Superstition Blvd. Apache Junction, Az. 85119 A regular meeting of the City of Apache Junction, Parks and Recreation Commission was held October 1, 2014 at the Apache Junction City Hall pursuant to notice as prescribed by law. Present Theresa A. Nesser, Chairman Wayne Standage Jr., Vice -Chairman Mona Barton Jesse Gage Jennifer McGraw Jeff Struble Staff Present: Absent (late) Judy Borey Jeff Bell, Director Liz Langenbach, Recreation Superintendent Mary D. March, Administrative Assistant CALL TO ORDER: Vice -Chairman Standage called the meeting to order at 6:06 p.m. and led the Commission in the Pledge of Allegiance. ACCEPTANCE OF AGENDA: Jesse Gage motioned to accept the agenda as presented. Mona Barton seconded this motion, which passed unanimously. ACCEPTANCE OF MINUTES: Jesse Gage motioned to accept the minutes of September 3, 2014, regular meeting.Jennifer McGraw seconded the motion, which passed unanimously. DIRECTOR'S REPORT: Mr. Bell advised the Commission that he, Nick Blake, Parks Superintendent, Theresa Nesser, Chairman Parks & Recreation Commission attended S.A.L.T. planning session which was very informative. S.A.L.T. believes they need to have an Executive Director and the position should be paid.They are very interested in getting more youth involved.A representative from Tucson made a presentation on Pima County's open space program, wonderful program. Mr. Bell advised Commission on department activity as follows: Dennis Stevens - 26 year employee retired from the parks division.We have hired two new parks workers, one filling this vacancy. In the recreation division we have filled a part-time position for fitness & sports with Riley Mullender, who did an internship with us this summer. There is no news to relay in regards City/School IGA. Nick Blake, Parks Superintendent worked with and Eagle Scout on an interesting project, a human sun dial.The sun dial is located in the complex park located between the Multi- Generational Center and Public Library. MGC adult membership continues to drop, senior memberships are higher than adult. Upcoming Events include second annual Mud Run on October 18th, Mr. Bell shared a promotional video featuring last year's event, that was prepared by Larry Binion, Fitness Coordinator.The Halloween Carnival will be held October 318t at Prospector Park, Festival of the Superstitions will be held November 8-9, followed by the Veteran's Day Parade, November llth.Annual Wellness Event will take place at the Multi -generational Center on November 15th, the Little Buckaroo's Rodeo and our 1st Pickleball Tournament will be held November 2 2 nd ,closing out the year with the annual Holiday Event on December 6, 2014. OLD BUSINESS: Presentation and discussion on the establishment of mobile stage use policies and fees. Liz Langenbach, Recreation Superintendent provided information related to the use of mobile stage solicited from Buckeye, Marana, Maricopa, Mesa, Phoenix, Prescott, Scottsdale and Tucson for review by the Commission and consideration when setting and updating facility/equipment use fees and policy. Liz Langenbach also advised the Commission that ideally we would like to use the mobile stage for a year, so we have a better idea of what is all involved in its use. Jennifer McGraw asked how would we handle budgeting for staff. Liz replied, our current fee schedule has personnel fees built into it. Jennifer McGraw also asked, how would we handle warranty issues? Liz Langenbach replied, currently user provide event insurance, rental contract would need to include damage clause, some things may be our responsibility and stage does have warranty. The AJ Mounted Rangers provide security at our larger and overnight events. Jesse Gage asked if justification to purchase stage required revenues to be generated. Jeff Bell responded, it was not a requirement of purchase, the stage was purchased with impact fees. Jeff Bell also mentioned notes from Buckeye and Marana are a little scary as to why they have restricted rental of equipment. If this was not on our work plan, we would not be addressing this issue. Mona Barton confirmed that currently we do not charge for cosponsored events. Chairman Nesser commented on interest in selling advertising on side of stage? Liz Langenbach replied events want their own sponsorships, the stage will be in storage the majority of the time, not mobile regularly. Liz Langenbach further explained outside of Buckeye all the agencies listed have had their stage for 8-10 years.Prescott rents theirs 15-20 times a year. Tucson/Oro Valley and Marana use with other Parks and Recreation Departments. Jeff Bell reminded the commission that we currently do not rent out for profit making purposes unless the profits benefit another non-profit organization.Our fee study is coming up in the near future where the majority of policy decisions will be made. Hopefully giving us time to utilize and develop policy and fees when we are comfortable to do so. Jeff Struble asked if the Commission can request revenues generated to be used to replace stage when needed. Liz Langenbach responded we can make recommendation and CIP also handles these kind of things. NEW BUSINESS: Request by the Commission for placement of items on future agenda. Legislative Work Plan Update; Establishment of mobile stage use policies and fees. Selection of next meeting date.
