Call to Order Vice Chair Borey called the regular meeting of the City of Apache Junction Parks and Recreation Commission to order at 6:02 p.m. 2. Pledge of Allegiance Commissioner Schoenbeck led the Pledge of Allegiance. 3. Roll Call Present 4- Commissioner Schoenbeck, Commissioner Moeller,Vice Chair Borey,and Chairperson Moore Excused 2- Chairperson Standage,and Commissioner Kyhn Absent 1 - Commissioner Buzzin Staff Present: Liz Langenbach, Parks and Recreation Director Jamie Sullivan, Recreation Superintendent Carol Otto, Parks and Recreation Administrative Assistant 4. Consent Agenda Commissioner Frank Schoenbeck moved that the Parks and Recreation Commission accept the agenda as presented and approve the minutes from the October 6,2021 regular meeting. Commissioner Heather Moeller seconded the motion. Yes: 4- Commissioner Schoenbeck,Commissioner Moeller,Vice Chair Borey and Chairperson Moore No: 0 Excused: 2- Chairperson Standage and Commissioner Kyhn Absent: 1 - Commissioner Buzzin 21-627 Consideration of approval of agenda. 21-617 Consideration of approval of regular meeting minutes of October 6, 2021. Information and Reports City of Apache Junction,Arizona page 1 Parks&Recreation Commission Meeting Minutes November 3,2021 Commissioner Heather Moeller had positive comments regarding volunteering at the Halloween event.Commissioner Frank Shoenbeck also attended and had several observations to share. He also commented favorably on the Apache Trail Median project as well as the Gazebo.Vice Chair Judy Borey shared how she volunteered on the Make a Difference Day last month re-inking the pavers. Newly appointed Commissioner Terralle Moore commented that he is looking forward to getting more involved. 6. Staff Report 21-623 Introduction of New Commissioner, Terralle Moore. Director Langenbach introduced the Commission's newly appointed member, Terralle Moore, who relayed that he had moved to Apache Junction 2 years ago, after spending 6 years in the U.S.Air Force serving both in Japan and Iraq. He also said that he has a Bachelor's degree from ASU, has served the community recently,and is excited to be a part of this commission. It was noted that both Commissioner Frank Schoenbeck and Chairperson Wayne Standage were reappointed to the Commission which is a great asset. 21-620 Presentation and discussion on projects and opportunities in the parks and other service areas. Director's Report-Director Langenbach gave an update on the Apache Trail Median and that Nick Blake is involved again as well as having volunteers assisting our staff planting trees and shrubs. She also shared about the Silly Mountain grant and gave an update as well as the Superstition Shadows Land&Water Conservation Fund grant and presented a short update on that. 21-621 Presentation, discussion and update on upcoming events and activities. Recreation Superintendent Jamie Sullivan relayed that the Pretty in Pink event raised over $1,400 for Breast Cancer Awareness and our very labor intensive Mud Run was successful as well as a lot of fun with over 300 in attendance.Also, our Halloween Event was a great success with a record over 5,000 people who visited booths and thoroughly enjoyed the sponsored Trunk or Treat portion of the event. Superintendent Sullivan again challenged the commissioners to be involved and cited some upcoming events that they might be able to participate in. Director Langenbach also mentioned the Apache Trail Median planting event coming up November 6th. Superintendent Sullivan also informed the committee of some MGC membership discount drives coming up. 7. Old Business 21-615 Update and discussion on Dutchman Dog Park to include construction progress, new rules and regulations, and operational procedures. Attachments: POTENTIAL DOG PARK RULES Director Langenbach gave an update on the Dutchman Dog Park and it's completion and grand opening. She turned the update over to Superintendent Sullivan who is giving oversight to the Citizen Committee.She discussed the utilization of volunteers, having a"soft"grand opening prior to the official grand opening and potential programming. Director Langenbach mentioned that fees were previously discussed and that existing fees would apply to the dog park. Commissioner Frank Schoenbeck asked if we are restricted in fees by the BLM and the Director answered that all monies must go back into the facility.There was a handout regarding possible City or Apache Junchon,Artzona Page 2 Parks&Recreation Commission Meeting Minutes November 3,2021 Dutchman Dog Park rules that the group was encouraged to review. 21-622 Parks and Recreation Master Plan - Presentation and discussion on the inventory of existing facilities and programs, and potential gaps to research. Director Langenbach had a handout entitled "List of Current Park Amenities according to the 2019 Infrastructure Improvement Plan."Commissioner Schoenbeck commented that costs help prioritize items. Commissioner Moore commented that he would like to see possibilities for the younger generations so that they are not going to other cities to use their facilities.The commission discussed items for the list. 8. New Business 21-624 Update and discussion on the newly annexed area of Apache Junction and the plans for public parks within the master planned communities. Director Langenbach handed out an informational packet about Superstition Vistas,the newly annexed area of Apache Junction.The City of Apache Junction is partnering with D.R. Horton and Brookfield Residential Properties to build a master-planned community with schools, parks, and businesses and approximately 11,000 homes. Development Unit 1 will be developed by D.R. Horton and Development Unit 2 will be developed by Brookfield. Some parks will be public and some private. 9. Call to Public None. 10. Call for Future Agenda Items Director Langenbach shared she will be adding voting for new officers at the December meeting as well as inviting City Attorney, Joel Stern to the meeting for his annual orientation.She will also add continued discussion related to the Parks&Recreation Master Plan. 11. Selection of Meeting Dates, Times, Location and Purpose 21-628 Regular Meeting of the Parks and Recreation Commission to be held at 6:00 p.m. on December 1, 2021 in the city council chambers located at 300 E. Superstition Boulevard. Commissioner Frank Schoenbeck moved,seconded by Commissioner Moeller that the regular session of the Parks and Recreation Commission be held December 1,2021 at 6:00 p.m.in the city council chambers located at 300 E.Superstition Boulevard,Apache Junction.
