Call to Order Vice-Chairperson Borey called the regular meeting of the City of Apache Junction Parks and Recreation Commission to order at 6:01 pm. 2. Roll Call Present 5- Commissioner Schoenbeck, Commissioner Moeller,Commissioner Buzzin,Vice Chair Borey,and Commissioner Kyhn Excused 1 - Chairperson Standage Absent I - Commissioner Waldie Staff Present: Liz Langenbach, Parks and Recreation Director Jamie Sullivan, Recreation Superintendent Riley King, Parks and Recreation Management Analyst Mary March, Parks and Recreation Administrative Assistant 3. Pledge of Allegiance Vice-Chairperson Borey led the commission in the Pledge of Allegiance. 4. Acceptance of Agenda 21-091 March 3, 2021 Vice-Chairperson Borey called for a motion to accept the agenda for March 3, 2021 regular meeting. Commissioner Buzzin motioned to accept the agenda as presented. Commissioner Kyhn seconded. The Parks and Recreation Commission accepted the agenda as presented. Approved in a vote of all present in favor, no one opposed. 5. Acceptance of Minutes 21-092 January 6, 2021 Vice-Chairperson Borey called for a motion to accept the minutes of January 6,2021, regular meeting. Commissioner Schoenbeck motioned to accept the minutes as presented. Commissioner City or Apache Junction,Arizona Page r Parks&Recreation Commission Meeting Minutes March 3,2021 Buzzin seconded. The minutes were approved in a vote of all present in favor, no one opposed. 6. Parks and Recreation Director's Report 21-093 Facilities Update- Director's update on projects and opportunities in the parks and other service areas. Director Langenbach updated and advised on the following: Nothing new to report on BLM property. We have seen an increase in calls from citizens related to illegal camping on the open space area.There are at least 150 signs on the open space area related to no dumping, no camping, cleaning up after pets with associated penalty and fines, but no contact number for reporting listed. Decals have been purchased and affixed on the signs with the Park Ranger department direct line and police department contact number so citizens can report and Rangers can manage at time of occurrence. Press releases are planned for two open space community clean up events,from Meridian to Ironwood and North of Lost Dutchman Boulevard for anyone interested in volunteering. We will also post information on our website. 21-094 Programs Update-Director's update on upcoming events and activities Director Langenbach advised the commission Mayor Wilson made a presentation supporting the 2021 Get Out Arizona Campaign, encouraging people to get out and be active for the entire year. Related department activities coming up include the annual Superstition Sleepover at Prospector modified to follow CDC and state guidelines. Prospector Park will be shamrocked with painted rocks to find and Leaping Leprechaun Hunt at Silly Mountain starts March 13th. Florence,Queen Creek and Apache Junction have joined together challenging our communities to get out and get active.The goal is to achieve 200,000 active minutes collectively in a three month period. During Spring Break Virtual Open Gym and Sports Clinics are scheduled. Participation numbers have dropped at the MGC slightly over the last month. We have opened the gym for shoot arounds, are scheduling pickleball by reservation and plan to utilizing the climbing wall during spring break. Commissioner Schoenbeck inquired about utilization of volunteers. Director Langenbach advised we have not been utilizing, but may consider moving forward. Summer plans are to open up the pool, provide swim lessons and aquatic classes and open swim at reduce capacity. Currently the Independent will print a full page of activities for us and we will supplement with printing a shortened version in house. 7. Old Business 21-095 Parks and Recreation Fee Study Update Director Langenbach advised Parks and Recreation fees were last reviewed and increases approved by the City Council in 2015. Commercial Fees were looked at in 2018 and no action was requested. Riley King department Management Analyst was introduced for presentation of fee and guideline research compiled utilizing our market cities. Commercial use of stage was discussed. Staff will bring back info to share based on input at next meeting with plans for recommendation to City Council by May. City otApacbe Junction,Arizona Page 2 Parks&Recreation Commission Meeting Minutes March 3. 2021 21-096 Dog Park Update Director Langenbach advised the Commission the IGA with Pinal County related to the development of the Dog Park has been signed by Pinal County and adopted by the City Council at last nights council meeting. Plans are to be out for bid in April for award of bid in May. Citizen group has had their first Zoom meeting and planning next meeting for end of March, in the mean time we will advertise for more input. 8. New Business 21-097 Arizona State Parks -Outdoor Recreation Grants Presentation and discussion on upcoming grants to assist with updates to Superstition Shadows Park and Silly Mountain Park Director Langenbach advised the Commission that Land and Water Conservation Fund (LWCF)Grant program has become available again. This is a 50/50 match grant utilized to assist with outdoor recreation sites. We received funds previously for Phase I of Prospector Park and Open Space Area, Superstition Shadows Park and City Hall Complex Park. We will submit grant application for renovation of tennis courts and replace of restroom at Superstition Shadows Park,we will also need to find match money but, can do over several years. Recreation Trails Program has match program we will be able to utilize for a new restroom, ramada and updates to the security fencing at Silly Mountain Park. 9. Call to Public none 10.
