Call to Order Chairman Standage called the meeting to order at 6:01 p.m. 2. Roll Call Present 5- Chairperson Standage,Commissioner Schoenbecc,Commissioner Moeller,Moe Chair Gage,and Commissioner Borey Excuegd 1- Commissioner Waldie Absent 1- Commissioner Buzzin Staff Present: Liz Langenbach, Parks and Recreation Department Director Mary March,Parks and Recreation Department Administrative Assistant 3. Pledge of Allegiance Chairman Standage led the Commission in the Pledge of Allegiance. 4. Acceptance of Agenda 19-079 March 6,2019 Chairman Standage called for a motion to accept the agenda for March 6,2019, regular meeting. Commissioner Schoenbeck motioned to accept agenda as presented.Vice-Commissioner Gage seconded.The Parks and Recreation Commission accepted the agenda a presented. Approved in a vote of 5 in favor 0 opposed.(yes:Borey,Moeller,Schoenbeck,Standage,Gage. nomone.Absent:Buzzin,Waldle) 5. Acceptance of Minutes 19-080 February 6,2019 Parks and Recreation Commission Regular Meeting Chairman Standage called for a motion to accept the minutes of February 6,2019,regular meeting. Vice Chairman Gage motioned to accept minutes as presented.Commissioner Borey seconded.The minutes were approved in a vote of 5 in favor 0 opposed.(yes:Borey, Moeller,Schoenbeck,Standage,Gags. no:none.absent Buzzin,Waldie). My aMpuft JuncBon,A►kom page, Parks&Recreation Commission Meeting Minutes March 6,2016 January 8,2019 Special Joint Meeting of the Planning and Zoning Commission and the Parks and Recreation Commmission. Chairman Standage called for a motion to accept the minutes of January 8,2019 Special Joint Meeting Planning and Zoning Commission and Parks and Recreation Commission. Vice Chairman Gage motioned to accept the minutes as presented. Commissioner Moeller seconded.The minutes were approved 5-0.(yes:Gage,Borey, Moeller,Schoenbeck, Standage. no:none.absent:Buzzin,Waldle). S. Parks and Recreation Director's Report Facilities Update-Director's update on projects and opportunities in the parks and other service areas Director Langenbach provided updates on the following facilities.The pool replester is wrapping up this week. We have recieved the refurbished play structures and are having some difficulties reinstalling. The manufacturer has offered to come out and offer their assistances. We have three new pieces of playground equipment for Prospector Park this year.The playground installers showed up on a Saturday and Installed the equipment and we are working with them to get it moved around a little. Programs Update - Director's update on upcoming events and activities Director Langenbach provided updates on the following events. The annual Lost Dutchman Marathon had a 20%increase in participation this year. Some individuals down graded from the full marathon to half marathon allowing us to accomodate more full marathoners on the day of the event this year. Eight hundred volunteers provide this event which benefits our community. Lost Dutchman Days Rodeo started off rainy but was dry by the weekend.Another great event provided by volunteers with funds benefitting our community&youth serving events. Events the following weekend included Art in the Park,Concert In the Park,Sleepover,and our Run. Followed by the upcoming Superstition Blues&Brews a partnered event between the City, Chamber of Commerce and a promoter. Last year they had 2000 people show up of 5000 Interested. This year 18,000 are interested,the facility can not hold that many we anticipate the event to meet capacity this year. Our Citizen Brochure will be out first of April in the AJ Independent News and will also be promoted through email blasts. Early bird registration for swim lessons and pool rentals will be available to our residents starting March 18th. 7. Old Business CrryofApsehe Junction,Atha= pipe 2 -- Parks&RecreaUan Convnisslon Meeting Minutes March B,2019 19-083 Dog Park Presentation,continued discussion,and consideration on preferred locations and amenities of a future dog park in Apache Junction. Director Langenbach recapped the history related to a dog park facility in our community. Currently the area that has been the most popular for this facility to be put in place In a timely fashion and meeting our communities need is the county park retention area. It is already maintained by the City,County is on board with this and it exceeds the requirements laid out in the ASU study. Least expensive and easiest to get in place in a timely fashion.Great proximity to downtown area and accessible to highest density of citizens. Required amenities most requested minimum 5'fences with double safety gates with a minimum of 1 acre of grass. Separate area for small/passive and large dogs,water source for drinking,shade and seating for their humans.Funding sources include development fees,corporate partnerships,grants, fundraising events and general fund dollars. Chairman Standage,there being no public or further discussion by the commission or staff dosed this Item and asked for a recommendation. Vice Chairman Jesse Gage moved that the proposed recommendation for dog park be approved and forwarded to the City Council. Chairman Standage asked for a second. Frank Schoenbeck seconded the motion. Chairman Standage requested a roll call vote forwarding the dog park recommendation to the City Council.Which passed by a vote of 5 in favor 0 opposed.(yes: Standage,Gage,Borey,Moeller,Schoenbeck.no:none,absent: Buzzin,Waldie). 19-085 General Plan 2020 Discussion on elements to be included in the Parks and Recreation chapter of the General Plan and potential citizen outreach methods. Liz Langenbach relayed to the Commission that we have been asked to generalize and condense information for this update. The current general plan is more of a work plan for us,for example the timelines will be beneficial for CIP planning and update. Chairman Standage recalled during the last update the more detail was encouraged for funding purposes,grants etc... 8. New Business 9. Call to Public None 10.
