Call to Order Chairman Standage called the meeting to order at 6:02 p.m. 2. Roll Call Present 7- Chairperson Standage, Commissioner Schoenbeck,Commissioner Moeller. Commissioner Gage, Commissioner Waldie,Commissioner Buzzin,and Vice Chair Borey Staff Present: Liz Langenbach, Parks and Recreation Department Director Mary March, Parks and Recreation Department Adminstrative Assistant 3. Pledge of Allegiance Chairman Standage led the Commission in the Pledge of Allegiance. 4. Acceptance of Agenda 19-022 February 6, 2019 Chairman Standage called for a motion to accept the agenda for February 6, 2019, regular meeting. Vice Chairman Gage motioned to accept the agenda as presented. Commissioner Borey seconded. The Parks and Recreation Commission accepted the agenda as presented. Approved in a vote of 7 in favor 0 opposed. (yes: Borey, Moeller, Buzzin, Schoenbeck, Standage, Gage, Waldie. no: none) 5. Acceptance of Minutes 19-023 December 5, 2018. Chairman Standage called for a motion to accept the minutes of December 5, 2018, regular meeting. Commissioner Schoenbeck motioned to accept the minutes as presented. Commissioner Buzzin seconded. The minutes were approved in a vote of 7 in favor 0 opposed. (yes:Waldie, Borey,Moeller, Buzzin, Schoenbeck, Standage, Gage. no:none) City of Apache Junction,Arizona Pagel Parks&Recreation Commission Meeting Minutes February 6,2019 6. Parks and Recreation Director's Report Liz Langenbach reviewed items included in commissioners packet as follows:Winter issue of APRA Magazine and informational handout on the Mayor's 2019 State of the City address. Further advising the following adenda items have been included under the Director Report allowing for update and discussion as needed. 19-024 Facilities Update-Director's update on projects and opportunities in the parks and other service areas. Programs Update- Director's update on upcoming events and activities. Director Langenbach provided updates on the following facilities:The pool is currently being replastered first time since renovation in 2002. Last year we replaced the kool-decking.We will also be addressing ADA transition items enabled during this project.. Completion date for this project is January 31, 2019. Apache Trail of Trees improvements is a project that came about after the median improvements were designed and improvements were made from Idaho to Phelps using TIF funding that was no longer available upon completion of the project. The remaining improvements from Phelps to Meridian had no funding source. Recently the Sustainability Allliance group reached out offering to apply for grants to get native trees donated and lead a volunteer effort to plant trees in the median from Phelps to Meridian.We will be taking to City Council in a couple of months. Chairman Standage asked will the Active Transportation Plan improvements impact this project. Liz advised the median improvements will be a scaled down version from the orignal plan allowing for other improvements. We have been updating playgrounds with small items this year. Next fiscal year we are budgeting and looking for grants to purchase bigger equipment. Park buildings and facilities are also getting painted within this budget year. Program updates provided included link to calendar on our website for all our events and major partnered events. Lost Dutchman Marathon registration is up in all events 25%compared to race day last year. This year's event will take place February 16-17. Lost Dutchman Days Rodeo and Parade are the following weekend. 7. Old Business 19-025 Dog Park Presentation and continued discussion on preferred locations and amenities of a future dog park in Apache Junction. Director Langenbach provided and reviewed information discussed previously at the three sites, Prospector Park, Silly Mountain and the County Complex Retention Basin.The County Complex was first choice of all commissioners most viable,economic and realistic. Size is comparable, bigger than most dog parks,centrally located. City of Apache Junction,Arizona Page 2 Parks&Recreation Commission Meeting Minutes February 6,2019 Liz Langenbach also advised we currently are in a intergovernmental agreement with the county for maintenance related to basin, land is BLM Lease with County possibly transferrable. Input from public received has primarily been the county complex. Will bring back item to next meeting for final public input and recommendation to the City Council. 19-026 General Plan 2020 Discussion on elements to be included in the Parks and Recreation chapter of the General Plan and potential citizen outreach methods. Liz Langenbach provided slide show presentation of General Plan requirements and process. Advise theme for 2020 Plan is Legendary Landscape and Lifestyle. Plan includes overview of elements, soliciting and compiling data from community is where we are in the process currently. Chapter 9 is the Parks&Recreation component of the 2010 Master Plan.We will be moving up and will become Parks, Recreation and Open Space in 2020 plan. We are tasked with identifying existing facilities, development and needs for inclusion. Suggestion received included enhancement of the entrance to the east from Gold Canyon,walking and biking lanes in large medians referencing Springfield, Oregon, pickleball courts due to demand,focus on young families with children by requiring sidewalks in new home developments. Silly Mountain Park , Legends Loop to be added to CAP Trail depicting trailhead, incorporating horse crossovers and entry points. 8. New Business 9. Call to Public None 10.
