HomeMy WebLinkAbout2018 04.04 PRC MinutesCity of Apache Junction Parks and Recreation Commission 300 East Superstition Blvd. Apache Junction, Az. 85119 A regular meeting of the City of Apache Junction Parks and Recreation Commission was held April 4, 2018 at the Apache Junction City Hall pursuant to notice as prescribed by law. Present Absent Wayne Standage, Vice -Chairman Theresa A. Nesser (Excused) Judy Borey Heather Moeller (Excused) Luciano Buzzin Jesse Gage Frank Schoenbeck Staff Present: Liz Langenbach, Parks & Recreation Director Mary March, Administrative Assistant CALL TO ORDER: Vice -Chairman Standage called the meeting to order at 6:01 p.m. and led the Commission in the Pledge of Allegiance. ACCEPTANCE OF AGENDA: Frank Schoenbeck motioned to accept the agenda for April 4, 2018 Parks and Recreation Commission meeting as presented. Luciano Buzzin seconded the motion, which passed by a vote of 5-0 in favor of the motion. ACCEPTANCE OF MINUTES: Jesse Gage motioned to accept the minutes of March 7, 2018, regular meeting as presented. Luciano Buzzin seconded the motion, which passed by a vote of 5-0 in favor of the motion. DIRECTOR'S REPORT: Liz Langenbach, Director updated the Commission on department activity as follows: Registration for all summer programs is currently open, as in the past we had early bird registration for Learn to Swim classes for residents. On March 24t1i, the City, Chamber of Commerce and AM Events hosted the Blues and Brews Festival at Flatiron Community Park. Tickets sold out on-line, for a first time event it went very well. As always with a first time event there are things to improve on, we received a lot of good input from people and a lot of positive comments on the facility especially the grass. The Police Department was very happy with event and safety issues.All in all the event went very well and we now know that we can host events like this at our downtown park successfully. Our next partnered event is Earth Day with Horizon Health on April 21st at Earth Heart Park.This is a very popular event and Horizon Health always does a great job. Mother's Day - Tea Party will be hosted at the Multi- generational Center on May 5th this is another very popular annual community event. Department budgets requests for fiscal year 18/19 have been submitted, we will advise as the budget process progresses. The new kooldecking at the swimming pool looks and feels very nice.We will also be replacing some playground equipment out of this year's budget and due to the nationwide and local popularity of pickleball and the low utilization of our tennis courts, we will be modifying some of our existing courts to be multifunctional by adding pickleball lines. This modification is simple, very inexpensive, reversible, if necessary, and will meet the needs of our community's current demand. Prospector Park's master plan does include additional tennis courts to the North of existing facilities. Commissioner Schoenbeck added that tennis courts are very expensive roughly $6500.00 per court if the concrete is there and further inquired if indoor courts would be utilized more. Liz responded the concrete for tennis courts is very important and specific for outdoor courts and since we have no indoor venue is not sure on utilization. OLD BUSINESS: Special Event Processes Update Liz Langenbach provided and reviewed final updates to the City's special event process, which consists of 2 pages. The first page will help an individual determine who their initial contact person should be. Jeff Kopp, Parks and Recreation's facility coordinator for events at City park facility or Al Bravo, Public Information Officer for events held within the City limits. Special event needs and associated processes, general requirements and timeline have been broken into five categories. This should help determine when to start the process, what is required and how long it will take and/or cost.The second page is the City's Parks, Trails and Open Space Map depicting reservable and non -reservable locations. Notes for staff are noted on reverse side of map. We will share this process with the City Council and hopefully begin sharing with agency and vendors moving forward. Active Transportation Plan Liz Langenbach advised everyone that an initial meeting with J2 Engineering for the purpose of obtaining input for a comprehensive transportation plan that encompasses all modes of transportation to be integrated into and to enhance existing infrastructure and future development, is being held at the Multigenerational Center at 7:00 pm, tonight.Additional meetings are scheduled through October to receive input from user groups representing different modes of transportation needs. Election of Officers Vice -Chairman Standage opened the nomination for Parks and Recreation Commission Chairperson. Frank Schoenbeck nominated Theresa Nesser. Vice Chairman Standage called for additional nominations for Chairperson 3 times. Judy Borey nominated Frank Schoenbeck and Luciano Buzzin nominated Wayne Standage. Nominations were closed and role call voting in order of nomination commenced as follows: Theresa Nesser for Chairman received 1 Yes and 4 No. Heather Moeller absent, Luciano Buzzin No, Frank Schoenbeck Yes, Theresa Nesser absent, Wayne Standage No, Jesse Gage No, Judy Borey No. Frank Schoenbeck declined the nomination for Chairman. Wayne Standage for Chairman received 5 Yes and 0 No. Heather Moeller absent, Luciano Buzzin Yes, Frank Schoenbeck Yes, Theresa Nesser absent, Wayne Standage Yes, Jesse Gage Yes, Judy Borey Yes. Chairman Standage opened the nomination for Parks and Recreation Vice Chairperson, Luciano Buzzin nominated Judy Borey. Chairman Standage called for additional nominations for Vice -Chairperson 3 times, Judy Borey nominated Jesse Gage.No other nominations were received. Nominations were closed and role call voting in order of nomination commenced as follows: Judy Borey for Vice Chairman received 4 Yes and 1 No. Heather Moeller absent, Luciano Buzzin Yes, Frank Schoenbeck yes, Theresa Nesser absent, Wayne Standage Yes, Jesse Gage Yes, Judy Borey No. Call to the Public: None Request by the Commission for placement of items on future agenda.
