Call to Order Chairman Standage called the meeting of the Apache Junction Parks and Recreation Commission to order at 6:02 pm and requested roll call attendance. 2. Roll Call Present 6- Chairperson Standage,Commissioner Schoenbeck, Vice Chair Moeller, Commissioner Gage, Commissioner Buzzin,and Commissioner Borey Absent 1 - Commissioner Waldie Staff Present: Liz Langenbach, Parks and Recreation Director Mary March, Parks and Recreation Administrative Assistant 3. Pledge of Allegiance Chairman Standage led the commission in the Pledge of Allegiance. 4. Acceptance of Agenda 20-431 September 2, 2020 Chairman Standage called for a motion to accept the agenda of September 2, 2020 regular meeting. Commissioner Schoenbeck motioned to accept the agenda as presented. Commissioner Buzzin seconded.The Parks and Recreation Commission accepted the agenda as presented. Approved in a vote of all present in favor, no one opposed. 6. Acceptance of Minutes 20-432 July 1, 2020 Chairman Standage called for a motion to accept the minutes of July 1, 2020, regular meeting. Commissioner Buzzin motioned to accept the minutes as presented.Vice Chairman Heather Moeller seconded. The minutes were approved in a vote of all present in favor, no one opposed. Parks and Recreation Director's Report 20-433 Facilities Update-Director's update on projects and opportunities in the parks and other service areas. Director Langenbach advised the commission due to our renewed IGA with the school district, maintenance of Superstition Shadows Park has been returned to the City. Our parks staff has been very busy establishing grass, painting ramadas, basically sprucing up the entire facility. The park is really looking nice, if you get a chance check it out. Prospector Park will not be over seeded this year to save water and build credit with the Arizona Department of Water Resources. Flatiron Park will be over seeded because it is downtown. Superstition Shadows Park due to it not being over seeded for many years has and the City Complex Park and Veteran's Memorial Park because they are smaller parks are also being over seeded this year. Director Langenbach further advised the commission that we have been approached by an individual that has proposed erecting a 50' x 80'flag at Flatiron Park and raising funds for this purpose. Director Langenbach provided some research information as follows:The flag would possibly require a 240'flagpole with 24' being underground. The flag would need to be replaced every 4 to 6 months. Staff will be sharing basic information and recommendation with City Council in October. Commissioner Schoenbeck suggested photo shopping what a flag of that size would look like at the Park. Commissioner Borey inquired as to the purpose of the request. Director Langenbach advised just wants to recognize Veterans. 20-434 Programs Update- Director's update on upcoming events and activities. Programs update was deferred to COVID report because all information is related. 7. Old Business 20-435 Dog Park Update- Discussion and presentation on dog park design, grant solicitation, corporate partnerships and citizen committee to assist with fundraising and feedback. Director Langenbach advise the commission that she is happy to be in the design phase. Met with J2 Engineering and Nick Blake yesterday and has provided a conceptual drawing in their packets. Updates are as follows; drainage capacity and efficiency has been addressed to have no standing water. Maintenance, safety of dogs and owner issues have been eased with concrete&rip rap in drainage areas. In large storms water will flow around the park, efficiently flowing under the road to the other side and dispersing into the downtown area. A sample of fencing material was provided advising it is customizable, blends in with environment and has breakaway ability to keep from being or causing damaged in a large City of Apache Junction,Arizona page 2 Parks& Recreation Commission Meeting Minutes September 2,2020 storms. Solar lighting is proposed, cost is equivalent to hard wired lighting. Savings will be realized, after developed, in usage. A percentage of artwork is required in development and a lot is available. Development will be similar to Flatiron Community Park utilizing development fees, corporate sponsorships and grants. There is a lot of interest in our community and we will be utilizing,volunteer citizen committee groups in regards to amenities, fundraising and operations. 20-436 Apache Trail Median Improvements- Update and discussion. Director Langenbach provided information on annual median improvements coming up in October.Advising we will be working with the same partners such as Rubicon and Arizona Sustainability Alliance. Public Works has been working on drainage issues, existing plants are suffering.We will have to see how they come back in the spring. Public Works has received money for curb and gutter improvements, so we will be partnering our annual improvements where curbs&gutters exist. 20-437 COVID19- Update and Discussion Director Langenbach advised commission parks remained open with amenities closed according to the Governor's order. By July community spread increase and Fitness Center was shut down and has remained shut down to this point. An appeal process was available to reopen in a small way, so we started the process which was to take 10 days. We were approved to reopen September 3rd at ten percent fitness capacity- reservations are required and must sign up in advance. September 14th is target date for starting fitness Gasses which will be held in bigger rooms. Indoor facility so masks will be required. Can use outdoor facilities unmasked. Temperature checks will be performed,they are quick, easy and less invasive. 8. New Business None 9. Call to Public None 10. Requests for Future Agenda Items None 11.
