assist with the approval of the School override. NEW BUSINESS: Presentation and discussion on updating the City's General Plan Mr. Bell introduced Brad Steinke, Development Services Director. Mr. Steinke advised the Commission, his department is in charge of planning, building and code compliance, which includes managing the general plan. The general plan is a blueprint for a community to grow by and the most important part is the policy that governs it.The State requires this plan to be updated every 10 years.Our current plan was approved in 1999 and is actually still pretty good.. The Parks and Recreation Master Plan was also done at that time and needs some updating. Mr. Steinke distributes information related to the Goals and Objectives for the Parks and Recreation Master Plan. He further inquired if the Commission would like Mr. Bell to edit and bring update back or go through line by line. After some discussion it was agreed the Commission would review the goals and Mr. Bell would update the policy.The Commission reviewed the goals with Mr. Steinke for Parks and Recreation Facilities and Parks and Recreation Programming.Mr. Bell with update policies related to the area reviewed, provided to Mr. Steinke for his blessing and the Commission will pick up their review at next months meeting, with the 1999 General Plan Goals, Objectives and Strategies. Request by Commission for placement of items on future agenda. Boys and Girls Club Presentation; Updating General Plan; Rodeo Grounds Update.
