Call to Order Chairman Standage called the meeting of the Apache Junction Parks and Recreation Commission to order @ 6:00 pm. 2. Roll Call Present 7- Chairperson Standage, Commissioner Schoenbeck, Vice Chair Moeller, Commissioner Waldie, Commissioner Buzzin, Commissioner Borey,and Commissioner Kyhn Staff Present: Liz Langenbach, Parks and Recreation Director Mary March, Parks and Recreation Administrative Assistant 3. Pledge of Allegiance Chairman Standage led the commission in the Pledge of Allegiance. 4. Acceptance of Agenda 20-564 November 4, 2020 Chairman Standage called for a motion to accept the agenda of November 4, 2020 regular meeting. Commissioner Schoenbeck motioned to accept the agenda as presented. Commissioner Buzzin seconded. The Parks and Recreation Commission accepted the agenda as presented. Approved in a vote of all present in favor, no one opposed. 5. Acceptance of Minutes 20-565 October 7, 2020 Chairman Standage called for a motion to accept the minutes of October 7, 2020 regular meeting. Commissioner Buzzin motioned to accept the minutes as presented. Commissioner Borey seconded. The minutes were approved in a vote of all in favor no one opposed. 6. Parks and Recreation Director's Report City or Apache Junction,Arizona Page 1 Parks&Recreation Commission Meeting Minutes November 4, 2020 Director Langenbach introduced the Commission's newly appointed member Diele Kyhn, who advised the commission that she was born and raised in Apache Junction.When she was 18 she moved to Gilbert,that lasted about a year and she moved back home and bought a house. This last year she decided she wanted to get involved in her community and is very excited about her appointment. Director Langenbach advised City Attorney Joel Stern will be present at December 2, 2020, regular meeting for annual review and update of Open Meeting Laws, Code of Conduct, Conflict of Interest Law, Parliamentary Procedures and Public Record Law. 20-566 Facilities Update - Director's update on projects and opportunities in the parks and other service areas. Director Langenbach advised of major retro fit of LED lighting at MGC with budget savings. Parks division performing task. The MGC HVAC units need replacing working at 25%capacity, this was not budgeted for. SRP has a rebate program available, one will be replaced this year and the other will be replaced th following year. Due to the heat weeding/cleaning and plant inventory has been major tasks at Silly Mountain and Focal Point areas.Annual planting in median will take place mid November. 20-567 Programs Update -Director's update on upcoming events and activities. Director Langenbach relayed our Halloween Event was a great success with over 500 trick or treaters visiting drive through booths hosted by City businesses and our City facilities. Charlie Wise who usually hosts the trunk or treat annually was very involved, donating candy and rounding up businesses. Online costume and pumpkin carving contest are still to be judged and announced. Adult Softball Leagues are starting AIA COVID Rules compliant and Youth Soccer starts this Saturday, masks in the dugouts but not on the playing field and distancing is required of fans. 7. Old Business 20-568 Dog Park Update - Discussion and presentation on dog park design, grant solicitation, corporate partnerships and citizen committee to assist with fundraising and feedback Director Langenbach relayed we have received 90% complete drawings. Sam Jarjice in Development Services is reviewing, we have a few minor changes and are getting great feed back. Project estimate with additional concrete etc.. is$800,000.00 and$900,000.00 with solar lighting. Next steps will be reaching out to citizens who have expressed interest in being on volunteer committees. We would also like to include a couple Youth Advisory Board Members and individuals with the Paws&Claws Center. 20-569 Apache Trail Median Update- Update and Discussion Director Langenbach advised this years first planting in the median will take place Saturday, November 7th followed by the Arizona Sustainability Alliance tree planting event the following weekend. 20-570 COVID 19-Update and Discussion Director Langenbach advised MGC& Fitness has not changed since September, county City of Apocho Juncgon,Anzons pogo 2 Parks&Recreation Commission Meeting Minutes November 4, 2020 benchmarks have not improved. Staff is reduced,we are not filling vacant positions. Holiday event will be modified as drive through event involving the business community. Parks and open space has not changed we are considering large groups on a case by case basis with a COVID Plan following guidelines submitted for review. In an emergency we are designated as a Point of Distribution(POD)for water distribution, possible vaccine distribution. Currently we have had 1700 individuals receive COVID tests. That is 50-100 people a day. Revenues are down. We've received money from FEMA and PGSSC to update senior service kitchen equipment. Contracted CADCC to transport our seniors to appointments and shopping, we still have GRIC money for this purpose. Library is provide book swap and we are still providing meals. 8. New Business 20-571 Report on Veterans Remembrance locations-presentation and discussion on major amenities proposed, constructed and renovated with the Parks and Recreation Department. Director Langenbach reviewed history of Veteran dedications/remembrances with the City. The Gazebo at Veteran's Memorial Park corner of Idaho and Superstition dedicated in 1982, City has provide landscape improvements, replaced brick name plates and maintain to date, Trail of Flag in 2000, two miles of flags on Apache Trail with no lighting or halyards, flags and poles were put up at sunrise and taken down at sunset by City staff. This was replaced by the flags at the Marquee in 2012, with military memorial. Director Langenbach met with Veteran's group and flag vendor to walk Flatiron Park concerns were expressed. We will be looking at all facilities to pick best location. Commission expressed concerns with everything being located in the same general area. 9. Call to Public None 10.
