Call to Order Chairman Standage called the meeting of the Apache Junction Parks and Recreation Commission to order at 6:00 pm 2. Roll Call Present 7- Chairperson Standage, Commissioner Schoenbeck,Vice Chair Moeller, Commissioner Gage, Commissioner Waldie,Commissioner Buzzin, and Commissioner Borey Staff Present: Liz Langenbach, Parks and Recreation Director Mary March, Parks and Recreation Administrative Assistant 3. Pledge of Allegiance Chairman Standage led the commission in the Pledge of Allegiance. 4. Acceptance of Agenda 20-497 October 7, 2020. Chairman Standage called for a motion to accept the agenda of October 7, 2020 regular meeting. Commissioner Schoenbeck motioned to accept the agenda a presented. Commissioner Buzzin seconded.The Parks and Recreation Commission accepted the agenda as presented. Approved in a vote of all present in favor, no one opposed. 5. Acceptance of Minutes 20-498 September 2, 2020 Chairman Standage called for a motion to accept the minutes of September 2, 2020, regular meeting. Commissioner Buzzin motioned to accept the minutes as presented. Vice Chairman Moeller seconded. The minutes were approved in a vote of all in favor no one opposed. 6. Parks and Recreation Director's Report 20-499 Facilities Update - Director's update on projects and opportunities in the parks City or Apache Junction,Arizona Pagel Parks&Recreation Commission Meeting Minutes October 7, 2020 and other service areas. Director Langenbach advised the Commission annual clean ups at Silly Mountain and Focal Point will be postponed until cooler months due to the extreme heat. In the meantime an inventory of plants and signage will be performed for replacement at a later date. Our Parks department will spruce up the botanical walk in the meantime. The big dumpsters will still be available to residents and will be located in open area behind focal point until full. Make a difference day planting will take place this November with team Rubicon. Arizona Sustainability Alliance will be scheduled for trees in the next couple of weeks. We will also have a spreader for installation of granite this year. Although trees are native we have been hand watering due to severe drought this year. Park facilities to be over seeded this year are Superstition Shadow, Flatiron, City Hall Complex and Veteran's Memorial Parks. Prospector will not be over seeded but grass areas will be aerated and watered, will be green just not lush. 20-500 Programs Update - Director's update on upcoming events and activities. Director Langenbach provided department Halloween flyer to the Commission and advised will be similar to Easter Event. Participants will drive around town Trick or Treating to participating local businesses.Virtual Costume Contests and Pumpkin Carving Contest will be conducted as well as a week long monster scavenger hunt with the help of local businesses. MGC participation is going well, busiest times are morning with 15 people per time slot, pre registration required. Fitness classes are averaging 3-8 people, one yoga class had 12 participants. We have not had to turn anyone away, nor have we had any problems with people wearing masks. Recreation staff did a great job of getting information out to the public ahead of time. School will be back in session next week so, virtual classroom will no longer be necessary. Participation averaged 18-20 students per day. Movies in the Park held at the Rodeo Grounds have become very popular with families and will continue through the end of the year. 7. Old Business 20-501 Dog Park Update- Discussion and presentation on dog park design, grant solicitation, corporate partnerships and citizen committee to assist with fundraising and feedback. Director Langenbach advised the commission the Art Commission loved their ideas and are thinking along the same lines. They have been tasked with researching additional ideas to be considered. J2 Engineering is focusing on drainage, making sure enough research and data has been compiled so everyone is comfortable with design. Once more people are here we will set up committees. The City has just hired a new Grants Coordinator, a meeting will be scheduled once on board. 20-502 COVID 19 - Update and Discussion City or Apache Junction,Arizona Page 2 Parks&Recreation Commission Meeting Minutes October 7,2020 Director Langenbach advised we have a drive through COVID testing site 7 days a week from 7:00am to 7:00pm, located in the City's parking lot at the northeast comer of Superstition Blvd. and Idaho Rd., behind Veteran's Memorial Park. They are schedule through the end of the year most insurance covers, no additional cost is required of participants even if they are uninsured. Staff continues to clean parks morning, midday and deep cleaning in the evening. Parks have remained open. 8. New Business 20-504 Flag Update - Update and Discussion Director Langenbach updated Commission on status of installation of large flag and flag pole at Flatiron Park. Research was provided to City Council at their last regular meeting. Veteran's organizations will do fundraising with VFW being keeper of funds. Cost estimate to install is $80,000 to$110,000.00. Alternative locations to be considered include Prospector Park and Veteran's Memorial Park as requirements to locate at Flatiron Park are not feasible. More research needs to be completed before moving forward. 9. Call to Public none 10.
