Call to Order Chairman Standage called the meeting to order at 6:17 pm 2. Roll Call Present 4- Chairperson Standage, Commissioner Gage, Commissioner Waldie, and Commissioner Borey Excused 1 - Vice Chair Moeller Absent 2- Commissioner Schoenbeck, and Commissioner Buzzin Staff Present: Liz Langenbach, Parks and Recreation Director Mary March, Parks and Recreation Administrative Assistant 3. Pledge of Allegiance Chairman Standage led the Commission in the Pledge of Allegiance. 4. Acceptance of Agenda 20-113 March 4, 2020 Chairman Standage called for a motion to accept the agenda for March 4, 2020 regular meeting. Commissioner Waldie motioned to accept the agenda as presented. Commissioner Gage seconded. The Parks and Recreation Commission accepted the agenda as presented. Approved in a vote of 4 in favor 0 opposed. (yes: Borey, Gage, Standage, Waldie; no: none) 5. Acceptance of Minutes 20-114 December 4, 2019 Chairman Standage called for a motion to accept the minutes of December 4, 2019 regular meeting. Commissioner Gage motioned to accept the minutes as presented. Commissioner Borey seconded. The minutes were approved in a vote of 4 in favor 0 opposed. Parks and Recreation Director's Report 20-115 Facilities Update - Director's update on projects and opportunities in the parks and other service areas. Director Langenbach advised that we had submitted application for renovation of our Little League Fields to the Diamondback's Relighting Project for conversion from traditional lighting to LED lighting, several years ago and were unsuccessful but, they have recently contacted us because, they had some extra money and are able to fund our relighting project, plus provide us with a large scoreboard. The installation will be a challenge with the Little League season schedule. This is one of the projects on our energy conservation list and will be completed at no cost to our city. Skatepark fencing is to be replaced with aluminum fencing, we are currently working with City Attorney for bid documents. 20-116 Program Update - Director's update on upcoming events and activities Director Langenbach update commission on programs as follows, Apache Trail Median will be annual event, landscaping two sections along the trail every year, date will be changed to early in October. Tree Alliance will still be providing trees and taking donations. Youth Advisory Committee wants to stay involved with make a difference day and having more volunteer opportunities with cleanup and park projects through out the year. Lost Dutchman Marathon sold out 3 weeks prior to the event, big fund raiser for the community. Lost Dutchman Parade was last weekend weather was good. Concert in the Park was Beatles Tribute attendance was 500-600 individuals. SACA reported attendance for the John Denver tribute concert to be 700 we believe more like 1,000 coming and going. Blues and Brews is coming up we can always use volunteers and the Summer Brochure comes out the first of April. 7. Old Business 20-118 Dog Park Design - Discussion and Presentation on the updated conceptual design for the dog park located at county retention basin and next steps. Director Langenbach updated the Commission on the status of the dog park conceptual design (Phase 1). Updates included design features such as a low wall to manage water flow around the edge of the facility, maximizing the dog area availability with the least amount of impact from water, while allowing adequate area for a multipurpose facility. Currently spillway accumulates at N.E. corner of facility. Many trees are already existing and vegetation along the edge will serve as a buffer between the park and roads. Design also includes 5'fencing, decomposed granite pathways, concrete entries, and some kind of art is required to be included. Suggestions have included sponsor/donor recognition, dog commemoration fence with dog tags on fence, an idea seen in France and suggested, the utilization of community groups and City of Apache Junction,Atlzona Page 2 Parks &Recreation Commission Meeting Minutes March 4,2020 subgroups for fundraising, assistance with rules and signage ideas and a maintenance volunteer Committee. We are working on final list related to IGA with County for the dog park, City will taking on the utilities for the dog park. The County has busy court days we need to work around, which can be incorporated into facility maintenance schedule. We do have some challenges with eroding. Nick Blake is contracted for this purpose working with Development Services and Public Works to resolve. Phase II will be lighting of the facility, hopefully solar estimate is$100,000.00 same a standard electrical line but will be a major cost savings in operation. 20-120 General Plan 2020 Update - Presentation on the General Plan that will be going to voters in August. Director Langenbach advised commissioners the 2020 General Plan is done, it was completed in house and is available on the City website. It is scheduled for vote on August 41h. The plan is the City's general guidelines to follow. The Parks and Recreation Plan will be updated separately. 8. New Business 20-121 MGC Climate Control- Presentation and discussion on issues with HVAC and climate control within the Multi-Generational Center Director Langenbach provided history on heating and cooling at the MGC, measures that have been taken and adjustments that have been made and what we are currently doing that seems to be working. Commissioner Gage expressed he has not heard many comments lately, but it hasn't warmed up. Suggested possibly putting together a focus group. 9. Call to Public Katrina Streinbrunger 8339 N. Vista Road Apache Junction Spokes person from Zumba Group appreciated concern and prior discussion, further expressing it is okay now but, it is not summer yet. Further relaying the International Fitness Association and others have regulations on temperatures while working out. Commissioner Waldie inquired about getting historical data related to this issue. 10. Requests for Future Agenda Items MGC Temperature; Dog Park Design; Budget,Apache Junction Median Project, 11.
