Parks and Recreation Commission

A regular meeting of the City of Apache Junction Parks and
Recreation Commission was held February 1, 2017 at the Apache
Junction City Hall pursuant to notice as prescribed by law.

CALL TO ORDER:
Chairman Nesser called the meeting to order at 6:00 p.m.
and led the Commission in the Pledge of Allegiance.
ACCEPTANCE OF AGENDA:
Chairman Nesser hearing no objections accepted the agenda
as presented.
ACCEPTANCE OF MINUTES:
Chairman Nesser hearing no objections accepted the minutes
of December 7, 2016, regular meeting as presented.
DIRECTOR'S REPORT:
Liz Langenbach, updated the Commission on department activity as
follows:
Senior services responsibilities at the MGC are fully ours now
with Pinal Gila Council for Senior Services providing congregate
and home delivered meals.
Front office services, personnel and coordinators were
successfully moved over to the senior service office/counter
area the middle of December. We are handling front counter
services and coordination which includes program registration,
facility reservation and senior services.
Staff is currently researching options for presentation at the
February 21, 2017, City Council meeting. We will be requesting
direction on how to proceed come July 2017.
The City Council will hopefully adopt our Park rules at their
next meeting.
Parks Division is busy with walk through of every park,
assessing short and long terms needs.
OLD BUSINESS:
Flatiron Community Park Development Update
Liz Langenbach advised the Commission we are anticipating
construction to wrap up the end of February.Staff begins
training on vortex tomorrow which Matt McNulty will be filming.
The ground is currently being prepared for the sod to go in this
week.Roof structure should go in next week.Please be advised
the trees are currently dormant, no need to worry.
The Grand Opening will not be until end of April in order to
allow the sod to establish.The only weekend date we have
available between now and then is the 2 2 nd .The park will be
open once the fence goes down. We will have a small ribbon
cutting in March but, will not encourage heavy use until after
the Grand Opening. At which we will be having live music, a
26ft. screen for movie in the park, a few food trucks, the
splash pad will be available as well as life sized Jenga,
Kerplunk and Connect 4 games to be played.Events will take
place from 5 - 8:30 pm.
Heather Moeller inquired about how overflow of parking during an
event, like movie in the park was going to be handled.
Liz advised during big events people will utilize parking area
around the downtown area as they do in Gilbert and other cities
with similar downtown areas.
Liz further advised the property owner of the vacant open area
to the northeast of the park is willing to allow us to grub that
area and use for parking during big events. This is been a topic
of discussion lately related to future downtown development.
NEW BUSINESS:
Presentation and discussion with City Attorney on open meeting,
conflict of interest and public record laws.
Attorney Joel Stern distributed information, encouraged the
commission to read and familiarize themselves with the
information provided and offered to discuss and answer any
questions the commission may have.
He further encouraging the commission to be aware of the
perception of a quorum when they are attending other public
meetings or events. Suggesting at meetings, sitting in different
locations in the audience.Transparency is of the utmost
importance.
He further suggested if you have a conflict of interest during
the course of a meeting to be sure and disclose & withdraw
yourself from participation in any actions and further suggested
it to be wise to leave the room and not return until a
recommendation has been attained.
Lastly public records are anything related to conducting public
'business.
