Call to Order Chairman Standage called the regular meeting of the City of Apache Junction Parks and Recreation Commission to order at 6:02 pm 2. Roll Call Present 6- Chairperson Standage, Commissioner Schoenbeck,Vice Chair Moeller, Commissioner Buzzin, Commissioner Borey, and Commissioner Kyhn Excused I - Commissioner Waldie Staff Present: Liz Langenbach, Parks and Recreation Director Joel Stern, City Attorney Mary March, Parks and Recreation Administrative Assistant 3. Pledge of Allegiance Chairman Standage led the commission in the Pledge of Allegiance. 4. Acceptance of Agenda 20-634 December 2, 2020 Chairman Standage called for a motion to accept the agenda of December 2, 2020 regular meeting. Commissioner Schoenbeck motioned to accept the agenda as presented. Commissioner Buzzin seconded. The Parks and Recreation Commission accepted the agenda as presented. Approved in a vote of all present in favor, no one opposed. 5. Acceptance of Minutes 20-635 November 4, 2020 Chairman Standage called for a motion to accept the minutes of November 4, 2020 regular meeting. Commissioner Luciano Buzzin motioned to accept the minutes as presented. Commissioner Judy Borey seconded. The minutes were approved in a vote of all present in favor, no one opposed. Parks and Recreation Director's Report 20-639 Facilities Update- Director's update on projects and opportunities in the parks and other service areas. Director Langenbach advised the Commission we have paid the first installment of$20,000.00 to the Bureau of Land Management starting the required 12 step pre-purchase process for the Rodeo Grounds.. We have finalized construction documents for the dog park and are currently finalizing fundraising efforts. The plan is to go out for bid in spring or summer as funds allow. The Governor has ordered no new COVID restrictions related to current MGC operations. 20-641 Programs Update- Director's Update on upcoming events and activities Director Langenbach relayed to the Commission the City's Christmas tree is up and this years parade will be a reverse light parade scheduled this Saturday, December 5th. Floats and decorated vehicles will be stationed along North Apache Trail and participants will drive by. Businesses were also encouraged to decorate. Chamber of Commerce is hosting Jingle in the Junction. All events are posted on our Website and Facebook. 7. Old Business None 8. New Business 20-642 City Attorney Annual Update Update, review and discussion of 2020 Code of Conduct, Conflicts of Interest Law, Open Meeting Law, Parliamentary Procedure and Public Record Law. City Attorney Joel Stern provided information for annual review on; Council, Boards and Commissions Code of Conduct, Conflict of Interest Law, Open Meeting Laws, Parliamentary Procedure and Public Records Law, all revised September 2020. Provided guidance, cited examples and actions, answered questions and emphasized the importance impartiality, transparency and duty as a civil servant. 20-643 Update on State Trust Land Auction Director Langenbach shared video City Manager presented to City Council with Development Services Director Larry Kirch. City Manager Bryant Powell advised 4 square miles of state trust land to the south of Apache Junction between Elliot and Ray Roads was auctioned off for about$245,500,000.00 for the construction of new homes. Director Langenbach relayed that our General Plan and Active Transportation Plan are guidelines we have in place that will need to be followed by the developer. Once development begins the surrounding areas will also start growing. Development fees that we utilize for improvement will continue to increase. This is in the very beginning stage many things will need to be considered.
